HomeMy WebLinkAboutCity Council Resolution 2001-463CITY OF PLYMOUTH RESOLUTION NO. 2001-463 CLEAN WATER PARTNERSHIP SECTION 319 RESOLUTION IDENTIFYING PROJECT REPRESENTATIVE and AUTHORIZING A PROJECT IMPLEMENTATION FINANCIAL ASSISTANCE APPLICATION WHEREAS, that the City qualifies for a Phase 11 grant based on the MPCA's determination that the Medicine Lake Watershed Implementation and Management Plan and the Medicine Lake Water Quality Management Plan meet the requirements as an equivalent phase I Diagnostic Study and Implementation Plan; and WHEREAS, a Grant, if awarded, could provide up to fifty percent (50%) of the total project costs. A Loan could cover all or part of the total project costs and could be used to match all or part of a Grant; and WHEREAS, the City of Plymouth approved the Medicine Lake Watershed Implementation and Management Plan on October 9, 2001. NOW THEREFORE BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MN: That the total project cost of the Medicine Lake Watershed Implementation and Management Plan is expected to be $2,407,040.00. The City of Plymouth would be responsible for the total project costs with the assistance from any contributing sponsors as detailed in the application. The City of Plymouth is aware of and supports the loan requested in this application. The City of Plymouth recognizes these loans must be secured with a general obligation promissory note. BE IT FURTHER RESOLVED, by the City Council of the City of Plymouth, MN, that it hereby designates Ron Quanbeck, City Engineer, Plymouth, MN as the Project Representative for the Medicine Lake Watershed Implementation and Management Plan proposed Clean Water Partnership/319 Implementation Project. BE IT FURTHER RESOLVED, the Project Representative shall have the authority to represent the City of Plymouth in all matters that do not specifically require action by the City Council of the City of Plymouth. BE IT FURTHER RESOLVED, by the City Council of the City of Plymouth, that the Project Representative designated above is hereby authorized to submit to the MPCA a Clean Water Partnership/319 Project Implementation Financial Assistance Application for the Medicine Lake Watershed Implementation and Management Plan in the amount of $750,000. BE IT FURTHER RESOLVED by the City Council of the City of Plymouth, that submittal of an application does not obligate the City of Plymouth to accept a Grant and/or Loan if so offered.
