HomeMy WebLinkAboutCity Council Resolution 2001-441CITY OF PLYMOUTH RESOLUTION NO. 2001-441 ADOPT MEDICINE LAKE WATERSHED IMPLEMENTATION AND MANAGEMENT PLAN WHEREAS, the City Council adopted the Water Resources Management Plan on February 15, 2000, which contains policies relating to water quantity and water quality, erosion control, wetlands, public participation, information and education, monitoring, maintenance and inspection, recreation, fish and wildlife, ground water, and financing of the Management Plan; and WHEREAS, Policy 5 of the Management Plan states that the City would "increase public participation and knowledge in the management of water resources;" and WHEREAS, in an effort to accomplish the goal of Policy 5, the City Council at their June 6, 2000 meeting directed the Environmental Quality Committee (EQC) to establish a subcommittee to work on water quality issues concerning the Medicine Lake Watershed; and WHEREAS, a subcommittee was formed at the EQC August 2, 2000 meeting composed of nine members, including two EQC members, two residential lake shore property owners, two business owners within the watershed, two Medicine Lake watershed presidents, and one education representative; and WHEREAS, the following agencies acted as liaison and sources of information for the subcommittee, i.e., Minnesota Pollution Control Agency, Bassett Creek Watershed Commission, Hennepin Parks, Plymouth Park and Recreation Department, and the Minnesota Department of Natural Resources; and WHEREAS, the subcommittee was appointed by the EQC on October 4, 2000, to study options and make recommendations to improve the water quality of Medicine Lake; and WHEREAS, after holding ten meetings a joint meeting was held with the City Council and the EQC on July 17, 2001, and presented their recommendations which are included in the document entitled Medicine Lake Watershed Implementation and Management Plan dated June 2001; and WHEREAS, this plan contains recommendations divided into three areas, the external factors, the internal factors, and watershed management activities which are proposed to be addressed over a five year period through the year 2006 with an annual budget of approximately $500,000 per year to complete the plan and achieve the designated goals; and WHEREAS, at the July 17, 2001 joint meeting of the City Council, the EQC and the Medicine Lake Watershed Subcommittee, the City Council made a motion to accept the Medicine Lake Watershed Implementation and Management Plan and directed the EQC and City staff to ( `.ADocuments and SettnigsinfieeseALocal Settuigs\Temp CCR 2001-44154-61 CCR 2001-441 doe Resolution No. 2001-441 Page 2 of 3 identify concerns and issues raised at the meeting and subsequently provide appropriate recommendations; and WHEREAS, at their August 8, 2001 meeting the EQC considered and discussed each of the items identified at the July 17, 2001 joint meeting, and made the following recommendations pertaining to these items: 1. Alum treatment — in the fifth year (2006) of the improvement plan for Medicine Lake, an evaluation will be made of in -lake phosphorous concentration, water clarity, odor, algae, undesirable plants, and swimming conditions, and if significant improvements have not been made, an alum treatment would be considered at that time. 2. Geese control — it is recommended that the City's Relocation Program continue as well as the City's education efforts in establishing buffer areas surrounding open water areas. 3. New products and technology — it is recommended that the City continue to research new bio -manipulation products and techniques and identify those feasible for Medicine Lake. 4. Structural Best Management Practices (BMP) — it is recommended that neighborhood education be continued as well as continued sampling and monitoring of Plymouth Creek's outlet into the lake, and with the new monitoring information, identify all potential sites where one or a series of treatment ponds would provide significant benefit to the water quality entering Medicine Lake. 5. General comments and questions — It is recommended that the EQC continue to consider the importance of other city lakes, including Parkers Lake and Schmidt Lake, and utilize the input of the "to be established" Aquatic Vegetation Management Group to provide the necessary flexibility to the proposed Medicine Lake Watershed Implementation and Management Plan. and WHEREAS, at their September 12, 2001 meeting, the EQC reconsidered their earlier recommendation concerning a possible future alum treatment in Medicine Lake if the in - lake phosphorus concentration did not reach a specific concentration, but no change was made to their earlier recommendation. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA: That the Medicine Lake Watershed Implementation and Management Plan dated October 2001, along with the recommendations of the Environmental Quality Committee as approved at their August 8, 2001 meeting and documented in a memo ( `.ADocuments and SettnigsinfieeseALocal Settuigs\Temp CCR 2001-441 54-61 CCR 2001-441 doe Resolution No. 2001-441 Page 3 of 3 dated September 4, 2001, from Shane Missaghi, Water Resources Engineer, to Daniel L.
