HomeMy WebLinkAboutCity Council Resolution 2001-335CITY OF PLYMOUTH RESOLUTION 2001-335 APPROVING FINDINGS OF FACT FOR APPROVAL OF THE ZONING ORDINANCE TEXT AMENDMENT TO ALLOW OFF-SITE DIRECTIONAL SIGNS (2001061) WHEREAS, Grandma's, Inc. has requested approval of a Zoning Ordinance text amendment to allow off-site directional signs; and WHEREAS, the Planning Commission has reviewed the requested text amendment relating to the regulation of off-site directional signs at a duly called public hearing and recommends approval, and, WHEREAS, the City Council has adopted a Zoning Ordinance text amendment to allow off-site directional signs; NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it should and hereby does approve the request for a Zoning Ordinance text amendment to allow off-site directional signs, based on the following findings: I . The proposed amendment would comply with the purpose and intent of the Zoning Ordinance which requires high standards for signage. The proposed ordinance would limit off-site directional signage to businesses and institutions that are not located on minor arterial or major collector streets. The ordinance would require signs to be located only on minor arterial or major collector streets. Sign standards would limit the size and content of off-site directional signs. 2. The proposed amendment would not be detrimental to the health, safety, general welfare or aesthetics of the community. Restrictions on the location, number, size, and appearance of signs would limit the impact on the community while improve the orderly movement of traffic. 3. The proposed sign regulations would provide an opportunity to improve the identification of community businesses and institutions. Directional signage would improve the ability of Resolution 2001-335 File 2001061 Page 2 patrons to find businesses and institutions that are not located directly on minor arterial or major collector streets. 4. The safety of motorists, cyclists, pedestrians and other uses of public streets and property would not be adversely affected by off-site directional signs of a reasonable size in locations meeting the proposed criteria.
