REVISE PROPOSED LANDSCAPE PLAN FOR OUTLOTS C AND D
BASS LAKE ESTATES ADDITION
COUNTY ROAD 61 (NORTHWEST BOULEVARD) IMPROVEMENTS

WHEREAS, the County Road 61 Improvement Project includes a required storm water treatment
pond (NL RP pond) proposed to be constricted in Outlots C and D, Bass Lake Estates Addition;
and
WHEREAS, the County Road 61 project includes filling of wetland, and therefore, wetland
mitigation is required; and
WHEREAS, the proposed wetland mitigation pond is proposed to be constricted in Outlots C
and D, Bass Lake Estates Addition; and
WHEREAS, the wetland mitigation pond and storm water treatment pond requires the removal
of a significant number of trees which provide a buffer for the adjacent residents in Bass Lake
Estates Addition from the proposed County Road 61 roadway; and
WHEREAS, a Landscape Plan has been proposed to enhance the area and mitigate the removal
of trees necessary to constrict the wetland mitigation pond and storm water treatment pond; and
WHEREAS, The proposed Landscape Plan was felt to be inadequate by the adjacent residents.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PLYMOUTH, MINNESOTA: That:
1. City staff and County staff will work to significantly enhance the proposed
County Landscape Plan for Outlots C and D, Bass Lake Estates Addition, to
include larger trees (2 '/2 inch to 4 inch diameter) to buffer the adjacent residential
area from the proposed County Road 61 roadway.
2. The County and City staff will research the feasibility and overall benefit of
locating the required wetland mitigation pond to an off-site area such as the City
property adjacent to Mud Lake.
3. The County and the City will continue to research the feasibility of eliminating
the need for the large overflow pipe handling water from Maple Grove by either
relocating the pipe to the north or by regrading the existing channel and providing
erosion protection.

4. Neighborhood meetings will be held with Bass Lake Estates neighbors directly
affected by the areas affected in numbers 2, 3 and 5.
The County and the City will develop a plan to mitigate the existing erosion on
the creek bed adjacent to the Ives Lane cul-de-sac lots.
6. If it is determined not feasible to relocate the proposed wetland mitigation pond,
the City's future Landscape Plan for the corridor along the new County Road 61
alignment (to be constricted after the road project is completed) will be provided
for review and comment to the Bass Lake Estates neighborhood, and additional
plantings adjacent to Outlots C and D will be included with this plan to fill in any
gaps as necessary to adequately buffer the adjacent residents.
