HomeMy WebLinkAboutCity Council Resolution 2001-251CITY OF PLYMOUTH RESOLUTION 2001-251 APPROVING A SITE PLAN AMENDMENT FOR A 500 GALLON ANHYDROUS AMMONIA TANK FOR PROPERTY LOCATED AT 15905 STATE HIGHWAY 55 (2001034) WHEREAS, Dana Corporation has requested a site plan amendment for a 500 gallon anhydrous ammonia tank on property legally described as follows: Lot 1, Block 1, Spicer Addition, Hennepin County, Minnesota. WHEREAS, the Planning Commission has reviewed said request at a duly called public meeting and recommends approval. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it should and hereby does approve the request by Dana Corporation for a site plan amendment, subject to the following conditions: 1. The site plan amendment is for a 500 gallon anhydrous ammonia tank, as shown on plans received on April 5, 2001, except as amended by this resolution. 2. The ammonia tank shall be set back five feet from the building. 3. The building walls that surround the tank (30 -inches above and 30 -inches to each side) shall be constricted as two hour fire resistant walls. 4. A tank permit is required prior to beginning constriction of the anhydrous ammonia system. 5. The tank, piping and process system shall be installed and protected to fire code requirements. Prior to the issuance of a tank permit, the applicant shall submit a hazardous materials management plan consistent with the requirements in the Fire Code. 7. The applicant is encouraged to submit air dispersion modeling for a worst case catastrophic release. 8. Any subsequent phases or expansions are subject to required reviews and approvals per Ordinance provisions. 9. This approval shall expire one year after the date of approval, unless the property owner or applicant has substantially started constriction of the project, or unless the landowner or applicant has received prior approval from the City to extend the expiration date for up to one additional year, as regulated under Section 21045.09 of the Zoning Ordinance.
