RESOLUTION 2001-129
PROVIDING INFORMAL COMMENTS ON THE PROPOSED SKETCH PLAN FOR A
RESIDEMTIAL DEVELOPMENT TO BE KNOWN AS SEVEN GREENS FOR SWAN
DEVELOPMENT, LLC. FOR PROPERTY LOCATED IN THE NORTHEAST CORNER OF
SCHMIDT LAKE ROAD AND VICKSBURG LANE (2001009)
WHEREAS, Swan Development, LLC. has requested a sketch plan review for a residential
development to be known as Seven Greens; and
WHEREAS, any opinions or comments on the sketch plan provided in this resolution or by the
Planning Commission and City Council shall be considered advisory only and shall not
constitute a binding decision on the proposed development; and
WHEREAS, the Planning Commission has reviewed said request at a duly called Public
Meeting.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PLYMOUTH, MINNESOTA, that it hereby provides the following comments or suggestions
on the submitted sketch plan application:
1. A formal development application consisting of a preliminary plat, rezoning to PUD, PUD
general plan and wetland mitigation plan is required for the proposed project.
2. The Seven Greens development would offer an alternative residential development pattern
not currently available in the City. While the development would differ from other
neighborhoods, the environment would be a positive contribution to the City without
sacrificing any of the quality that residents have come to expect in the City.
3. The applicant will not be able to develop "mother-in-law" apartments as part of this
development unless the City revises its ordinances to allow them.

4. Assuming the applicant can verify that the turning radius around each of the proposed islands
is adequate to accommodate emergency service vehicles, the proposed street widths are
acceptable.
5. Provide a 28 -foot wide street to match the 51" Avenue in Silverthorne and maintain that
width until it is reduced to 24 feet at the first intersection in Seven Greens.
6. All street names must comply with the City street naming system.
7. Maintenance of all sidewalks, walkways and private open spaces would be the responsibility
of individual homeowners or the homeowners' association.
8. Consider the use of rain gardens and natural vegetation in place of manicured lawns,
particularly along common rear lot lines.
9. The tennis courts and gazebo in Swan's Meadow Green will be allowed only if the applicant
is able to maintain the City's required wetland buffers.
10. The applicant should consider merging the two ponds on the south end of the site and
creating a two -cell pond in the northwest portion of the site.
11. The development will be subject to the City's standard wetland buffer requirements which
may dictate special building design requirements on some lots in order to meet these
requirements.
12. The applicant should consider revising the phasing plan to develop the two-family homes in
the first phase.
13. The Water Distribution Plan requires an 18" watermain in Vicksburg Lane.
14. The comprehensive sanitary sewer plan requires the upgrading of Interim Lift Station 20 in
order to serve this property. This will be the City's responsibility.
15. The comprehensive storm drainage plan shows two (2) required ponding areas on this site.
SC -P3 in the southeast corner of the property and SC -P7 in the northeast corner of the
property.
16. A wetland delineation report must be submitted. If there are impacts a mitigation plan must
be prepared and approved in accordance with the Wetland Conservation Act.
17. The project must comply with the policies of the Plymouth Water Resources Management
Plan.

18. Install storm sewer along the north side of Schmidt Lake Road and eliminate the existing
ditch.
19. Septic systems must be protected and maintained until sewer lines are installed, inspected
and approved for connection to existing homes.
20. All existing driveways must be removed on Vicksburg Lane. No private driveway access is
permitted.
21. The existing retaining wall on Vicksburg Lane shall be removed to provide adequate site
distance.
22. Reduce the width of the medians at both intersections (Schmidt Lake Road & Vicksburg
Lane) and provide two outbound lanes and one inbound lane.
23. The right of way for Vicksburg Lane shall be 60 feet from centerline for 300 feet north of the
north right of way line of Schmidt Lake Road to accommodate the proposed trail along the
east side of Vicksburg Lane. Fifty feet of right of way from centerline is required from 300
feet north of Schmidt Lake Road to the north Lot Line of proposed Lot 3 (existing home
located on this Lot). To accommodate the potential bridge over the CP railroad tracks, 120
feet of right of way from the centerline of Vicksburg Lane at the north property line tapering
to 50 feet of right of way at the north Lot Line of proposed Lot 3 (existing home located on
this Lot) will be required.
24. A right turn lane and a by-pass lane shall be provided for the street access to Vicksburg Lane.
25. All of the lots proposed north of the street access to Vicksburg Lane will be impacted by road
elevation changes when Vicksburg Lane is improved. The owners of these lots must be
made aware of the changes and its impact to their property.
