RESOLUTION 2001-128
APPROVING LAND USE GUIDE PLAN AMENDMENT FOR THE CITY OF PLYMOUTH
FOR HOLLY LANE (20159)
WHEREAS, the City of Plymouth has requested consideration of 1) removing Holly Lane as a
minor collector from Old Rockford Road to Schmidt Lake Road and 2) eliminating the Holly
Lane connection across the Canadian Pacific tracks; and,
WHEREAS, the Planning Commission has reviewed said request at a duly called public hearing
and recommends approval.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PLYMOUTH, MINNESOTA, that it should and hereby does approve the request to 1)
remove Holly Lane as a minor collector from Old Rockford Road to Schmidt Lake Road and 2)
eliminate the Holly Lane connection across the Canadian Pacific tracks and therefore authorizes
the following changes to the City's Comprehensive Plan:
Figure 7-3, Functional Classification, shall be revised to delete Holly Lane as a collector with
two alternative connections to Schmidt Lake Road.
2. Figure 7-6, Programmed Roadway Improvements, shall be revised to delete the Holly Lane
improvements north of Hollydale Golf Course.
3. Section 7.2.4.1.2 City Streets shall be revised as shown: Holly Lane — This project will
improve Holly Lane from Old Rockford Road north to the entrance to the Hollydale Golf
Co«rseail�=o��d T4e—i�proveci—=o�i�iwii1—se sin Eieeprnets—ati—future

4. Section 7.6.2.2 Canadian Pacific Railroad shall be revised as shown: The Canadian Pacific
(CP) railroad tracks through the northwest portion of Plymouth will require special
consideration as roadways are constricted or reconstructed. There are two at -grade crossings
of the CP railroad at Holly Lane and Vicksburg Lane. Future grade -separated crossings are
currently planned at Cheshire Lane and Schmidt Lake Road when those roadways are
constricted. The at—rade crossing at Holly Lane will be eliuninated once Schunidt Lake

-5. Section 7.2.4.2.3 Improvements to City Streets shall be revised to add the following

Hollydale Golf Course redevelops for low density residential ��zse, the developer or
developers will need to provide a local street connection from Holly Lane on the west to
Comstock Lane and Schinidt Lake Road on the north. This street would be designed as a
local street, thereby discouraging through traffic, but allowing resic►ents of tl�e c►evelopinent
to travel either north to Schmidt Lake Road or south to Old Rockford Road. The rilp nary
reasons for this local street connection would be to distribute traffic to more than one higher
order street and to provide for alternative emergency access points to any fixture
development.
FURTHER, approval of the Comprehensive Plan Amendment is contingent upon, and subject to,
the required review and response by the Metropolitan Council.
