HomeMy WebLinkAboutCity Council Resolution 2001-110CITY OF PLYMOUTH RESOLUTION 2001-110 APPROVING COMMENTS ON THE METROPOLITAN COUNCIL PROPOSED GUIDELINES FOR PRIORITY FUNDING FOR HOUSING PERFORMANCE WHEREAS, the Metropolitan Council has developed draft criteria to be used to implement the policy in their Regional Blueprint, which states that the Council will "give priority for regional infrastructure investments or expenditures of public dollars to communities that have implemented plans to provide their share of the region's low -and moderate -income and life -cycle housing opportunities"; and WHEREAS, the criteria would be used to allocate any fiends over which the Metropolitan Council has authority; and WHEREAS, the Plymouth City Council has reviewed the draft criteria dated February 5, 2001 at its meeting of March 20, 2001; NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it should and hereby does approve the following summary comments for transmittal to the Metropolitan Council for its March 21, 2001 public hearing on the draft Guidelines for Priority Funding for Housing Performance: A. The guidelines should be revised (particularly criteria 41-4 and 49) to make them predictable and allow a city's score to be calculated without comparison to other cities. B. Criteria 47 should be deleted or revised substantially to provide specific guidance as to the development standards that are excessive, and award points to those communities that have eliminated such barriers to housing affordability. All cities should be judged by the same standard and there should be no incentive to artificially inflate standards only to reduce them in return for points in the housing criteria. C. Several of the criteria should be clarified or modified as follows: 1. The difficulty of collecting accurate data to score criteria 44 and 49 should be considered. If a reliable, accurate method of collecting data cannot be found, without overburdening the cities that must supply the data, the criteria should be changed accordingly. Resolution 2001-110 Page 2 2. Criteria 44 should be modified to indicate that a net gain in affordable units through expansion of the Section 8 program within a community would be recognized. 3. Criteria 45 should be modified to include correctional facilities as a type of "special needs housing." 4. Criteria 46 should be clarified that policies should be those adopted as part of the local comprehensive plan, and to indicate the the number of past years for which initiatives would be considered. 5. Criteria 411 should be clarified to indicate what actions would constitute local "approval." ADOPTED by the City Council this 20th day of March, 2001. STATE OF MINNESOTA) COUNTY OF HENNEPIN) SS.
