RESOLUTION 2001- 106
RESCINDING CITY COUNCIL RESOLUTIONS 91-103 AND 93-247 AND ADOPTING
THE REVISED CITIZEN PARTICIPATION PLAN AND REVISED ANTI -
DISPLACEMENT AND RELOCATION ASSISTANCE POLICY
WHEREAS, the U.S. Department of Housing and Urban Development (HUD) requires Community
Development Block Grant (CDBG) entitlement communities to establish and follow a Citizen
Participation Plan and an Anti -Displacement and Relocation Assistance Policy; and
WHEREAS, the Citizen Participation Plan has been revised to add the flexibility to hold joint public
hearings as part of the Hennepin County Consortium; and
WHEREAS, the Anti -Displacement and Relocation Assistance Policy has been revised to
incorporate more specific and effective methods to minimize displacement; and
WHEREAS, on February 15, 2001, the Plymouth Housing and Redevelopment Authority held a duly
constituted public hearing to allow interested parties to express their opinions regarding the revisions
to the Citizen Participation Plan and the Anti -Displacement and Relocation Assistance Policy;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PLYMOUTH, MINNESOTA, that it hereby rescinds City Council Resolutions 91-103 and 93-247
and all previous versions of these documents and adopts the attached revised Citizen Participation
Plan and the Anti -Displacement and Relocation Assistance Policy for the City's Community
Development Block Grant Program.
Adopted by the Plymouth City Council on March 20, 2001.
