RESOLUTION NO. 2002-565
AUTHORIZATION FOR SPEED LIMIT REDUCTION ON EVERGREEN LANE
FROM 30 MPH TO 25 MPH
WHEREAS, the current roadway width on Evergreen Lane, between West Medicine Lake Drive
and 18t1' Avenue, of 18 — 22 feet is narrower in some sections than the current 21 -foot Plymouth
street standards; and
WHEREAS, with a narrower street design, a speed limit of 30 mph is perceived by the majority
of drivers as too high for the given conditions; and
WHEREAS, according to M.S. 169.14 Subd. 2(7), a speed limit of 25 mph may be set on
residential roadways less than one-half mile in length, if adopted by the road authority having
jurisdiction over the roadway and speed limit signs are erected designating the beginning and
ending point of the segment; and
WHEREAS, the 85t1' percentile speed was found to be 27 mph on this roadway segment; and
WHEREAS, the 85t1' percentile speed is used to set speed limits on roadways since experience
has shown that a posted speed limit near this value is the maximum safe and reasonable speed for
a roadway; and
WHEREAS, in order to provide for the safety of the public, the City Engineer has recommended
that the speed limit be reduced from 30 mph to 25 mph on this segment of Evergreen Lane.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PLYMOUTH, MINNESOTA: That it hereby, authorizes the speed limit reduction on
Evergreen Lane between West Medicine Lake Drive and 18t1' Avenue from 30 mph to 25 mph.
Adopted by the City Council on December 17, 2002.
