HomeMy WebLinkAboutCity Council Resolution 2002-107CITY OF PLYMOUTH RESOLUTION NO. 2002-107 APPROVING COOPERATIVE CONSTRUCTION AGREEMENT PIKE LAKE CHANNEL STABILIZATION PROJECT FROM HEMLOCK LANE TO PIKE LAKE IN THE CITIES OF PLYMOUTH AND MAPLE GROVE WHEREAS, an open channel, referred to as the Pike Lake Channel, drains a large watershed within the Cities of Plymouth and Maple Grove north of Bass Lake Road between Hemlock Lane and I-494; and WHEREAS, this channel has realized severe erosion problems over the past several years in its stretch from Hemlock Lane to Pike Lake; and WHEREAS, maintenance efforts by the City of Maple Grove have been ineffective at controlling the erosion problem; and WHEREAS, the Maple Grove residents living within the Red Fox Cove multifamily development along the north side of Pike Lake Channel are concerned with the impacts to their property as well as safety concerns due to the severe channel erosion; and . WHEREAS, letters have been sent to all adjacent property owners in both Plymouth and Maple Grove and public meetings have been held; and WHEREAS, the consensus of these meetings indicate the desire to proceed with a soil bioengineering/hard armor improvement option which will retain aesthetic value of this drainage area; and WHEREAS, the City of Maple Grove, the City of Plymouth, and the County of Hennepin will all contribute to fiinding the channel improvement project based on contributing flow; and WHEREAS, fiinding is available through the Water Resource Fund due to a higher than anticipated fee collection in 2001; NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA: That the Cooperative Constriction Agreement, Pike Lake Channel Stabilization Project from Hemlock Lane to Pike Lake within the Cities of Plymouth and Maple Grove is hereby approved and the Mayor and City Manager are authorized to sign this agreement. BE IT FURTHER RESOLVED, that fiinding is as follows: Water Resources Fund (505) - $152,678. Adopted by the City Council on February 26, 2002.
