1. CALL TO ORDER
Chair Edwards called the December meeting to order at 7;42 p.m. in the
Council Chambers.,
2. APPROVAL OF MINI.ITES;
A motion was made by Commissioner Reed and seconded by Commissioner LaTour
to approve the minutes of the November meeting as presented.The motion
carried with all ayes.
3. VISITOR,PRESENTATIONS
a. Athletic Asgociations, None were present at this meeting.
b. Staff. Rick Busch distributed copies of a chart showing adult tean
sport enrollments from 1979-88. He indicated that for the first time
in Plymouth, a winter co-rec volleyball league would be playing on
Friday nights.. In past years, the City has only offered leagues
Monday through Thursday nights, but because of the demand, we decided
to try a Friday night league. There. are eight teams enrolled so far,
and the deadline. to sign up is December 16.
Outdoor skating instruction begins during Christmas vacation at
Zachary and Oakwood parks. Warming houses are.. scheduled to open
Saturday,; December 17,
Mary Patterson discussed the 1988 annual report andhow it will be
changing to sooething more statistical and condensed with less
narrative,
She stated that the PARTNERS' performance of Dudley Riggs was held
Saturday, December 3, at Wayzata Nigh School and that about 500 people
had attended. She reminded the commissioners of the Old Fashioned
Christmas in Plymouth event sponsored by the Plymouth Historical
Society and Parks and Recreation scheduled for Sunday, December 11., at
P''ymouth Creek Park. Events include: carolers,, storytelling,
hayride, crafts, visite with Santa, cookies and cider, etc:.
Mary indicated that planning continues for the winter festival in
February to be held, at Parkers Lake. Commissioner Beach started that
PRAC will help with children's games and/,or supervise the bonfire.
4. REPORT ON PAST COUNCIL ACTION
a. St, Mary's Park Name. Counci.l approved the name "St,. Mary's
Neighborhood Park," and the sign has been erected.
b. GranttoMove Log Cabin: Council approved the submittal of the grant
application, to move the log cabin from the workhouse property to the
northwest corner of Parkers Lake Park.

5. UNFINISHED BUSINESS
r. Cossaunity Center Ugdate. Requests for Proposal were sent to 16
architectural firms. Nine firms responded. An, architectural
selection committee reviewed those, nine proposals and short-listed_it
to six. Interviews wJth those six firms are scheduled for Saturday,
December 10, Following those interviews, three firms will be selected
to participate in the design competition
b. Eskers Lake Update., Director Blank stated that $7,040 remains in the
budget for the pavilion and from that an ice making machine needs to
be purchased. He statad that, tables with umbrellas for the patio area
will likely be, provided by the Coca-Cola or Pepsi --Cola company. He
statedthat staff is working, on some sort of temporary lighting
system, to skaters can see during evening skating hours.
c• ,St., Mart's Update. The official name sign has been installed. Final
payment minus $780 has been made to contractor. That amount is being
held out tomes if grass seed germinates next spring.
d. pl=uth Creek ark Update.
1 MasterPlan. The Corps of Engineers has completed their report and
states that 60 acres will be navigable waters,, i.e., under their
jurisdiction, Staff does not agree with this,
2) NaXfiold Parking Lot. Bonestroo has dropped off a preliminary
sketch of the parking lot, which. Fred Moore is studying. More will
be available on this at the January meeting,
e. West Medicine Lake Drive Trail Update. A letter will be going to the
residents recommending alternative. two if PRAC approves.
Commissioners reviewed, the; letter and. suggested adding the following;
south of 18th Avenue an independent trail will be constructed to
Highway 55 along the lake -side, of the. road.." They also suggested that
Eric re -write item d. regarding the words "enhanced significantly."
Commissioner Reed suggested that the words "alternative, two" be
emphasized in the letter by making them bold or underlining them.
PRAC will hold a public meeting on this project January 1.2, 1989.
6. NEW BUSINESS
a. URdatiag of Contnrehensive Plan, The Planning Commission forwardedthe
comprehensive plan to, PRAC for their review of items dealing with.
parks and open space issues. PRAC agreed that: all the statWments. in
the plan were still current,, with: the exception of a few that had
outdated wording. They didn't think that the terms "activity centers"
or "quadrant" were appropriate any more.; Staff will make these
recommended changes and send the plan back to PRAC before sending' it
on to the Planning Commission;,

As you will recall, staff has; recommended that Alternative Two. (2) for the
relocation of the road along West Medicine Lake Drive and trail be recommended
to the City Council.. After the public has had a chance to comment on this
recommendation at Thursday night's meeting, I would anticipate the Commission
will deliberate this item.
It is not necessary that any notion be taken on this item at, Thursday's
meeting. That is molely up to your discretion, Once you have made your
recow.iondation, it will be forwarded, along with staff Is recommendation, to
the City Council for further action. Whatever recommendation is forwarded to
the Council, it will be necessary for a, further design s't.udy to be completed.

yearn, In order that this work, can be completed in an orderly process, I.
think it will be necessary for the:: Commission to make its recommendation no
later than your March meeting.
If you think you need further research, please direct staffon those items,; so

The current CIP for your information, contains $75,000 for the beginning of
work on this project during 1989

Dear Resident
The Park and Recreation Advisory Commission, in a fallow -up to their August 11
public meeting, would like to invite you. to their January 12 meeting to
further review proposed improvements along West Medicine Lake Drive. The
meeting will begin at 7:30 p.m., in the City Center.
An the attached graphic the three alternative plans are depicted. Based on
comments received at our August 11 meeting and further study and discussion of
this subject, staff is recommending to the Park Commission that ALT BRNATIVE
TWO be recommended to the City Council, Under this plan, an off-road trail
would be constructed from 26th Avenue south down to the north edge of, the
park. Beginning at the north end of the park, West Medicine Lake Drive will
be :re-routed in a looping fashion and reconnect at approximately 18th Avenue.
The, bike trail would run independently through the park and would then re-
align with West- Medicine Lcke Drive at 18th Avenue. South of 18th Avenue., an
independent trail will be constructed to Highway 55 along the lake -side of the
road. The primary reasons for making, this recommendation at this time are:
A. Overall project cost,
Bt The least disruption of existing residential property,
C. The expressed desire of some residents to continue to drive along
the 'shoreline,
D. The shoreline within the West Medicine Lake Park will be more
recreational in nature.
The Park and Recreation Advisory C•ommissi,on would like to hear your comments
and thoughts with regard to this proposal before they make a recommendation to
the City Council. it is everyone's desire that this project move forward in a
timely fashion, so that the first phase of improvements could be undertaken in
1989. if you are unable to attend the meeting on January 12, please feel free

Dear Mr. Blank.,
Thank you ,for the opportunity to input into the process of our
community trail system. Alternative two (2) looks good to me.
I amimarathon runner and.live on, the lake. I have run around
the hake 156 times in the last three (3) years which gives me an
appreciation for traffic, weather, and simply enjoying our great
natural resource
I would recommend rather than continue the path south from the
railroad tracks that you head east and build a path and bridge
along side the railroad tracks. One of the prettiest: parts of
the lake is the marshland where the RR trestle goes.
I will be out of town on Jan. ll, or I'd be at your meeting. if
you need to talk to someone who uses your paths and trails in
the park every other day, don't hesitate to give me a call.

Pear Mayor,
am writing as a ten year resident of the City of Plymouth
and a recent resident. of our current address. I would like
to address two concerns that I have regarding our
neighborhood.
Wehave a problem with the location of our mail box. Our
house is on the corner of 37th and Larch Lane. Our
neighborhood is recently developed and the mailboxes are
located across West Medicine Late Road, at 30th and 'West
Medicine Lake Road. The problem with the location is that
there are no street lights located. at that corner. We have
to pick up our mail by the roadside and male a left turn
into our neighborhood. The problem is magnified by the fact
that the mailboxes are located on the slope of a hill and
the oncoming traffic cannot see over the hill. The residents
have to matte A left turn into the flow of traffic and cannot
see the traffic coming over the hill. My suggestion would be
to move the mailboxes to our side of the Road. Currently,
the mail delivery service enters the neighborhood to provide
service to three houses. it would not add to the cost and
eliminate the potentially dangerous situation. I wouldj.
appreciate your guidance and assistance to alleviate this

he second situation is one of beautifying the area of West
Medicine Lake Road. Currently, the Road is used for runners,
joggers, bikers, and walkers for exercise. The shoulder of
the road is small, consists of gravel, and is very rough. As
a ,logger, I used the Road as a means of trying to stay fit.
However, I have to run directly on the Road because of the
problems with the shoulders. Could you inform me of the
future plans of the Road? If you don't have improvements or
upgrades planned for the Road, would you spend some time
giving consideration to improving the situation"

INTRODUCTION
This project consists of a parking lot, expansion project, and storm sewer
installation at Plymouth Creek Park, west of the -existing circular parking
area
The preliminary- design presented herein is based on information.from the
circular parking area plans and on information obtained from or reviewed with
City Staff. The proposed work is in conformance with the City's Comprehensive
Guide Plans and Engineering Guidelines.
It is assumed in this report that the rough grading for the parking lot
improvements will be performed as a part of this project. Cost estimates
presented herein are based on that assumption.
This report was ordered by the City Council on September 24, 1988, upon
recommendation. of City Staff.

RECOMMENDATIONS AND CONCLUSIONS
The work presented in this report is feasible, relative to engineering
matters. The Staff and Council will have to review and analyze the fiscal
aspects of the work. The following conclusions and recommendations are
offered for Council considerations
1. This report should be adopted as the official guide for the proposed
parking lot improvements at Plymouth Creek Park as described herein.
2.. The recommended parking lot configuration is shown in Figure I. A
total of 93 additional stalls are provided.
3. The earthwork necessary to construct this parking lot expansion should
be designed to provide balanced cuts and fills.
4. Two small storm sewer systems are needed for this project. In
addition, an existing storm sewer system needs to be removed.
5. The typical section of the parking lot expansion and adjacent trail is
recommended as follows:

6. All work is recommended for construction in 1989.
7. The estimated cost per parking stall is $805 The total estimated

PARKING LOTCONSTRUCTION
The proposed parking lot improvements at Plymouth Creek Park are shown on {
i
Figure No. 1. As the figure shows, the new parking areas are to be
constructed west of and connected to the existing circular parking lot. The
circular lot continues to be accessed from Fernbrook Lane to the east. An 8'
wide bituminous trail would' completely encircle the new expanded parking lot.
Tne proposed parking lot configuration is unusual, but is necessary to
minimize construction costs while maximizing the number of additional parking
stalls. A total of 93 additional stalls are provided. The one way traffic
routing, and slanted parking arrangement maximizes the parked car density and
decreases the unit cost per stall. In addition, the proposed layout minimizes
the amount of existing bituminous and concrete surface removal on the existing,
circular parking lot. The east half of the existing lot will be unchanSed,
except for stall striping changes, as shown on the figure. The existing pole
mounted light fixture at the center of the circular parking lot would rema,n
in puce.
The proposed parking lot expansion is recommended in an area adjacent to,
but not within, an existing floodplain. The 100 year, flood .elevation of the
floodplain is elevation 953.0. All significant grading and construction work
will occur above this elevation.
The clearing and rough grading necessary for this project is not
extensive. No significant trees need to be removed. The rough grading
essentially would consist of stripping of topsoil and moving earth from the
westerly knob into the swale immediately west: of the existing circular lot.

The parking lot would drain from the east to the west. The excavation and
i
embankment gmant ties should be balanced during final, design to minimize

earthwork costs. If a small amount of excess material exists, a: small. berm, is t
recommended between the new parking lot and ti:4 easterly soccer field.
Storm sewer for this project consists of the installation of two small
storm sewer systems and the removal if the existing storm, sewer system at the
west. side of the circular parking lot. one new storm sewer system consist of #

two flared end. sections and a long culvert, under the new parking lot at the
location of the existing swale. The other storm sewer system. consist, of a,
catch basin, storm sewer, ana flared end at the west end of the new parking
lot
For the: parking lot stalls and driving lanes, a pavement section of 3
inches of bituminous and, 6 inches of 1002 crushed Class 5 material iz
recommended. For trails,, a pavement section of 2 inches of bituminous and 4
inches of 1003 crushed Class S material is recommended. t
Because no utilities other than storm sewer will be installed beneath the
new parking, lot, we recommend that all construction shouldbe completed in
1989. This. includes the storm sewer installation, rough grading, granular
base, curb and gutter, and both courses of bituminous pavement.
Itemized parking lot and storm sewer cost estimates are based upon
estimated; quantities. and estimated unit prices and have been included in the
Appendix. The parking lot cost estimate includes, two light poles and four
lights. The estimated project. cost for all work presented in this report, is
74,900,

and anticipated unit prices are presented in the Appendix at the back, of this

Further information from the Planning staff has been included in your packet.
I have also included: the rewriting of the two paragraphs as directed by you at.
last month's meeting. Please ,f -tel free to further edit and change this work
if you so desire. We should get this back to the Planning Commission as soon
as possible with your endorsement.
I will also be attempting to give: to you, graphically, the changes I feel, are
necessary in the. current comprehensive plan. This will be for your review and:
study, The Commission should discuss whether or not they feel it will be
necessary to hire an outside consultant to help you, undertake a more
comprehensive _review and updating of the total. plan. If you wish to get into
such iters as reviewing standards and special facilities, etc., that may be
the direction you choose. If, on the other hand, you believe the current plan
is adequately serving the needs of the community, then perhaps the simple
adjustments that I have begun to highlight for you will be: sufficient.
Please keep in mind that the. Planning, Commission and City Council may be
considerin,, some significant reguiding proposals which may have a significant
impact on the ,park and trail system. Unfortunately, we won't know about those
details until after the Planning Commission and Council have further reviewed
and studied that subject.

Item #10 should read.: Major, public open space and playfieids shouldbe made
available throughout the city, not only for the
environmental contrast: and passive recreation, but for
those major organized, active recreation and indoor
group programs which cannot, practically be conducted at
school centers.
Item #1Z should read: Since the passive open space involved in City parks
should be oriented to the unique natural features of
the land which help establish the character for each
driving. neighborhood of the City, a central location in
each driving neighborhood for City park land is not
essential.
Item #E14 should read: Mature study preserve(s) should be provided, possibly,
though not necessarily as part of a City park. Small
neighborhood preserves may be acquired through the Land
development process.

For your information, the following dates and meetings will be of interest to
you::
Thuraday, January 19
Community Center Public Information Meeting
7:30 p.m., Plymouth City Center
Fr'.day, February 10
Preliminary concept plans are due from the architectural firms.
A paper copy of each set of plans will be delivered to Commission
members that. day.
Monday, February 13
Preliminary plans of community center, will go on display in City
Center for community viewing.
Saturday, February 18'
Architectural selection coriwnittee will meet and interview each of
the design teams to further analyze their proposed concept plans.
Commission members are invited, to attend this meeting.
Monday, February 20
Public meeting will, be held to solicits comments from the
community on the plans as submitted by the architects,
Thursday, February 23
Architectural review committee will meet to select winning
design, Park and: Recreation Advisory Commission is asked to
attend this meeting to provide their direct input on which pian
they favor.
Monday, February 27
City Council awards prize money to winning and runner-up firms.
This is the tentative timetable as of Friday, January 6. Due to unknown
factors at this time, it may be revised. You will be kept informed, of any and
all changes to this schedule.

Dear vominiss.ion Members
I wish to commend you, for the development of the
Parker's Iake City Park. S 6hiiiX the Park is a
wonderful asset for aux neighborhood , but also for
the entire City.
1 imist confess that where. X first learned of the City's
plait -to develop this parcel., 1 thought u4¢,(hat? That
littile postage stamp? What can they possibly do with
that?" Stell,, 1 want to 'tell you that 1 avi amazed and
impressed with what has: been done.
The Fa:rk Is lovely for biking or hiking through in the
suillit :r. It usually boasts an egret or two for the keen-
eyed bird watcher although l confess I'm not too crazy
a.boat the over -population of geOse S enjoy seeing the
ctii d:r'ea playing on the swings and swILmming at the beach
STopefull.y we'll have more rain 'this year to keep the
lake full.
Now that it, is winter, it brightens ,Yy spirits to drive
by the park and see the children skatilig, on -the lake
and sheltered by the new warming hortse. it all shows
that a zk does not have to be large to provide a great
