CALL TO ORDEK The meeting was called to order by Chair Uwards at 1,-54 p.m, in the council Conference Roomi 2. APPS OVAL OV MINUTES A motion ,was made by Commissioner Reed and seconded by Commissioner Rosen to approve the minutes of the Septembet meeting. The motion carried with all dyes. 5. VISITOR PRESENTATIONS a. Athletic Associations. None were. present at this meeting, b. Staff, Rick Busch distributed charts showing team sports enrollments and individual sports enrollments indicating how they have increased over the years.. He also discussed. the softball tournaments held this past summer in Plymouth. He indicated that he is now working on tall and winter progtams and that the November/Datember brochure Is at the printers, Director Blank pointed out that much of Rick -'s time is spent scheduling fields for all youth athletic assoca-tioa sports, and these enrollments ate also increasing yearly. 4. PAST COONCIL ACTION ai Trail VundLig. The Council Approved trail, funding for the Luce Line extension on the south end of barkers Lake,, Along Highway 101 from 19th to 26th Avenues, along the east side of Zachary Lane from 47th Avenue to Zachary tlementaty, at the intersection of Highway 55 and Vernbtook, along Fetnbrook from Highway 55 to County Road 9. The portion from County Road, 6 to Highway 55 will be done in. 1987, but there are some tight -of -way and steep bank problems which have to be worked out first,. The conttat:tor for the County Road 15 trail is waiting until next spring* 5. bi 1987 City Budgets. Director Blank indicated that the 1.957 budgets had been apptovtd without Any cuts. r., 11987- 91 CIP. Director Blank stated that the CIP had not been handled as of yet. d. Park Dedication from Bass Lake Heights. 4th, The developer needs till in the area where he is planning to build houses., In exchange for taking fill from the proposed park area, the levoloper will do some grading of the park- for us. UNPINMED BUSINESS a, Green Oaks Park update: The backstop still has to be moved, but otherwise the work here is complete, b. . ueensland And Imperial Hil,1s_Ppdqtqt The 'work at Queensland is almost finished, and Imperial Hills qhould be done in About two weeks. Director Blauk has received many compliments on; the stone bridge. Some sod and dormant seed. will: be. planted yet this fall, d. Plymouth Creek Park Site Flan Review, Chair Edwards suggested that a neer plan be drawn showing where everything that currently exists, is located, it wrs also suggested that PRAC meet with. the City Council to decide what to do about a community center. Some commissioners felt that a site for the community center should be chosen before planning the locations, of other facilities, Director Blank pointed out that the first step in planning this park is to get the master plan appro4gd) and then think about constructing facilities. The motion carried with all ayes: Director Blank stated that an.addition€il 30-40 acres of high and dry ground is available on the north end of this parka Commissioner Mullan recommended that Brauer look into the possible uses of this additional land for inclusion in, Plymouth. Creek Hark. e. Request for Trail on the West Sideof County Road 61 Upd,ate. Director Blank has not received word back from Fred Moore regarding what type of signage is permitted, on county roads. Director Blank will bring drawings of the. new County Road. 9 & 61 intersection to the November meeting. 6. NEW 8tSINES5 a. New Plats. None. b Request for Funding Survey Work on 1987 mark Projectt. Because of changes in topography due to development that has taken place over the 'years) Direttor Blank, has suggested that survey work be done, oil the Rolling Hills) Amhurst, and County Road 61 parks, as well as on the cornerof the proposed Parkers ?sake Pl.a,yfield A MOTION WAS MADE BY COMMISSIONER R08EN AND SECONDED BY COMMISSIONER BEACH TO RECOMMEND THAT THE COUNCIL HIRE SURVEY WORK ON PARK PROJECTS PROPOSED FOR 1987. STAFF COMMUNICATION' Director Blank shared some video taming he had, define on work tec.entl.y completed as well as work currently being done on our parks and trails. He pointed out that a contract has beer, awarded to demolish the buildings on. the old workhouse farm site to make wa r for the constxuct:i.on. of the proposed Porkers take p:layfel.d. Lost week, T had a meeting with representatives of United Properties who has purchased the remaining property from Minneapolis on an option, and is currently exploring the development of the l.artd. Two years ago the Commission authotized closing the wanting house at Pilgr vn l,a0e Park School site;,. This was brought about because two new hockey rinks and a shelter, auilding were constructed one block away at Plymouth Junior High. The deciding factor was a 000 heater in the Pilgrim Lane warming house needed to be replaced at that time, 'It was determined that we would phase this complex out over the course of a cot ple of years, For the last two winters, we have continued to maintain two skating rinks at this: location,. a, pleasure rink and a hockey rink., The warming house attendant at Plymouth Junior Higlt, each night on his way to and from work, want .o this site and turned the lighte on at the hockey rink, and then proceeded, to his work duties dt Plymouth Junior High. The condition of the hockey beards has ttow deteriorated to the point where we consider them quite unsafe,: olid like the heater, would require extensive repair and maintenance at this time. r am, therefore, recommending that we rethove the Jockey boards lout cocitinuo to maintain the large, sheet of Joe at this location under, the lights.
