CALL TO ORDER The meeting was: called to order at 7;38 p.m.. in the City Center Council Chambers by Chair. Threinen. 2. APPRMi OF MINUCS A motion was made by Commissioner Mullan and seconded by Commissioner Edwards to approve the minutes of the March meeting as presented. 3. VISITOR PRESENrATIONS a. Athletic Associations. No athletic association representatives care present. b. Staff. Rick Busch showed a videotape of the unofficiated sports he offers and handed out winter skating statistics. He announced that 140 teams had registered for sumn::r softball leagues. He will be meeting with athletic associations next week to discuss which facilities they wish to use this stunner. er._ Ruth Brown discussed the winter triathlon `held in February at French Regional Park on the north end of Medicine Lake. She stated t1kat some of the participants called after the event was over to indicate their satisfaction with it and to request that we continue the triathlon despite the relatively low attendance She also indicated that she was pleased with the Channel 11 Health Fair held in March; 158 participants visited the various booths, and 33'volun- teers helped with the event. Other recent programs offered by Ruth. included a Holiday Activity Day over, spring break held at Plymouth Junior High and attended by 52 2nd through 6th graders, and a viewing of the film "Junglebook" with a turnout of 92 children and adults., Ruth, announced that summer swimming registration begins on May 18. Three sessions of swimming will be offered this summer, instead of the usual four, and a lifeguard will beon duty during lessons this year.; Play- ground in the Streets (PITS) has been restructured and will now have three stops per day, two hours each. Daily starting times will be later, thus allowing the wagon to be out Longer in the day. The disc golfgrand open- ing at Zachary Playfield will be June: 8. The P!lynouth Cannunity Band has: three: formal concerts and three mini -concerts scheduled. A sumer tri- athlon will be held at Medicine Lake on August 1.8. Events include, a 1K swim, a 10K bike and a 3:.2K run. 'Two daycamps will be offered this sumver; one at,23orthstar and one in conjunction with.Ne-v Hop iacreation and Hennepin County Park Reserve District. Other dates to be aware of Are the "Life. Be In It." Fite Fly on April 27 and 'ane "Life. Be In It." Flea Market on May 4. 4' RESORT ON PAST COUNCIL ACTION a. St. Mary's Church Property. Council authorized staff to begin negotiations with St. Mary's: for the purse of land for a neighborhood park. The Council approved the appointment. of Carol Beach to the Wayzata Ccmnmit- Education Advisory Council. She replaces Betty Thre nen. 55. UNFINISHED Bi.`SINESS a, Parkers take Our DAWMN` grant has been approved. We are now waiting for title to the property, which is expected to cane in May. A $400,000 1986 grant has been, written. Our portion of this would be between $100,000 and $200,000, b. Cccmmnity Center Update.. Several communityunity center questions have been. included in the telephone: survey as well as a question regarding the community's desire for a swimning pool. The survey cannot be shared with anyone until after it has been conducted. c. Neighborhood Park Improvements. Director Blank displayed copies of e concept plans for the three neighborhood parks iWroverents and explained' each concept briefly. Residents have been.invited to a meeting on April 16 to view theplans:. !?RAC should attend in order to approve the plans that evening if the residents are in agreement with the proposed concepts.; d., St. Mary's Land update. This item was discussed under 4.a. e. Skateboard Rest_ te. The young residents who requested the skate board,ranp have decided. to drop the idea for the time being. f. Imperial Hills Update. No additional news to report on Imperial Hills. g. Middle: East Park Name. The commissioners reviewed thelist of names suggested at the March meeting, and following this review and discussion, a motion was made by Commissioner Chesebrough and seconded by Commissioner Reed to name the park "Sunrise Neighborhood Park. The: motion carried with all ayes. Director Blank will have appropriate signs erected as soon as possible. h. Parks Tour, The parks tour is scheduled for May 4. Director Blank will take photographs and perhaps da some videotaping for those who cannot attend. Along with the coffee and rolls that will be served, it was suggested to.include fresh fruit as well. 6. NEW BUSINESS a., henda for Joint Meeting with City Cotulcil. The following topics were suggested for discussion during the joint meeting with the Council! camemity center, neighborhood park improvement concepts, Parkers Yorke, new parks, Medicine Lake use, CIP, and the joint meeting with Maple Grove. May 3, 1985 CITY 0 PIYMUTF+ Cathy Groth 13620 County Road 15 Plymouth, MH 55441 Dear Ms, Groths Thank you for your April 25 letter regarding your desire for a park in the area bounded by I-4949 County Road 15 and new County Road 61, which will ultimately contain some 100 children. The development of a neighborhood park in this area was previously addressed by the Park and Recreation Advisory Commission and the City Council at the time the preliminary concept plan for the Carlson Development were being reviewed and approved in July, 196.. At: that time, we discovered that although this location was somewhat unique, it was not the only area in the: City where neighborhoods would be bisected by major thoroughfares. For park planning purposes the entire City is broken into "planning" neighborhoods. The "planning neighborhood" which you are part of is located from I-494 to Magnolia Lane on the east. This planning neighborhood will ultimately have 1,410 residents. Our Comprehensive Park System Plan contemplates the need for a, -neighborhood park of between 2,5 and 3.5 acres; per thousand people. Based 'upen these criteria the planning neighborhood of which you are part should be served by an approximate five acre park or open, space. The park is to be located' next to Sunset Hill Elementary School on land which has been previously earmarked for this purpose. There is no Question that County Road 61 will be a deterrent to your children's accessing the facilities at Sunset Hilt Elementary. Unfortunately the City does not have unlimited resources and until parks have been funded .and constructed for our planning neighborhoods, the City will, not be able to fund the acquisition, development and maintenance of parks design,;} for residential groups smaller than our planning neighbor- hoods Approximately six months. ago, the City Council declined to approve a -similar request from a neighborhood group living immediately east of County Road 61 and north of Highway 55 We do plan to supply a striped cross -walk and the proper signage to enhance pedestrian safety crossings on County Road 61. I have asked Fred Moore, Director of Public works, to review and wake a recommendation on the type of pedestrian crossing signs and marking which would be most.appropriate for old County Road 15 and new, County Road 61. AREA;2 Grade 175.00 Sodding (875 yds) 525.00 Labor 275.00 Total 87T.3u SUMMARY It has been demonstrated that seeding especially without adequate amounts of watering has not proven to be very sucessful therefore I would recommend no seeding at all. Area #3 has been planted with Norway pine and spruce seed- lings which have survived the winter. From a longrange standpoint I feel! the aesthetic value of a mixed conifer hardwood natural area would far out- weigh a manicured look. In terms of landscaping I would recommend doing areas 1 b 2 with grading and. sodding. Both areas are rough and eroding and are showing some signs of becomning a dumping sight. I feel that by doing so we would enhance the park as well as the neighboring area and to provide for more soil stabilization. Contractual vs City costs for the two areas are $3,975 vs. $2,635. I would also recommend having it done contractually for the following reasons: 1 Availability of City crews is in question. 2. No equipment or fuel costs were figured in for City wocrk. 3. The contractor has agreed to water the sod and time and labor costs for the City doing this is difficult to determine. I would feelthat i'f equipment, fuel, and watering costs were added to the Citys' cost the totals would be quite close. OF MINNEAPOLIS, MINNESOTA SUMMARY: On March 4, the City Council authorized the completion of a community attitude survey by the firm Decision Resources, Ltd. of Minneapolis, Minnesota. Similar surveys have been conducted by this firm for Plymouth In 1979 and 1982., tic. Wiliian. Morris will formally present the survey findings to the City Council at the May 6 meeting. The City -Council has previously reviewed and approved a community attitude survey consisting of 64 questions to be administered by Decision Resources, Ltd. of Minneapolis, Minnesota. A copy of the survey 15 attached. The survey, was administered_ on April, 15, 16 and 17 to 400 residents whose telephone numbers were selected at random. Utilizing the random sample of 400, Decision Resources, Ltd., pr+,, -ts a t 5% confidence level when generalizing to the residents of the city as a whole. Questions contained In the survey cover a broad range of topics including socioeconomic characteristics of the respondents, community identity/pride, level of satisfaction in Municipal services, primary media source of community Information, recreational facilities evaluation, and sense of security questions. The City Council utilk es this survey to assist them in establishing policy for the community. Resident responses to various questions can assist the Council in determining those issues which are salient to the general public and require continued municipal concentration. By comparing the results of the 1979, 1982 and 1985 surveys, the Council has better sense for changing community priorities. The bottom line Is. that the survey acts a tool for the Council. to better identify community issues in order that the policy they set can be responsive to resident needs and desires.
