I. Park Director Blank presented the final concept plan proposed.for the Mapse+dell/,Maplecreek neighborhood park which was followed by a brief discussion between the residents and the Commission. A MOTION WAS MADE BY COMMISSIONER SERC AND SECONDED BY COMMISSIONER EDWARDS TO APPROVE THE CONCEPT PLAN AS PRESENTED FOR THE MAPLEDELL% MAPLECREEK NEIGHBORHOOD PARK. The m°jtiLr carried with all ayes. 2. Director Blank then presented the, final concept plan proposed for the Middle East neighborhoeJ park.. No residents of this neighborhood were present to view the final concept pian. A MOTION WAS MADE BY COMMISSIONER EDWrARDS AND SECONDED BY COMMISSIONER DVORAK TO APPROVE THE CONCEPT PLAN AS PRESENTED EOR THE MIDDLE EAST NEIGHDORHOOD PARK. The motion carried with all ayes. 3. CALL TO ORDER Vice Chairman Chesebr% ugh called the April meeting of the Park and Recreation Advisory Comission to order at 11:35 p.m. APPROVAL OF MINUTES. A motion was made by Commissioner Edwards and seconded by Commissioner LaTour to approve the minutes: of the March meeting. The motion carried with all ayes, 3. VISITOR PRESENTATIONS a. Athletic Association Representatives. None were present at this meeting. b. Mary, GM, hick. These staff members were not present: at this meeting. Director Blank discussed some of the programs Cay is offering including the upcoming Flea Market and summer day camp. He also discussed the success of Plymouth's first marble tournament conducted.by Gay. c.. Other. There were no other presentations. 4. REPORT ON PAST COUNCIL ACTION At their meeting of April. 2, Council approved the Zachary play equipment, the canoe racks at -the East Beach, and the: projects for two neighborhood parks in 1984. They also interviewed community center architects on April 10. 5, UNFINISHED BUSINESS a. Amendment toCoComprehensive Park System Plan. Director Blank reviewed the answers too the quer tions whic ad een asked at the public hearing for those in attendance at this meeting. He also reviewed the options outlined in his memo to PIAC dated April 4, 19$4, which were.: 1) leave. the existing park plan as it is showing the 15 -acre site on the north side of County Road 661, 2) develop the existing site north of County Road 61 and add a small three to four -acre site on the south side of County Road 61, 3) develop a small site on the south side of County Road 61; and develop a new, eight -acre site a block and -a -half or so north of 23rd Avenue. A WTION WAS MADE BY COMMISSIONER MULLAN TO DEVELOP THE EXISTING SITE NORTH{ OF COUNTY ROAD 51 AND A SMALL THREE TO FOUR ACRE SITE SOUTH OF COUNTY ROAD 61.. The motion died for lack of a second. Discussion then followed on how feasible it was to have two parks directly across the street from each other, A MOTION WAS MADE BY COMMISSIONER EDWARDS TO ADOPT OPTION THREE WITH THE EIGHT ACRE SITE LOCATED BETWEEN 34th AND 37th AVENUES. THE MOTION WAS SECONDED BY COMRISSIONER LATOUR. The motion carried on a 3-2 vote with Commissioners. Dvorak and Mullan voting nay. COMMISSIONER MULLAN AMENDED THE MOTION TO INCREASE THE SIZE OF THE SMALL PARK ON THE SOUTH SIDE OF COUNTY ROAD 61 FROM THREE ACRES TO EI.QiT ACRES. The amendment was seconded by Commissioner Edwards but failed with Commissioners LaTour, Dvorak and Chesebrough votfitg nay. BRAC Mi iutes of Apri l 1Z, 1984 Page 12 A MOTION; WAS MADE BY COMMISSIONER KJLLAN AND SECONDED BY COMMISSIONER LATOUR TO RECOMMEND TO THE COUNCIL AND THE PLANNING COMMISSION THAT THE LAND NORTH OF COUNTY 'ROAD 61 ORIGINALLY DESIGNATED AS PARK SITE BE RE -GUIDED TO SINGLE FAMILY HOMES SINCE IT IS NO LONGER BEING CONSIDERED FOR PARK. The motion carried with all ayes. A MOTION WAS MADE BY COMMISSIONERDVORAK AND SECONDED BY COMMISSIONER MULLAN TO EXPAND THE PARK SOUTH OF COUNTY ROAD 61 FROM THREE ACRES TO EIGHT ACRES.. The motion failed with Commissioners Edwards, Chesebrough and LaTour voting nay'. A, MOTION WAS MADE BY COMMISSIONER MULLAN AND SECONDED BY COMMISSIONER DVORAK TO MOVE, THE SMALL PARK SOUTH OF COUNTY ROAD 61 FROM ITS CURRENT PROPOSED SITE TO A NEW LOCATION DIRECTLY EAST AND ABUTTING WEST MEDICINE LAKE DRIVE. The motion carried unanimously. b. Parkers Lake North Property -Stage B. Direc?or Blank reviewed the proposed. concept plan forthe Parkers Lake North. Property -Stage B with the commissioners. He recommends approval with the condition that the neighbor- hood park site be modified to allow for a minimum of four acres of dry land above the 100 -year flood plain. The developer should also show the concept. plan for the playfield on all plans shared with potential homebuyers. This plan should be labeled, "Preliminary Concept Plan for Community Playfield." A MOTION WAS MADE BY COMMISSIONER MULLAN AND SECONDED BY COMMISSIONER EDWARDS TO ENDORSE THE RECOMMENDATIONS MADE IN DIRECTOR BLANK'S MEMO DATED APRIL 6, 1984. The motion carried unanimously. c. Community Center - Draft Preliminary Report - Steve Chesebrough. Commissioner C ese rough reported that at the last meeting of the Community Center Citizens' Committee, they voted to continue the study of this project. Their next meeting is Wednesday, April 18, at which time the architect selected to do the cost estimates will be present to answer any questions. Commissioner Chesebrough will make an informal presentation to the City Council on April 23. d. Selection of Landscape Architect for Neighborhood Park Projects Director TankTire rete proposal s su mittecl--by twu architects for the development of two neighborhood parks (Middle East and Mapledell/Maple- creek) in 1984. Based on the proposals submitted, Director Blank recommended approval of Damon Farber Associates to do the design, con- struction plans and specifications for these two parks at a cost not to e9ceed $10,540. Reimbursable expenses such as mileage, blueprint reproduction, etc., will be billed at direct cost to the City. A MOTION WAS MADE BY COMMISSIONER DVORAK AND SECONDED BY COMMISSIONER MULLAN TO ENDORSE DIRECTOR BLANK'S RECOMMENDATION AS OUTLINED IN HIS MEMO DATED APRIL 11, 1984. The motion carried unanimously. 6. NEW BUSINESS a. Agenda - Joint Meeting with Cit Council on MaX 14. Suggestions for tems to discuss wit t e City Council included,user fees, reviewing the status of the Comprehensive Park System Plan Priorities I, II, and III; and a presentation by Marty Jessen on the Medicine. Lake Regional Park. It was suggested that Director Blank review these items with the Mayor and City Manager to see if a meating is really necessary. FRAC Minutes of Apri 1 12. 1984 y Page 13 7., COWISSION PRESENTATION Commissioner Edwards asked staff to check on a pile of dirt which. was dumped last summers in the vicinity of 36th Place N and Pilgrim Lane when a homeowner built a swimming pool. Dirt is still there. 8, STAFF COMMUNICATION Director Blank reported that the Rolling Hills Park development, reviewed at an earlier FRAC meeting, ended up with a five acre park and includes a very good trail system. 9, ADJOURNMENT The meeting adjourned at 9:44 p.m. y June 4, 1964 CITY 0 T i' y ILaV Mr. Dick Bogen 2115 Xanthus Lane Plymouth, MM 55447 Dear Dick: This is a short note to let you know that I have received your letter dated May 30, 1984. From the information in your letter, it sounds like you've put together a very exciting and worthwhile soccer tournament, slated for June 29, 30 and July 1. As we have in the past, we will strive -alp you in any way we can to make this event successful for the partic.L,,:ants and the soccer club. With, regard to your request to waive the fees on the use of the fields, this is something that I will have to present to the Park and Recreation Advisory Commission. and City Council for their approval in order to waive a policy formally adopted by the City Council. I will foNard your request to the Park and Recreation Advisory Commission at their regularly scheduled meeting of June 14, and to the City Council at their regularly scheduled meeting of June 18.. I would suggest that you pian to attend both of these meetings to further help clarify and answer questions which the Park and Recreation Advisory Commission or City Council may wish to know. As a precautionary noise, until such time as the City Council has approved your request, I would suggest that you base your registration fees for the tournament on our normal field rental policy, which I believe you have a, copy ot. I will keep you informed of any additional information that is requited for this matter to be presented to the Park and Recreation Advisory Commission and City Council. This year we are pleased to have been designated as a primary fund raiser for the Minnesota Chapter of the Cystic Fibrosis Foundation. All proceeds derived from the tournament (above the actual expenses incurred) will be donated to the Cystic Fibrosis Foundation for the benefit ofchildren that have this disease. We respectfully request that you waive the normal fees that you ;:barge for the fields for this tournament. Naturally, we would expect to reimburse the. City of Plymouth for any actual expenses incurred in their support of this tournament, i.e., such as field maintenance. Brandt, Virg Schneider, Dennis Erickson, Bob Scribner, Karen Loechler,. Steve Chesebrough, Marty Jessen TASK FORCE MEMBERS ABSENT Earl. Bancroft, John Mullen 1. Review Past Winter's Use Jessen reported that the 'Park Dist Ki.ct had operated Medicine Lake as per the progran described at the October meeting and.that generally operations " had gone fairly well.. Use included 6981 cross country ak3eis: 21.7'9 'ice f ishinA users, lend_623_plodders. He indicated that t1he,_fac ,,that th r* was no shelter, a relatively lisited trail system, and: limited promotion, the District was quite pleased with the extent of use during,the winter of 1983-1984. Jessen reported that closing the gate at sunset had caused some difficulty for ice fishermen trying to get off the lake and that the District had experienced. some vandalism to the Park gate as a result of it being closed while people were still out fishing. He indicated that a call log had been established to determine to What extent people called in regarding the Medicine Lake situation and indicated that only two calls had been received. As a result of this limited responae, it was determined to continue with the hours of operation that had been discussed, last gall. Blank reported that Plymouth never opened ciRe east beach access for ice fishermen because Hardy's nearby providedan acceptable substitute. The city approved permits for ice fishing contests on Medicine Lake this winter as they have in the past. Blank reported that no prdblema were created with this situation this past winter to his knowledge. 1,oechler indicated that if any ice fishing contest has prize money of more that: 82,000, a DNR permit is required. - She will check to see if DNR has a basic.information sheet regarding rules and regulations for contests and send it out to the Task Force. Site also suggested that Plymouth sight ask for a percent of the profit if any,',:u is attempting to sake money off a fishing contest. Schneider indicated that those contests in Plymouth in 1983 and 2984 were for charitable causes. Loechler reported that 1983-84 was a good'.winter for Medicine Lake use as observed by the DNR conservation office. She indicated that they had not encountered a great number of enforcement problems nor had they seen such debris left on the lance at the end of the season. Scribner indicated that at the recent ADAC meeting there were many favorable comments about how the winter had gone with respect to lake use and park operations and there were no complaints regarding behavior problems or overuse. Loechler asked if the Plymouth Police Department went onthe lake to control. winter use. Schneider indicated that they did not take their squad cars on. the lake because, if the car goes through the ice, the officer is personally liable for replacing tho car. Brandt indicated that the Sheriff's Water Patrol MEDICIN$ LAKE MANAGEMENT TASK FORCE REE'T`ING, p. 2, doesn't patrol lake surface use in the county to any extent except perhaps for some snowmobile patrol on Lake Minnetonka. I. Preview Upcoming Use and Observation Program for the Summer of 1984 Jessen reported that the District its preparing full-scale park operation beginning the Saturday of Memorial Day weekend at which time Ca beach will be guarded', concession stand will be in operation, boat rentals will bo available, and the shuttle system will be in service. He indicated than all vehicles would be required to park in the remote parking areas with the exception of cars with trailers launching at the access.Dircussion ensued regarding how the District was going to enforce this regulation. Jessen indicated that parking attendants would be on duty both at the gatehouse at the main parking lot and that rangers would be patrolling the area down by the beach. Blank reported that Plymouth will open its beaches also on the Saturday of Memorial Day weekend. In addition, Plymouth will be teaching I,t; 'Water- skiing,. windsurfing, sailing and swimming at its beaches. A new feature at the beach will be a canoe rack which citizens can rent for the storage of their personal canoe (rentals will not be available in Plymouth parks). Finally, Blank reported that the east beach playground will be done in May before the v4.--;nor.ial Day weekend. Scribner expressed concern for the total number of boats being accessed to the lane from.the various parts. Specifically, he referred to the 60 trailered boats at the Regional Park plus additional car :op boats plus the rental boats plus the canoes that will be stored at Plymouth's rack and the additional promotion of lessons particularly for. waterskiing. He expressed. a concern that in time this would likely lead to no power bating at all on Medicine lake because of the conflicts that would.be created between power boaters and the additional non -power boaters accessing through the park. Specifically, Scribner and Erickson questioned Plymouth's having water ski lesson at Maditine Lake, feeling that it was really a business attempt by the city to make money for the city recreation fund. Schneider indicated that he thought it was appropriate because the city's interest is to teach skills, not realize a lot of profit. Jessen also reviewed research activity Which the Park District will be under- taking during the susmser of 1984 including the following. Lifeguards at the Plymouth beaches and at the District beaches will take boat observation counts as they did in 1983. e Gates cv.ints will be recorded as an attendant will be on duty seven days,a weak, Memorial Day Saturday through Labor Day.. Time lapse photography will be used to record the kind of activities that occur at the boat launch, the beach, the concession building and the: shuttle stop -at the parking lot. e Shuttle operators will record loading and unloading destination points for the riders on the shuttle system.
