SUBJECT Fencing - Zachary Playfield
Summar The attached resolution authorizes the Director of Park and
ecreation to proceed with the preparation of specifications and advertisement
for bids for the construction of athletic field fencing at Zachary Playfield.
B_acck2rround: On March 21 1983, the Plymouth City Council approved a resolution
awardingthethe contract for the installation of chain link fencing at the Plymouth
Creek and Zachary Playfields. The north boundary of Plymouth Creek Playfield
was fenced with a 42" chain link under this approved contract. Ballfields.
1 and 2 had their foul lines and outfield fenced at the Zachary Playfield
under this contract. All of this work was completed in accordance with the
existing 1983-87 CIP.
The approved 1984 park component of the CI.P calls for the perimeter fencing.
of the three remaining softball/baseball fields at the: Zachary Playfield.
The original plan was to complete this work in the spring of 1984.

Because of the difficulties we incurred in trying to install the fence in
the spring of the year due to wet ground, etc., I have recommended to Frank
Dvorak that in order to assure a successful completion of the project prior
to the District 17 Baseball Tournament, it would be in our best interest to
move up the installation of the remaining fencing at the Zachary Playfield
to the fall of 1983. Based on the bids for the work that was completed
last spring, I estiraate that the cost to complete the three remaining balifields
at Zachary will amount to approximately $28,000. These funds would come from
the Park Dedication City Parks, Playfields, and Trails account. This account
has an unencumbered balance at this time of approximately $120,000.
The advantages to moving up this project are; 1) assuring the completion
of the project prior to the major tournament event, 2) establishing 1.983
project costs, 3) we will be: able to move the heavy equipment such as
concrete trucks through the site on soil that will not be wet from spring
rains.
Recommendation:. Based on the above reasons, I would recommend that the City_
Council authorize accelerating the completion of the fencing at Zachary
Piayfield from the -19$4 to the 1983 Capital Improvements Program. Estimated
cost for the work is $28,000. This expenditure its to be taken from.the
City Parks, Playfields and Traits account. The Council should order tete
preparation of pians, specifications and the advertisement for bids.
Bids are proposed to be presented to the Council: at their August 1 meeting.

RE40 DISTRICT 17 STATE BASEBALL TOURNAMENT
Dear Frank:
Thanic you for your letter of July 5 regarding the District 17 Baseball
Tournatrirnt selection of Plymouth for its 1994 tournament. We are all
pleased that the Association has selected Plymouth and will be pleased to
have them use our fine facilities at the Zathary playfield.
Jlw Millis informs ane that the 1984 capital budget contemplates the erection
of additional fencing at the Zachary playfield. He estimates that this cost
will be approximately $359000. Because of the tournament schedule, I
lelieve it would be appropriate for the Council to consider acceleration of
this work during the 1983 construction season, and I will be askinq the
Cos4nc l to consider that shortly. The bleacher accommodations, as you note

Frank, I appreciate your high degree of interest and involvement in
pr000ting effective use of our community playfield facilities. Each time
various tournaments are held in our facilities, our cowmunity identity is
strengthened. Please keep up the excellent work.

Dear Mayor &nd Councilmembers:
Stare. High School District #17, which encompasses
r the cities. of Delano, Watertown, Rockford, Wa;conia, St. Michael. -
Albertville, as well as the Metropolitan schools of De LaSalle,
Blake, Breck, Mai.nnehaha and Minneapolis Lutheran, has awarded-
the wardedthe1984DistrictBaseball. Tournament to Plymouth to be
sponsored in conjunction with Breck High School The sponsoring
entity will be the City of Plymouth but all of the preparation
and work will be done by volunteers from Breck School. We
would hope to play the tournament at the Zachary play fields
as we feel that this facility is thebest display of our recent
park development. In order to have the tournament at Zachary
play field, as opposed to Plymouth Creek Park_, we will need
i bleacher accommodations (which we understand to have already
been ordered and on the way) and a permanent fence similar to
the one. installed at Plymouth Creek, Eric Blank has advised
me that the permanent fence is in the current budget and we
would hope that it could be installed this fall to assure the
showcasing; of Zachary field.

This should be an excellant opportunity to show
our park facilities not only to the Metropolitan resident3
but, also our Western neighbors. Ido not know if any specific:
action need be taken to move the fence installation up to
the Fall of 1983. If any action is necessary, Y would hope
the Council would approve the same. If any of you have any

SUBJECT: Parkers take Planned Development
PETITIONER: Lundgren Brothers Construction Company for City of Minneapolis
REQUEST: RPUD Preliminary Plan/Plat, Conditional Use Permit and Rezoning
for "Parkers Lake Development -Stage A: The Vicksburg West Property"
LOCATION: Situated between Dunkirk Lane and Vicksburg '_ane; the northeast
quarter of Section 29
GUIDE PLAN CLASS: LA -land LA -2 ZONING: FRD
BACKGROUND:
The petitioner requests approval of an RPUD Preliminary Plan Plat, Cinditional
Use Permit and Rezoning for Parkers Lake Stage A development. The property is
located, between Dunkirk Lane and Vicksburg Lane in the northeast quarter of
Section 29 and is guided LA -1 and LA -2 and zoned FRD. The Stage A site has
approximately 150 acres and the plan proposes 376 dwelling units. The MPUD
concept plan for the Parkers Lake development was approved by the City Council
on March 21, 1983, through Resolution No. 83-134 and included the total 425
acre site consisting of residential, a neighborhood commercial site and industrial
land uses.
Subsequent to the concept plan approval, the petitioner submitted a request to the
City Council to allow the development in two stages. The Council approved the
request subject to certain conditions and terms which were agreed upon by all
parties.
The following its, which are excerpts from the set agreement, specifically
address the processing of the preliminary plan and plat application review
for "Stage A: The Vicksburg West Property:"
The Preliminary Plat/Pian, Conditional Use Permit, and Rezoning
application will be submitted for Stage A and will be reviewed on
its own merits and measured against the approved Concept Plan and.
the City. Ordinance PUD standards.
The required Environmental Assessment Worksheet (EAW) for Stage A
will be submitted with the application, and the review of the EAW _
will commence with the review of the petition.

Density shall be calculated for Stage A oniy.
The final plan/plat for Stage A will consist of two phases: Phase I
will be the approximate 20 acres platted as blocks and Tots, including
one or more outlots for public purposes.. Phase iI will be the balance
of Stage A and will be platted as one or more outlots.
No furtherplatting of Stage A, Phase IL, will be allow.d until the
initial final plat for Stage S has been approved and filed at the
County.
Any park dedication requirements for Stage A not satisfied by land
dedication in Stage A will be carried over to Stage B and all final
park dedication requirements or credits, including timing or transfer
to the City, will be determined or applied with the final plat for
Stage B
Because of the magnitude and the effect that this development will have on the
community, I have attached, for your background information, the Planning
Commission's staff report in totality regarding this subject.
There has been some question regarding Lundgren Brothers role in this develop -
meat; one of the park; commissioners has,asked me to try and clarify their role
in this process. Briefly stated, at this point, Lundgren Brothers Company
is the hired consultant for the City of _Minneapolis to do the overall site
planning of this parcel. It is nay understanding that, at the conclusion of
site approval granted by the City of Plymouth, Lundgren Brothers does have the.
option to purchase 60 acres of land within Stage A. To the best of ply knowledge,
they do not, at this time, own any of this property..
The Council's approval of the concept plan in March specifically dealt with the
question of the proposed park in the northwest area. Their action, in Affect,
amended a portion of the Comprehensive Park Plan. I believe it would have been
better had that decision not been made before a complete review of the proposed
development could have been undertaken.
With this in mind, I have reviewed this preliminary plat (attached as Exhibit A)
with regard to the Comprehensive Park System and Trail Plan as amended by the
Council on March 21, 1983. The proposed public open space and trail corridors
are all consistent with the amended park.and trail linkages.
RECOMMENDATION: I would recommend that the. Park and Recreation Advisory Commission
recommend to the City Council approval of the RPUD Preliminary Plan/Plat, Condi-
tional Use Permit and Rezoning for Parkers Lake Developrtwnt-Stage A as presented
by the petitioner. Based on the proposed' densities, a t.3tal park dedication
