HomeMy WebLinkAboutCity Council Resolution 2003-488CITY OF PLYMOUTH RESOLUTION NO. 2003-488 APPROVING SANITARY SEWER SERVICE AGREEMENT CITIES OF MAPLE GROVE AND PLYMOUTH PLYMOUTHNICKSBURG LANE CONNECTION MAPLE GROVE PROJECT NO. 03-02 CITY OF PLYMOUTH PROJECT NO. 3106 WHEREAS, the City of Plymouth has an approved Comprehensive Sanitary Sewer Plan which indicates trunk sewer service for Service Areas EC -10 through EC -16 are to be served from a trunk sanitary sewer extension through the City of Maple Grove to a point near the intersection of Vicksburg Lane and County Road 47; and WHEREAS, the City of Maple Grove has extended trunk sewer lines through their city to a point near the intersection of Vicksburg Lane and Nottingham Parkway and have expended additional costs to upsize sewer lines to be able to provide capacity for flow from future Plymouth developments; and WHEREAS, a feasibility report entitled Plymouth/Vicksburg Connection, City Project No. 03-02 dated March 2003 (revised July 2003) was prepared by Maple Grove's consulting engineer; and WHEREAS, plans and specifications were also prepared and a bid opening held in June 2003 for the construction of the Plymouth/Vicksburg Connection; and WHEREAS, the City's Comprehensive Plan and Capital Improvement Plan indicate trunk sewer availability in 2003 — 2004 to accommodate development within the MUSA in Plymouth; and WHEREAS, Maple Grove has constructed storm drainage facilities along a tributary drainageway from approximately Elm Road to Elm Creek; and WHEREAS, the future development within Plymouth will contribute storm water runoff to the tributary drainageways; and WHEREAS, the Sanitary Sewer Service Agreement provides for future cost sharing by the City of Plymouth for drainageway maintenance in Maple Grove necessitated in part from erosion from sites within Plymouth; and WHEREAS, the Sanitary Sewer Service Agreement specifies Plymouth's proportionate share of a drainageway maintenance project done in Maple Grove near the Plymouth border this past winter; Resolution No. 2003-488 Page 2 NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA: That the Sanitary Sewer Service Agreement cities of Maple Grove and Plymouth is hereby approved and the Mayor and City Manager are authorized to sign this agreement. FURTHER BE IT RESOLVED: That funding estimated at $1,493,669 be from the Utility Trunk Fund and funding for drainageway maintenance of $30,085 be from the Water Resource Fund.
