HomeMy WebLinkAboutCity Council Resolution 2003-465CITY OF PLYMOUTH RESOLUTION 2003-465 APPROVING A SITE PLAN AMENDMENT FOR AN UP TO 34,000 -SQUARE FOOT ADDITION AND INTERIM USE PERMIT FOR PARKING FOR HONEYWELL, INC., LOCATED AT 12001 STATE HIGHWAY 55 (2003100) WHEREAS, Honeywell, Inc. has requested approval of a site plan amendment and interim use permit for reduced parking for an up to 34,000 -square foot addition to be constructed at 12001 State Highway 55, for property legally described as: Lot 1, Block 1, Honeywell Solid State Division, Hennepin County, Minnesota WHEREAS, the Planning Commission has reviewed said request at a duly called public hearing and recommends approval. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it should and hereby does approve the request by Honeywell, Inc. for a site plan amendment and interim use permit for reduced parking for an addition at 12001 State Highway 55, subject to the following conditions: 1. A site plan amendment is approved to allow construction of an addition of up to 34,000 - square feet, in accordance with the application and plans received by the City on September 3, 2003 and revisions received on October 2, 2003, except as amended by this resolution. 2. An interim use permit is approved for reduced parking to allow the existing parking to serve the addition where 88 parking spaces are required by the Ordinance, with the finding that all applicable interim use permit standards are met. Approval of the interim use permit is subject to the condition that the City may terminate the interim use permit if a parking shortage is observed on the site or if there is a documented parking problem. In such case, the applicant would be required to construct additional parking spaces on the site. Resolution 2003-465 File No. 2003100 Page 2 If the size of the addition is reduced, the applicant shall revise plans accordingly to show all appropriate changes. Revised plans shall be submitted prior to issuance of building permits. 4. Prior to issuance of building permits, the applicant shall provide a financial guarantee and Site Improvement Performance Agreement for all site improvements. 5. Prior to issuance of a building permit, plans shall be revised to include the following changes: a) Fire hydrants shall be located in approved locations on the site. Relocate the hydrants on the north, east and west sides of the addition to an approved location on the outside of the fire lane. b) An on-site looped hydrant water main is required. Identify the entire site water main size and specify that it is looped. c) Relocate the fire department connection to an approved location on the east side of the addition. d) Locate fire lane signage in approved locations. 6. The sod around the fire lane shall be mowed and maintained as to not obscure visibility of the fire lane. 7. Prior to issuance of a building permit, the applicant shall provide information to document that the operation of all roof -top equipment would comply with all MPCA noise standards. 8. Prior to issuance of a building permit, the applicant shall submit a revised plan that identifies the correct height and materials of the fence. The fence shall provide screening of the loading dock to meet the requirements of 21135.05 of the Zoning Ordinance. 9. Standard Conditions: a. Compliance with the City Engineer's Memorandum. b. An 8 1/2 x 11 inch "As Built" Fire Protection Plan shall be submitted prior to the release or reduction of any site improvement bonds per City Policy. c. Any subsequent phases or expansions are subject to required reviews and approvals per Ordinance provisions. d. The permit is subject to all applicable codes, regulations and ordinances, and violation thereof shall be grounds for revocation. e. This approval shall expire one year after the date of approval, unless the property owner or applicant has substantially started construction of the project, or unless the landowner or applicant has received prior approval from the City to extend the expiration date for up to one additional year, as regulated under 21045.09 of the Zoning Ordinance.
