RESOLUTION NO. 2003-459
ACCEPT DISORDERLY ANNEXATION OF THE CITY OF
PLYMOUTH BY THE CITY OF MOORHEAD
WHEREAS, The City of Moorhead adopted a resolution on October 20, 2003 to annex
the City of Plymouth in a disorderly yet innovative manner; and
WHEREAS, the Plymouth City Council has reviewed this disorderly annexation; and
appreciates any and all attempts at innovation among government officials, specifically
those officials whose jurisdictions are seeking additional revenue streams; and
WHEREAS, the City of Plymouth believes it would be beneficial to Plymouth residents
to have access to expanded fine dining options and the restful retreat and natural beauty
provided by the Red River; and
WHEREAS, the historic buildings of Moorhead would add to the stateliness of our newer
community;
NOW, THEREFORE, the Plymouth City Council agrees to this disorderly annexation
provided that the following provisions are included;
1. The home rule charters of Plymouth and Moorhead shall be merged; and
2. The new super -community be divided into seven wards. Wards 1, 2, 3, 4, 5, and 6 will
be located in the area traditionally known as Plymouth and Ward 7 will be located in the
area traditionally known as Moorhead; and
3. The Ward 7 representative to the new super -community's City Council shall have full
rights to participate in Council discussions, but no voting rights; and
4. State Representative Morrie Lanning will agree to vote with a perspective that
represents the area traditionally known as Plymouth; and
5. The Ward 7 representative will be charged with the responsibility of providing and
personally paying for refreshments and sustenance at all super -Council meetings; and
6. The merged home rule charter reserves the right for the super -community's City
Council to vote on renaming the entire community after a full and complete discussion of
the advantages and disadvantages of potential names;
