HomeMy WebLinkAboutCity Council Resolution 2003-440CITY OF PLYMOUTH RESOLUTION NO. 2003-440 AUTHORIZING A 30 MPH SPEED LIMIT ON FERNDALE ROAD FROM COUNTY ROAD 6 TO THE PLYMOUTH CITY LIMITS WHEREAS, City Council Resolution No. 2003-371 was adopted on August 26, 2003, requesting the Commissioner of MN/DOT to conduct a speed zoning study on Ferndale Road from County Road 6 to the Plymouth city limits; and WHEREAS, since the adoption on that resolution, it has been brought to the attention of City staff that this roadway may be classified as an Urban District; and WHEREAS, the definition of Urban District, described in MS 169.01 Subd. 59, includes any street that has structures at intervals of less than 100 feet for a distance of a quarter mile or more; and WHEREAS, in accordance with Minnesota Statute MS 169.14, Subd. 5b, the governing body can by resolution declare such a street an Urban District and authorize a 30 mph speed limit; and WHEREAS, it has been determined that Ferndale Road has dwelling units that are situated at intervals of less than 100 feet for a distance of a quarter mile or more; and WHEREAS, the design speed of Ferndale Road and residential nature suggests 30 miles per hour as an appropriate speed; and WHEREAS, the number of driveways located directly on Ferndale Road and the trail system on the east side of Ferndale Road, which connects to the Luce Line Trail lead to safety concerns with a higher speed limit; NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA: That the City declares Ferndale Road, south of County Road 6 an Urban District pursuant to MS 169.01 Subd. 59 and hereby authorizes a 30 mph speed limit on Ferndale Road from County Road 6 to the Plymouth City Limits.
