RESOLUTION 2003-401
APPROVING A SITE PLAN AMENDMENT TO ALLOW CHANGES TO THE DRIVE
AISLE AND PARKING AREAS ON THE EAST SIDE OF THE PROPERTY FOR FIRST
INDUSTRIAL REALTY TRUST, INC. FOR PROPERTY LOCATED AT 10205 51sT
AVENUE NORTH (2003069)
WHEREAS, First Industrial Realty Trust, Inc. has requested approval of a site plan amendment to
allow changes to the drive aisle and parking areas on the east side of the property to
accommodate a new entrance drive on property located at 10205 51st Avenue North on property
legally described as follows:
Lot 3, Block 1 Ryan Business Center, according to the recorded plat thereof, and situate
in Hennepin County, Minnesota
WHEREAS, the Planning Commission has reviewed said request at a duly called public meeting
and recommends approval.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PLYMOUTH, MINNESOTA, that it should and hereby does approve the request for First
Industrial Realty Trust, Inc. for a site plan amendment to allow changes to the drive aisle and
parking areas on the east side of the property located at 10205 51st Avenue North, subject to the
following conditions:
1. The site plan amendment is to allow changes to the drive aisle and parking areas on the east
side of the property, according to the plans received by the City on July 25 and 29, 2003 and
August 19, 2003, except as may be amended by this resolution.
2. The approval of the site plan amendment is contingent on the approval of the minor
subdivision.

3. Prior to issuance of any permits, the applicant shall revise all submitted plans consistent with
the site plan submitted August 19, 2003.
3. Prior to the issuance of any permits, the applicant shall revise the plans to remove the four
new parking spaces proposed on the west side of the subject property.
4. Prior to issuance of any permits, the applicant shall revise the plans to indicate that sod will
be installed in the disturbed areas of the site in compliance with the Zoning Ordinance.
5. Prior to issuance of any permits, the applicant shall submit a lighting plan in conformance
with the requirements of the Zoning Ordinance.
6. Prior to issuance of a building permit, the applicant shall submit elevation drawings for the
trash enclosure in conformance with the requirements of the Zoning Ordinance. The
building materials of the trash enclosure shall be similar to and complement the principal
building.
7. Prior to constructing the new drive aisles, driveway and parking lot, the applicant will
extend the utilities to the southern extent of the new driveway.
8. Standard Conditions:
a. Compliance with the Engineer's Memo.
b. Any subsequent phases or expansions are subject to required reviews and approvals per
Ordinance provisions.
c. Prior to issuance of any permits, the applicant shall revise the plans to identify the existing
hydrants, relocate hydrants to approved locations; add hydrants in approved locations (as
may be applicable); add the fire lane construction details, temporary access road/water
supply policy, hydrant details and fire lane signage detail to the plans; and submit fire flow
calculations consistent with City Code (as may be applicable).
d. No permits shall be issued until the Site Improvement Performance Agreement has been
executed and the required financial guarantees submitted.
e. Any dead or diseased trees shall be removed at the property owners cost.
f. This approval shall expire one year after the date of approval, unless the landowner has
substantially started construction of the project, or unless the landowner or applicant has
received prior approval from the City to extend the expiration date for up to one
additional year, as regulated under Section 21045.09 of the Zoning Ordinance
ADOPTED by the City Council on September 23, 2003.
