RESOLUTION 2003-392
DENYING A LAND USE GUIDE PLAN AMENDMENT FOR CSM CORPORATION
FOR PROPERTY LOCATED AT THE SOUTHWEST CORNER OF HIGHWAY 55
AND VICKSBURG LANE (2003 076)
WHEREAS, CSM Corporation has requested reclassification of the land use guiding
from IP (Planned Industrial) to C (Commercial) for the 28.7 -acre parcel of land located at
the southwest corner of Highway 55 and Vicksburg Lane; and,
WHEREAS, the property affected by the amendment is legally desribed as Lot 1, Block
1, Spicer Addition, Hennepin County, Minnesota; and,
WHEREAS, the Planning Commission has reviewed said request at a duly called Public
Hearing.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF
THE CITY OF PLYMOUTH, MINNESOTA, that it should and hereby does deny the
request by CSM Corporation for reclassification of the land use guiding from IP (Planned
Industrial) to C (Commercial) for the 28.7 -acre parcel of land located at the southwest
corner of Highway 55 and Vicksburg Lane, based on the following findings:
The site meets the location criteria as presently guided in that 1) it is located at the
intersection of two arterial roadways, and 2) it is near other intensive land uses on the
north.
2. The reguiding and subsequent commercial development of the site could result a
more unacceptable level of service during the peak hour at the intersection of
Vicksburg Lane and Highway 55 than with industrial development of the site.
3. There is no compelling reason to reguide the site at this time.
