RESOLUTION 2003-364
APPROVING FINDINGS OF FACT FOR REZONING OF PROPERTY LOCATED AT 4745
MEDICINE LAKE DRIVE W. (2003080)
WHEREAS, Randy and Lanet Johnson have requested reclassification of the zoning from FRD
(Future Restricted Development) to RSF-2 (Single Family Detached 2) for the roughly '/z -acre
site located at 4745 Medicine Lake Drive W., legally described as follows:
Commencing at a point in South line of the North 26 acres of South 33 acres of Northwest
quarter of Southeast quarter Section 10 Township 118 Range 22 Distance 140.4 feet West from
Southeast corner thereof said point being the center line of town road; thence west 300 feet along
said South line; thence North at right angles 187.8 feet to center line of said road; thence
southeasterly to beginning, except road.
WHEREAS, the Planning Commission has reviewed said request at a duly called Public Hearing
and recommends approval; and
WHEREAS, the City Council has adopted an ordinance rezoning the affected property from FRD
(Future Restricted Development) to RSF-2 (Single Family Detached 2).
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PLYMOUTH, MINNESOTA, that it should and hereby does approve the request for
reclassification of the zoning from FRD (Future Restricted Development) to RSF-2 (Single
Family Detached 2), based on the following findings:
1. The proposed rezoning is consistent with the Comprehensive Plan and other City policies
and plans. The proposed RSF-2 zoning would provide a housing type (single-family
detached) that is consistent with the LA -2 guiding and would allow the applicant to
replace an older home with their newer home.

2. The proposed action meets the purpose and intent of the RSF-2 zoning district. The lot
would meet or exceed the lot standards specified in this district, therefore, the rezoning
would make the parcel a conforming lot.
3. There would be adequate infrastructure available to support RSF-2 zoning and the
relocation of one single family home onto this site. As noted, water and sewer are
currently available to the property.
4. The proposal would be compatible with the existing character of the surrounding
properties. The proposed RSF-2 zoning classification would match the zoning district of
the adjacent single family homes to the south.
