RESOLUTION NO. 2003 - 323
AUTHORIZING THE IMPROVEMENTS TO THE
CENTRAL WATER TREATMENT PLANT AND
ZACHARY WATER TREATMENT PLANT AND
DESIGNATING THE ENGINEER FOR THIS PROJECT
CITY PROJECT NO. 2032
WHEREAS, the City's need for treated water has grown significantly since the last water
treatment plant improvement project in 1988 when the Zachary Water Treatment Plant began
operation; and
WHEREAS, the City's maximum day demand of 26.7 million gallons per day (mgd)
occurred in the summer of 2001; and
WHEREAS, the current capacity of both Plymouth water treatment plants is 20.5 mgd; and
WHEREAS, the City's approved 2001 — 2006 CIP includes a project in years 2002/03 to
upgrade and expand the Zachary Water Treatment Plant and upgrade the Central Water
Treatment Plant; and
WHEREAS, the current upgrade and expansion proposed for the Zachary Water Treatment
Plant would increase capacity to a total of 15 mgd and the upgrade to the Central Water
Treatment Plant would assure the current 13 mgd capacity for a total approximate capacity
of 28 mgd which, along with blending for peak days, would meet the demand needs of the
City of Plymouth for several years; and
WHEREAS, an extensive consultant selection process was followed through an evaluation
of the City's approved list of consulting engineering firms; and
WHEREAS, proposals were received from four of the City's approved consulting
engineering firms, SEH, BRA, TKDA, and Bolton and Menk Engineering; and
WHEREAS, SEH and BRA were ranked above the other two consultants by the City's
designated Consultant Selection Committee and were subsequently interviewed on June 3;
and
WHEREAS, it was the consensus of the Consultant Selection Committee to work with SEH
to develop a final scope of services for consideration by the full City Council.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PLYMOUTH, MINNESOTA: That Upgrade and Expansion of Zachary Water

Treatment Plant and upgrade of Central Water Treatment Plant, City Project No. 2032, is
hereby authorized.
FURTHER: That the engineering consulting firm, SEH, is designated as the City's design
firm for this project and the City Manager and Mayor are hereby authorized to sign the
proposed Professional Services Agreement with SEH.
