The Regular Reeting of the PlymouthPlanning. Commission was

Coordinator Dillerud gave an overview of the Staff Report of
day 17, 1989.

Discussion nllowed, on the subject of increasing the park
width riot 50 feet to 100 feet along the west shore of Swan
Lake.

recommendation to have drive in access is inconsistent with
the neighborhood park concept.
Commissioner Zylla, who is the liaison for the Plannirg
Commission to the Parks and Recreation Advisory Committee,
stated that there is no present site plan in existence for a
park around the lake and that, the City would have to
purchase additional land from the developer for -a park..
Mr. Loucks indicated that if the petitioner added an
addit *oval 50 feet of width to the proposed trail, they
would lase Lots #x, 7, 81 g, and 10. The lots would .be
substandard in size yet the utilities would still have to be
installed.
MOTION by Commissioner Stulberg, seconded by Commissioner MOTION TO APPROVE
Wire to recommend approval of the Preliminary Plat of Craig
Scherber for Swan Lake West including the conditions listed
in the Staff Report dated May 1.7, 1989, adding the statement
to condition #1 noting 'the developer's comment that
assessment should be for a single family development a
proposed, and not assessed based on the current guiding.
MOTION by Commissioner Stulberg, seconded by Commissioner MOTION TO AMES0r
Pierce to amend condition #8 to read "Park dedication shall
be in accordance with City policy and the developers
preliminary plat plans."
Roll Call Vote. 7 Byes.. MOTION carried. VOTE - MOTION CARRIED
VOTE on Main, Motion as twice amended. 7 Ayes MOTION: VOTE - MOT JN CARRIED.

Commissioner Stulberg statedthat his motion to approve and
motion to amend both acknowledged the current Parks Element
of the Comprehensive Pl ar related to this site.
Chairman Pl ufka introduced the request of CG. Rein Company C.G. REIN COMPANY. LAID U:. `
for a Land Use Guide Plan Amendment. He indicated this item GUIDE PLAN AMENDMENT
had been the subject of a Public Nearing held April l2, 89004
1.989, and that the Planning Commission had voted to defer
consideration of the matter until the first meeting after
the Public Hearing on the Land Use Guide Plan.
The Chairman then asked the Commi -si overs what they desired
with respect to the disposition of this application.
Commissioner Pierce indicated that he felt the CS guiding is
taking,a different character than what, previously existed.
Commissioner Marofsky stated that lie believed retail
services would be acceptable at this location, but not CS
type uses, pitheer now or in the future. He noted that he
fele the site was better suited for CRS -1 guiding consistent
w the proposed Land Use Guide Plan Text.

Commissioner, ire stated that it was his desire that the
Petitioner be aware that the definition of CS is likely to
change with respect to the uses that are allowable during
the update of the land Use Guide Plan Text.

concerning this item.

of the property, d'erome Begin, does not own the area of land

not options available to expand the LA-3 guided parcel to
accommodate a Mora reasonable site design within the LA-3
guiding,,
Mr. McHale indicated that the actual site that would beused
for neighborhood shopping purposes nets to 43 acres after
subtraction of roadway and ponding, he stated this 43 acnes
is nearly identical to the approximate 42 kris that the
Larrd-bse C ald'e Plan r ov*des for eighborhood shopping at
this location. No further indicated that the trade area for
the center would be to- a large degree market driven but not
substantially inconsistent with service area intended for
the Plymouth Creek Driving Neighborhoods
Mr, McHale indicated that the uses that would be allowable
for CS gudIng -- an alternative that had been discussed for
this site - were not certain in the future, and therefore,

MOTIO by Commissioner Nurka, seconded by Commissioner MOTION TO, SEND

as proposed by Staff, language specifying that the Planning
Cormaission was particulu-rly interested in the topography and

Commissioner Wire indicated that he was concerned with the
status of the pond in the southwest corner of the site. Mr.
ale indicated that they had confirmed that pond to be
ea ed on the State of Minnesota Highway right-of-way.
