stated he had, discussed this with the Public Safety repre-
sentative to the Development Review Committee, and, that
this was a.concern that has been considered:

ment provisions, of the Zoning Ordinance.
Coordinator Dillerud stated that staff dial not consider this
alternative, however, the petitioner probably dial. Coordill
ator Dillerud presented slides taken of the property that
showed the, existing developritent surrounding this property.
Chairman PaW), introduced Fran Hagen, 1 estwood Planning
Engineering, ; representing the petitioner.
Mr. Hagen addressed the cul-de-sac design They; reviewed
the arrangement proposed by the Engineering Depar t;,ien tt dur-
ing he early stades of development review. There was
concern w th this because o.f the i.moaots to the lots,, some
of which would lose needed deptht and, a' r$tsvlti:ng 15 ft
rear yard would not be conducive to build ng a quality home
such as that planned by this developer. They also reviewed
taking, Evergreen Lane to 415th Avenue, and out on r1oldersrod
Lane. Utility and right-of-way easements were granted to
the City with the original lot arrangement. A trail ease
meat was also- granted in advancer This concept is now
beyond the point of more change or reaeslgn because or the
services already installed, The petitioner would lose one
lot -for -which ,he has already been assessed.

affected. He stated that this development plan responds, to

correctly with other subdivisions in the area. This
property owner has responded to Ovose concerns and had
previously dedicated easements and right-of-way sty that the
suzroundinq development 'could occur.
Commissioner Marofsky inquired about what open space was

open space is contemplated with this plat; at _ time the

Commissioner Stulberq inquired if they had considered plat-

Chairman Rauba opened the Public Hearing.
Ran Behm, 4105 Goldenrod Lang-:, lives, three homes soft' th of
this property,, < on the lake, and is concerned about- the dis-
charge of surface water. He taped to the Engineering
Department who explained there 111 he a nein storm, seer
from this property to Schmidt Lake and that catch basins
would be. installed, He explained the sedimentation problems
near his property from development to the east and sounh of
his home, and that the City has had problems cleaning out
Wa sedimentation.'He.-inquired ,shy this prosect could not
he served through -the now system, instead of part of the
serwrie corning'' from the existing, system. He stated that the
City has clone a poor ;fob with controlliatq sediment from
property under construction entering storm sewers and being

told him that the 'City of Plymouth is not monitoring this
area very well."
Roger Redmond, 117351 48th Place North, lives on the north
side of the: proposed development and believes this is a'good
plan. He stated that the planni.nc Commission should favor
the plan as submitted and; than it will be an nhan-ement to
the neighborhood.
Richard Nov, 4' Evergreen Land, stated he supports this
plan, but dries not ''support any plate that would show Ever -

David Dubke, 4710 Goldenrod Lane, stated this is a good plan
and he concurs with the traffic pattern, as proposed. H
does not want Cotdenrod Lane extended north. He favors the
trail vonnecti.on and believes this proposal is good For the

Rick Montgomery, 11445 48th Avenuo North,, lives at the end'
of 48t -h. Avenue North, and noted that there Is a traffic
problem on 48th Avenue. 'Evergreen lane has no traffic
problem.. He is concerned for the children's safety, as
people tend to drove very fast on 48th Avenue, and,

design proposed by; the City -Engineer has merit
Chairman Pauba suggested that if speeding, cars, wh' ch more
than likely are driven by people from those neighborhoods,'
are the problem, the Police #department should be conta ted.
Mr. 'Montgomery stated that it is not the neighborhood:
drivers, and the Police Department has. been called because of

Greg Thissen, 11510 47th Avenue North, stated he lives at
4 -7th and Balsam Lane. The problem with thi,,, c rcul:ation, is
that the traffic problem will be moved over to 4 -7th Avenue

ever, thy.. traffic problem will goon with 47th Avenue beim

Joan Evans, 4890 Cottonwood Lane, stated she is a new resi-
dent of Plymouth and is glad .to see this plan as proposed,
especially with regard to the cui-de-sacs, She would have
been concerned if athrough.-street had been rievired, She-

Chairman Pauba expla*.ned that two development `.proposals, on
this agenda as Public Hearingos, are in the vicinity of
Schmidt Lake Road (extended).

Commissioner Wire spoke against he Motion, in that a
conventional plat would` require many variances; and, the
plan as pro.pos^d is complimentary to the existing develop-
ment in this ata.
Commissioner Mar ofsky stated that to call this a PUD with

for a conventional plat. He agrees with Engineer Harrison
concerning , the ; street desi re, and reiterated his concern
regarding access for emergency vehicles
Commi!,sioner Pluf'K* stated his opposition to this project
as a Planned Unit Development. Traffic must be served
efficiently; and, the project is c *ntraq to the City's own;
Shoteland Manaq gment' regulations.,
Chaff ratan A"alba stated, t.hl;s is a difficult piece of- ' la -td
devel,opmentr, however, from a planning standpoint, this pro-
posal is nit appropriate for PUD status.
Corani.ssiooer Tternev stated she is not convinced that: Ever-
gruen Lane and 4 0 Avenue North should not be Bonn cited.

noted that this building was built prior to the Ordinance
provisions for Site Plans and there'Fore, there is no
approvcd site plan to amend.
Commissioner Wire inquired if the site circulation had be,.n

Coordinator Oillerud stated the location at the front of the
site is preff=rabl.e and the least difficult drivers approach-
inn the reO,ielinq unit. Other vehicles waiting for service
further into the site would conflict c.:th the proposed side
yard location
Chairman Pauba intrcduoed Mr. Rob Carlson, representing the
petitioner, Mr. Carlson noted. that the propane dispenser Is
best installed ate a full--set vice gasoline facility as this
lends to safety, proper maintenani e, and better cus..tomer,
service. They have heard many of koepps customers that a
dispenser is needed at this location. Fxen though the pro-
posal calls for a different location for the dispenser on
the side, ' this can be worked, out so that the City's
conditions are met.

concern regarding this; development and rioted that the PRELIMINARY :PLAT
petitioner ` has retained a Professor from the University of 8804.2

include the Howard property in this plat was prohibitive.
Mike Gair explained the background or this project. He I
stated that Dr. Fu.,,nch of the University of Minnesota, gr=id i
is a plant expert, had taken a walking tour of the entire
site, He 'noted an area of younq trees which include Cotton-
woods,
otton-
woods: Aspen, Elm, and varleties of shrub. The slope areas,
which have neverbeen touched, offer more valuable
resources,. such as White Oak and Fled Oak. Some of these
trees are over 100years old. Dr. French made sugne t loris
regarding the placement of house pads and mapped the areas
where` no heavy equipment Mould be allowed," to assure that
the. valuable trees will not be lost.
The cont.nuaticn of Schmidt Lace Road and Zachary Lane was

of acres=*.The southwest portion of the site has the large
lots that meet the requirement for ' saving substanta-Lal

Ms. Lester stated that the areas of secondary vegetation are

and he is concerned that "Plymouth, can' t keep up",, Engineer
Harrison stated that there is a new well on-line, and
another to be completed in six months to a year, The
drought is ao unforeseen occurrence and to triple the amount
of water used is not the- norm.

but talk about what he sees as the 'City's bias 'toward
development.. It permeates the planning department and City,
employees. He is upset by the mind frame where development
is "ordained and blessed as. soon as the City can build it,"
He noted that the Thorc ulhifare Guite Plan is 5 ,years old,
and it was the way things were dune hien} that wetlands were
routinely filled. Tho= -City seers to ,use only existing data,
and plans by mechanical and mathmatical calculations; how-
ever, planners should have vision and demonstrate now, how
the Ci ty will plan for the future,

Mr. Dane Carroll stated that no one is asking for Schmidt
Uke Road, so why is the Citi: so determined to have its

Dale Rehkamp, 4865 Saratoga Lane slated his obserVatiOnS on
a'process where the Thoroughfare Culde Plan is treated with
t such reverence. Counting trees is held to be more important
than dredging the wetland and pouring 'a road in an area
where it does n-t beton. This is ironic and frustrating.
The developers do seem to ears:;, but the City should take a

Comissioaner Plufka stated that de-vel.opment ,requires that
adequate traffic ,c eirculation bu provided; that road connec-
tions be established that will qet the riz s dents to and from
their homes in the most efficient manner possible. This
plat layout Is in accordance with the City' Thoroughfare
I Quide Pl. n and the developer has taken into oonslderation
the direction given by the City CouncAl bpnoerning the
Schmidt Lake Road extension. The, Planning Comn."fission is

Commissioner Marof sky stated he is aware of one instance
when the Thoroughfare Guide Plan was altered.. He advised
the residents do submit their concerns ,tea the City Council,,
if the Council wishes, the Planning Commission will review
any and all changes proposed to the ClAy's Comprehensive
Plan
