Coordinator Dillerud stated that staff dial not consider this alternative, however, the petitioner probably dial. Coordill ator Dillerud presented slides taken of the property that showed the, existing developritent surrounding this property. Chairman PaW), introduced Fran Hagen, 1 estwood Planning Engineering, ; representing the petitioner. Mr. Hagen addressed the cul-de-sac design They; reviewed the arrangement proposed by the Engineering Depar t;,ien tt dur- ing he early stades of development review. There was concern w th this because o.f the i.moaots to the lots,, some of which would lose needed deptht and, a' r$tsvlti:ng 15 ft rear yard would not be conducive to build ng a quality home such as that planned by this developer. They also reviewed taking, Evergreen Lane to 415th Avenue, and out on r1oldersrod Lane. Utility and right-of-way easements were granted to the City with the original lot arrangement. A trail ease meat was also- granted in advancer This concept is now beyond the point of more change or reaeslgn because or the services already installed, The petitioner would lose one lot -for -which ,he has already been assessed. This property owner has responded to Ovose concerns and had previously dedicated easements and right-of-way sty that the suzroundinq development 'could occur. Ran Behm, 4105 Goldenrod Lang-:, lives, three homes soft' th of this property,, < on the lake, and is concerned about- the dis- charge of surface water. Roger Redmond, 117351 48th Place North, lives on the north side of the: proposed development and believes this is a'good plan. He stated that the planni.nc Commission should favor the plan as submitted and; than it will be an nhan-ement to the neighborhood. Richard Nov, 4' Evergreen Land, stated he supports this plan, but dries not ''support any plate that would show Ever - gree .an as a R1do 1eq", soh as the alternative,igi.neer. i.,q partment proposal shuws, David Dubke, 4710 Goldenrod Lane, stated this is a good plan and he concurs with the traffic pattern, as proposed. H does not want Cotdenrod Lane extended north. He favors the trail vonnecti.on and believes this proposal is good For the neighboritaad, Rick Montgomery, 11445 48th Avenuo North,, lives at the end' of 48t -h. Avenue North, and noted that there Is a traffic problem on 48th Avenue. 'Evergreen lane has no traffic problem.. He is concerned for the children's safety, as people tend to drove very fast on 48th Avenue, and, I more people will oompound the problem.. He stated that the street design proposed by; the City -Engineer has merit Chairman Pauba suggested that if speeding, cars, wh' ch more than likely are driven by people from those neighborhoods,' are the problem, the Police #department should be conta ted. Mr. 'Montgomery stated that it is not the neighborhood: drivers, and the Police Department has. been called because of the speeders.. Other vehicles waiting for service further into the site would conflict c.:th the proposed side yard location Chairman Pauba intrcduoed Mr. Rob Carlson, representing the petitioner, Mr. Carlson noted. that the propane dispenser Is best installed ate a full--set vice gasoline facility as this lends to safety, proper maintenani e, and better cus..tomer, service. They have heard many of koepps customers that a dispenser is needed at this location. Fxen though the pro- posal calls for a different location for the dispenser on the side, ' this can be worked, out so that the City's conditions are met. The slope areas, which have neverbeen touched, offer more valuable resources,. such as White Oak and Fled Oak. Some of these trees are over 100years old. It would seem, however, that a oonneatton into the industrial area would still be the better choice.
