Director Tremere further explained that: the agreement between the City of St.. Chairman Stelgerwald asked about the parking requirements. Director Tremere Mated the mi.nimun. parking roquirev,-nt Is based on the number of seats, a formula o f .one to four. Craig Freeman stated 'that he and his architect and engineer spent considerable time and effort on building orientation and parking layout,: the entrance was needed as close to Shah -rd Parkway as passible. An entrance to the north would not work and the tenant would not accept it. Constructing the building further north would place it partially on a story sewer easement..
