regarding safety. He stated the Ordinaricc reflects the
City's regard for public safety,;and these public rights go
back to the Constitution. It is the City's responsibility
to assure everyone's overall safety which is every citiz nls
right. if the homeowners in this area are in the low to
median Income group they need more security. ' There should
j he a facility proposed for the victims, not the offenders.
Kevin Christian 9940 South :shore Ur stated tie lives six
blocks from the proposed site. He doesn't:, want to have to
fence his property, or put up barbed wre, or get quard
dogs. He stated the proposed facility will cause nei, hbor-
hood stress. He is not: at all convinced that the out-
patients utptientscaabecontrolledasstated; and' he is sine it will
not enhance the value of property it the area. The statis-

neighborhood residents are worried about. They have an
investment in the future of the community,, arra, if there is

facility must be placed in a residential neighborhood.
Northern Minnesota, which is less densely populated 'would
make this facility more effective. He questioned integrat-

children,, pre-chool age. She is concerned about their
safety and is concerned that Mr. Kaplan is asking Plymouth
to put their children in ,jeopardy. She is also concerned
