HomeMy WebLinkAboutCity Council Resolution 2003-240CITY OF PLYMOUTH RESOLUTION 2003-240 APPROVING AN INTERIM HOME OCCUPATION LICENSE FOR ELAINE GORODETSKY FOR PROPERTY LOCATED AT 4090 EVEREST LANE NORTH (2003033) WHEREAS, Elaine Gorodetsky has requested an interim home occupation license to operate a skin care beauty service from her home at 4090 Everest Lane North, legally described as follows: Lot 1, Block 3, Holly Creek 2nd Addition, Hennepin County, Minnesota. WHEREAS, the Planning Commission has reviewed said request at a duly called public meeting and recommends approval. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it should and hereby does approve the request by Elaine Gorodetsky for an interim home occupation license at 4090 Everest Lane North, subject to the following conditions: 1. The interim home occupation license is approved for a skin care beauty service in accordance with the application and plans received by the City on March 28, 2003 except as amended by this resolution. 2. Compliance with Section 21145 of the Zoning Ordinance, relating to Home Occupations. 3. The interim home occupation license is valid for one year from the date of approval. The applicant may apply to the Zoning Administrator for renewal of the interim home occupation prior to expiration of the license. Resolution 2003-240 (2003033) Page 2 4. The applicant must retain a license from the State of Minnesota to operate a skin care beauty service from the home. 5. Staff finds that the applicant meets all the general standards for home occupations and all the specific requirements for interim home occupations. Specifically, staff finds: a) The home occupation would be clearly incidental and secondary to the residential use of the premises, would not change the residential character, and would not result in a disturbance to the surrounding uses. b) On -street parking facilities would not be utilized to accommodate parking demand. c) Less than 25 percent of one story of the home would be used for the home occupation. d) No person other than those who reside in the home would be employed on the premises.
