Commissioner Magnus enquired about the Metropolitan Urban
Service Area (MU,' -,A) line location._ Coordinator McCenn
pointed out the areas that can bc serviced and those which
arca outside the, MUSA boundary. Commissioner Magnus inquired
about the development of the proposed ,parkland at Hud lake.
Coordinator McCann explained the park would remain un-
developed initially as a development plan has not been
prepared,
Commissioner Mellen Inquired about the water and sex"er lines
to this property. City Engineer Goldberg explained that ex-
tension ,af utilities would be at the developer's expense
Commissioner Wire inquired about drainage; City Engineer
Goldberg explained that the proposed development area would
drain to the Bass Coke Area until such time the Elm Creep
Interceptor would be available. Commissioner Wire inquired
if there is adequate capacity in the Bass Lake area; City
Engineer Co, dberq stated the capacity would be adequate
until build -out of the Bass Lake ,area.

Mr. Brings introduced Mr. Charles Weaver stating that Mr.
Weaver was formerly with the Metropolitan Council and would
be available for any questions from the Commission.

Mr. Merila explained the staging of development nd that
tentatively they would begin construction next summer. i%
r ated that this developer has the same right to develop
thin property as those land owners and developers in the
Bass Lake Area. He stated that sewer service should be on a
first; come, firstserved" basis,. even though this property
is on the west side of 1-494.
Ken Briggs, Harstad Companiest stated they are in
11 gotiations with Mr. Robert Lee of , prudential for ease-
ments. Mr. Lee has their proposals and has verbally stated
he secs no problem. Mr. Briggs further` stated they are
meeting with the property owner to, the east regarding ease-
ments.. They do not suggest this is a public pro em $ And
are prepared to take on the expense of providing water and
sewer for he development.

Commissioner Pa ba Inquired if they had talked *a'th the
South Side Property representatives, Mr. Briggs stated they
would begin negotiations ' tomorrow. Those owners have not
stated their position, but If the property can he purchased
the Concept Plan rould, bu revised to include. this laid. He

City Engineer Goldberq stated that the 1980 Sewer* Report
shows capacity available to the 'tier 20004

Robert Waib 1, p'1,4nner for the City of Maple Grove,, stated
their concerns are for Vie northeast corner of the proposed
de el,opment:t and that it be considered for single family de-
tached hou inq to blend with the n i(ifib arhood in Maple
Grove. " He stated '' they became aware of ' the Maple Grove
n i qhb rhoo petition and It is ' ° i.tv's hope tatat the
developer will be, responsive to their concerns and will pl4n
for adequate buffering and transition. He. suggested that
the riqht-of-way into Maple Grove be open for further dis-
cussion with the appliea. t and between City staff memh s.
He noted thd,. Maple ?drove's base map shows Cheshire Lane ;and
thlt verification of sheet :names should be accomplished.
Mr. Waibelstate,,b they wartt assurance there will be no
drainage problems for residences in Maple Grove.
Var n Olsen stated she represents the homeowners in Maple
ove and prsented a petition. Tt eir ck)ncerns involve
str °*t access) and the fact that traffic could overtax she
residentialial. streets. With ultimate development the y would
lame to see outlots preserved for proteO-Ion of the ponds
and to< provide overflow controls. She requested notifica-
tion on future -tagos of development to be sent to the resi-
dentst representative as well as to the City of Maple rove
and, that there be further discussion regarding land use and
design if this :project moves forward. She stated they have
initiated communications with Maple Grave, € lvmouth+ and
tl rila & Associates. Ms. Olsen i.ntroduge:d fir. Malcom
Watson.
Mr, Matson stated he has worked. with the Pl mouti 'itv

Associates on this development plan. He reiterated the eon -
cern regardinging ,the ponding areas that are above the ad ofIn-
Ing Trades. He stated that a noigttbor to the north had
water problems, and in tb,,, process of trying to correct ; the-
problem, heprobl , the pond has receded. He stated the developer will
need to be very careful not to penetrate the pond's hardpan
which could cause a loss of ponding area.

Chairman Steigerwald inquired about the streetconnection.

ther investigation at the preliminary plat stege, but that
it is good planning not to abandon the possibility when the
opportunity arr.;s s to get the right-of--itay even if the,
street is not constructed.,
Commissioner t4ellen Inquired about the location of thc=
closest residences in Maple Grove. Mr. Batson stated then o,

ConmiIssioner Pauha Inquired about f ill along the Mdple Grove
boundary, Mir. Watson stated that the rear yards of the
4 ple Grove reside!lcps are very flat. He noted that at one
time some re-grading was done and ,there has, been some dra2n-

Donna Ryan of ncilmemodar, City, of Maple Grove, stated the
City Council does not want right-of-way from this plat Into
the City. She stated they are concerned that 63rd ,Avenue Is
vary narrow and could he Mpact d by additional traffic.
She stated they have turned array all requests for develop
ment vest of this area because Rif constraints of access, and

Chairman Stelgerwald stated that the east side of laud Like

Coordinator MoC`unn further explained that with the prel it i.n_
ary plat phase, a Public Hearing is required and all proper-
ty owners in Plymouth will be notified along with the City
of Maple Grove rie.g rdinc the meeting schedule. Chairman

the Ha le Grove residents' group.

Chairman Steigerwald inquired about the mix of housing and
peci.l' jcal.ly ) the mix of solar and conventional hones, and
whether this has been successful. Mr. Briggs; stated t -hey
have built some solar homes within the same development for
conventional homes He stated there are new products avail-
able in home construction and the' are providing both styles
of homes which are less exoensive'to heat..
Commissioner Pau",-, 3gui ed about the phasing of the devel-
opment. alt. Ori{ gated that pro= bly the first phase

Cowls loner Wire asked for a clarification on the sewer
distrlets, commenting that his concern Is on capaOlty tO
Bass lake as development is also occurring on the east
side. City Engineer qoldberq stated this development does
not goit beyond own sewer district boundary and is
part of the Hass LaO Area. Commissioner Wire noted the
letter from the Minnesota Department of raanspc:-tatlon
MnDOT) regard €tis the noise levels _ from 1.494 teat may
exceed an acceptable level, and noise abatement methods may
he rewired. Coordinator McConn stated that an environmen-
tal review will be prepared and impacts of noise levels will
be discussed at that time.
Mr, 13riggs, mated that the multi=- eami . dweilings will ` be
closer to - -494, and that they may need to prov-4de noise-
oofing for those units. However, the property ednta ned
wichin this Concept Phan is quire a distance from the 1-494
corridor.
Coordinator McConn stated that the Commission could add
conditions to direct that additional information on noise
levels _ and abatement procedures be submitted for rev. ewo,

Briggs ; stated he would direct t erila & Assooiates to l=ook
into the tests end standards and to provide this infortration
to the Commission.
The Commission concurred that the proposal noes qualify as a
Planned Unit Development. Commissioner Wire stated adequate
tri nsltion should be stressed, especially to the neighbor-
hoods in Maple Orr
C'*Ommissioner Magnus inquired about the open space provided
and th then there would be a Homeowner's Association. Mr.
Briggs stated tht.re will be an open area at Mud Lake and
around the ponding, access would be provided to the public
park and there would be specifical;ions for maintenance of
the private open: space. He stated they will be providing
more spec*fie information on the amenities planned for tete
residents..

stand they should take the steps necessary to stay Within

this is premature development when there are so zany other
areas thAt could he for -developed without the extension of
sewer crest of 1-494. Hc is concerned about increased traf-
fic in t. -.y aareo as -Bass Cake Road (County Road 10) carries
more traffic than it con handle now. He stated that a dev-
elopment proposal of this size requires additional streets
such as the extension of Norgild and County Road fit .

Magnolia Lane. Mr. Klatte explained the cAsonal operation
of the toting facility, The Commission asked if this was
open to the public or only to the club members. Mr.Klatt o
stated it would be open to the public, the clubhouse would
be open and providing snacks, drinks, and restrooms.
Chairman Steigerwald, inquired if patrons are tubing on the .
course now. Mr. Klatte explained they are tubing but they
have not operated the tow rope at this time and will not
until the Permit is granted. He stated that because of the
cold weather they have not had a large number of people,`but
are hopeful that the temperatures will, be higher in January.
Chairman Steigerwald opened the public Hearing, as there was
nn one present to speak on the item, the Public Hearing was
used.

Builders. ' He stated he had no questions or comments. M ADDITION
Commissioner dire inquired about the staff reference to
modification of the Subdivision Code. Coordinator McConn
stated that there have been approvals granted in similar'
cases and that c- tinuation of reque%ts for and approval of
similar variances show the necessity to amend the Code. The
City is ar-icipating the review of the Subdivision Code for
any modifications or updating that is needed at this time.
Commissioner Wire inquired Odt cher dev lopm nts had been

Commissioner Mi nus stated that Without the traffic Signals
at the interstinion of 14th Avenue and Hilghwa, ".Olt there
will be major traffic problems. He inquired when 0ese sig-
nals would be installed. City Engineer Goldberg added that
this will be reviewed in the fall. ` of the year and may pos-
sihly e sehedu --d for 1967. Co ,aissicner Ma,.ius stated it
is his opinion the signals are justified even without fur-
ther development. City Engineer Goldberg explained that the
construction of signals are dependent upon meeting Warrants
from the Highway Department. Commissioner Magnus reiterated
haat with development of the grocery store there will be
major traffic problems. City Engineer Goldberg and Coordin-
ator McConn explained the requirement t #at the gee(: must be
e tabl qhed before Installation of signals by the Hinne:ota
Department of Transportation.
There was further discussion of traffic circulation.
Commissioner Magnus requested the Minutes reflect the on -
cern regarding increased traffic and upgrading this
intersection
Chairman Steigerwald introduced Mr. Raul Duna: lice Presi-
dent, Welsh Companies. Mr. Dunn explained the history of
the project and that this will be the first development by
Welsh Companies in Plymouth. He stated they had talked with
Red Owl/Wickes and ahout 8 months acro and decided- to, go
ahead with the development paras. lie explained that Welsh
Cempantes acquired that property and will lease back the ten-
aht, space to Red Owl/Snyders e ,Mated that: it is a good
pian and he, shares the concerns regarding traffi,. and up
ailing of the intersection. Mr. Dunn introduced the
development team" Of Mike Wrtanen Architect Damen
artier, Landscape Architect; Gary Cz andrud t land Use
Attorney; and, John Steckel, Project Manager.,
Mike Wirtanen, Architect* stated that he hdd been working
with Red Owl and Wickes Corporation for three 'years on the
pr)ject. He explained the building uses`, size, and con-
struction mater alsy haat the site is unique due to the Oao,;
that it is surrounded by streets so that front yard -,etbacks
are squired on all four sides of the site. He explained
the access} traffic flp j parking design' and circulation.
Mr. Wirtna aen explained the distance between the ,proposed
building and the church site, end, that they have prepared a
luminaire plan for outside lighting_
Damon ' Farber, Landseap(-' ` Architect, explained tete ldv lseape
plan$ citing the plantings by sp!-,nie and size. He stated
there 'would be 3 1/Z ft. berms on all four sides and plant-
ings would be installed south and west of the building. - He
stated they have provided plantings that are good screening
material and easy to maintain.
