HomeMy WebLinkAboutCity Council Resolution 2003-138CITY OF PLYMOUTH RESOLUTION 2003-138 APPROVING A PUD AMENDMENT TO ALLOW GRADING AND SITE WORK FOR A BALL FIELD AT THE ASSOCIATION FREE LUTHERAN BIBLE COLLEGE FOR PROPERTY LOCATED AT 3120 EAST MEDICINE LAKE BOULEVARD (2003009) WHEREAS, Association Free Lutheran Bible College has requested a Planned Unit Development (PUD) Amendment for property legally described as follows: Lot 2, Block 1, AFLS Addition, Hennepin County, Minnesota WHEREAS, the Planning Commission has reviewed said request at a duly called public hearing and recommends approval. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PLYMOUTH, MINNESOTA, that it should and hereby does approve the request of Association Free Lutheran Bible College, subject to the following findings and conditions: 1. A PUD amendment is approved to allow grading and site work for a ball field in the eastern portion of the site, in accordance with the application and plans received by the City on January 23, 2003, except as may be amended by this resolution. 2. Prior to issuance of the grading permit or issuance of any building permits, the applicant shall submit the required Site Improvement Performance Agreement (SIPA) and financial guarantee for installation of all remaining perimeter landscaping. 3. The ball field shall not be lighted, nor shall it include any scoreboards. 4. Prior to issuance of the grading permit for the ball field, the applicant shall revise the grading plan in a manner that drains all the runoff from the ball field toward the west, into the on-site storm sewer system. The post -development rate of runoff cannot exceed the pre -development rate of runoff. Resolution 2003-138 (2003009) Page 2 5. Prior to issuance of the grading permit for the ball field, the applicant shall revise the grading plan in a manner that indicates an emergency overflow route from the southeast catch basin to the water quality pond. 6. Compliance with the City Engineer's Memo. 7. The City Forester shall review and approve the location of the 24 additional trees that will be planted in conjunction with the ball field.
