RESOLUTION 2003-092
APPROVING A COMPREHENSIVE PLAN AMENDMENT TO RECLASSIFY THE
SEGMENT OF HEMLOCK LANE LYING NORTH OF COUNTY ROAD 10 FROM AN
ARTERIAL ROADWAY TO A LOCAL STREET (2003001)
WHEREAS, the City of Plymouth has initiated a comprehensive plan amendment to reclassify the
segment of Hemlock Lane lying north of County Road 10 (Bass Lake Road) from an arterial
roadway to a local street; and
WHEREAS, the Planning Commission has reviewed said request at a duly called public hearing
and recommends approval.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PLYMOUTH, MINNESOTA, that it should and hereby does approve the request for a
comprehensive plan amendment to reclassify the segment of Hemlock Lane lying north of County
Road 10 (Bass Lake Road) from an arterial roadway to a local street, based on the following
finding and subject to the following condition:
Finding:
1. The decision to realign County Road 61 and subsequently remove the non -local traffic from
Hemlock Lane was identified in the comprehensive plan. The proposed reclassification of
Hemlock Lane would formally recognize the recent completion of the realigned County Road
61 (a.k.a. Northwest Boulevard), as well as the functional change of Hemlock Lane from an
arterial roadway to a local street.
Condition:
1. Approval of this comprehensive plan amendment is contingent upon, and subject to, the
required review and response by the Metropolitan Council.

FURTHER, to incorporate these changes, the City will make the following changes to Chapter 7
(Transportation Plan) of the City's Comprehensive Plan:
1) modify Figure 7-3 (Page 7-5) entitled "Functional Classification" to show Hemlock Lane
as a local street, and to show the realigned County Road 61 (a.k.a. Northwest Boulevard)
lying north of County Road 10 (Bass Lake Road) as a solid line rather than a dashed line;
2) modify the text on Page 7-7 (7.2.1.2.1) which provides a list of the seven "A" minor
arterials, by deleting the verbiage "Hemlock Lane" from the first bulleted item in that list;
3) modify the text on Page 7-8 (7.2.1.2.1) which provides a list of the "A" minor arterials
that are planned for construction, by entirely deleting the second bulleted item beginning
with "CSAR 61... ";
4) modify the text on Page 7-20 (7.2.4.1.1) by adding "(Completed Summer of 2002)" at the
end of the first bulleted item; and
5) modify Figure 7-7 (Page 7-23) entitled "Planned Roadway Improvements" to show
Hemlock as a local street and to show the realigned County Road 61 (a.k.a. Northwest
Boulevard) lying north of County Road 10 (Bass Lake Road) as a solid line rather than a
dashed line.
