RESOLUTION NO. 2003-043
AUTHORIZATION FOR SPEED LIMIT REDUCTION ON OAKVIEW LANE
FROM 30 MPH TO 25 MPH
WHEREAS, Oakview Lane north of Highway 55 does not meet current City street design
standards; and
WHEREAS, with a narrower street and frequent driveways a speed limit of 30 mph is perceived
by the majority of drivers as too high for the given conditions; and
WHEREAS, the 85th percentile speed is used to set speed limits on roadways since experience
has shown that a posted speed limit near this value is the maximum safe and reasonable speed for
a roadway; and
WHEREAS, the 85th percentile speed was found to be 26 mph on this roadway segment; and
WHEREAS, according to M.S. 169.14 Subd. 2(7), a speed limit of 25 mph may be set on
residential roadways less than one-half mile in length, if adopted by the road authority having
jurisdiction over the roadway and speed limit signs are erected designating the beginning and
ending point of the segment; and
WHEREAS, the length of this segment of Oakview Lane was measured at 0.5 miles, which fits
the criteria set by the State Statute; and
WHEREAS, in order to provide for the safety of the public, the City Engineer has recommended
that the speed limit be reduced from 30 mph to 25 mph on this segment of Oakview Lane.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PLYMOUTH, MINNESOTA: That it hereby, authorizes the speed limit reduction from 30
mph to 25 mph on the segment of Oakview Lane that begins at 18th Avenue and extends
approximately 0.5 mile to the north.
