Chairman Steigerwald Introduced the proposed 1986#199
Capital Improvements Pr qra (CIC) for discussion, Tile
Commission began their discussion with the descriptions of
the proposers program for. Sanitary ewer. The area Which is
proposed to he served by the Pike Lake Trunk Sewer

the trail runs along this side, and may constrain the berm
locations.

Ing the Minneapolis Auto Auction. Mr. Wonson introduced
Mr. Val.ter Busch. ter. Busch and Mr. Wonson stated they con-
cur with the staff report. Mr. Wonson explained the request
and the operation of the business. He noted there has been
a steady Increase In the business since 1983 because of a
contracts 4.111ey have with Chrysler Motor Corp., and a rental
car business. He explained their expansion meets the needs
for employee parking, customer parking,. and Includes a
truck loading facility. The truck loading. is designed so it
will not interfere with the City sureet right-of-way. The
akmar site will; be used by the employees on Wednesdayst and
provid more space for vehicle s=torage. He noted the plan
will correct a runoff problem and will improve the sites by

Chairman Stelgerwald inquired about the northeast corner and

Mark Anderson, 1.0324 South Shore Dr, stated his concern
about increased traffic, and ree ls ss drivers. He stated
that the trucks miss the turn and turn azound on private:
property; t Dy use loud speakers into the late e ening'; and,
the petitioner should not be allowed to fill in thewet-
land. lir.Anderson submitted',a petition from neighbors tyh
oppose the request.
Chairman S eigerwald inquired what is done to control the -
traffic hetraffiatthesite, tire. Wonson stated they do not have
signage that directs traffic from County Road 18, and this
which may be a good ' idea, Chairman Sctelgerwald noted there
should be signage to prevent them from driving into the
residential area. It,. Busch stated' they want to,, prevent
excessive traffic in the residential neighborhoods, but have
not pursued di„r cti.r ial signage as they were not sure what
the City wor..ld alloly'«
Chairman Steigerwald inquired haw the laud speakers are
used. Mr. Hush stated that this is the first time he has
been made aware that the louts speakers are heard by neigh- `
bars. He stated they have papers on Wednesday and use the
speakers until approximately 8.34 PoM Mr. Busch responded
to the questions on signage stating that, because it is a
private auction it was felt that signs could be confusing*
He stated they use a customer list and these people know the
location of the auction site. He commented that they will
reduce the 'volume of the` loud, speakers.
Chairman Stelgerwald inquired 1f it is necessary to use the
speakers. sirs. Busch noted that there are 750 people can the
site making it necessary to use the papers.

with ter. p terionr comments, on increased traffic problems
and the ,load speakers.. He requested they be turned dovin and

decreased. He stated, the improvements will increase the

Russell King, 10000 South Share: Drive,, inquired if the
De arUient of Natural resources has reviewed this
proposal. City rn i.neer Goldberg stated that a DNR staff
person has been ,to the site and the proposal has been
reviewed by Len Kremer of the Bassett Creek Watershed

Mr. King ccmw,_nted that the wildlife should be protected and
the runoff from hese sites endangers thu wildlife.
Mr. Bob Scribnek, 2015 Lancaster Lane, commented on the many
problems with the Auto Auction and noted that the City has
forced many of the development improvements. He stated they
do not take care of their property and that itis perceived
they have gone ahead with this project without the City's
approvals. e has noticed filling operations on the site.
It was suggested that trees be planted at the fenoeline for
screening. lie stated he concurs with the comments made
regarding traffic and noise cdntrclsi City Engineer
Goldberg stated they wou td check on the si ce work and V
appropriate,, they will be required to remove the fill.
Dick Anderson, 10530 South Shore Priv.., stated he can hear
the paging system 6early at his residence. He concurred
with the statements' regarding traffic.
Mr. 1111onson stated the proposal is not to increase the tot-411
hdmlie of r¢ehidies, but to efficiently utilize the space
available for tiie business and for long-term storage, Mr
Bosch c6mmentdd that he Is "embarrassed" about these
problems and that if he had been made mare of them$ they
would be resolved, He stated their biggest problem, is
durinck the winter months 4heh they need more storage area.

substantially so that the Commission should be concerned

operation. He suggested the matter be deferred for redesign

pense more than one product. Mr. Jensen stated they have
had no experience with this type of pump.
Commissioner, Wire stated the ` extension will create problems
and cause vehicles to block the entrance, Mr. Jensen stated
this would not be the case* He suggested that staff contae
the Brooklyn Park facility to confirm his position that the
capacity to service the vehicles is enhanced by the
additional pumps.

of passive open space. He stated that with the exception o
