Chairman Stelgerwald introduced Mr. Arthur 7eozetl who ex- UNE (650,79

meet the minimum requirements; however, the gather homes have
a different layout. The homes of a similar stye re smal-

only hums where a parch/deck cannot be constructed without a
vartance. He, believes tris playa Is conservative and that
relative to the variance criteria there Is a hardship be-

inquired if Mr. Zenzen had talked with the builder, or the
real estate agent regarding plans for adding a deck or
porch. Mr. Zen en stated he did not investigate the reduce ,A
lot size at that time. Commissioner Pauba stated he dues
not disbelieve the _fact that this residence on this lot
would make it hard to add this amenity, hom-ver, a cul-de-
sac lot Is not unique in Plymouth and lots on cul -de -saes do
benefit home yawners.. Mrs. ?en en stated the deck would need
a variance but the porch requires the variance as there is
only one area of the home where It can be constructed.. He
stated that to change Its location would create the need to
board uta one side of the home and remove walls which would
be very costly

not proven a hardship with his request.
Chairman Stelgerwald stated than it would seem that the
enclosed porch could be reduced to 10 ft4 and he concurs
that a`hdrdship is not proven

The Coirmission, and ter. Zolizen discussed the merits of revis-
ing the plans for the perch. Mr. Zenzen e,,jived that
tnere are sliding qlass patio doors installed that would
suggest that a deo ./porch could be added, and thit this area
is the b,.st to match the roofline of the home.
Commissioner Mellen inquired about the fact haat it appears
the porch would overlook neighboring property and this could,
he an Invasion of the neighbors' privacy. Mr. Zenzen stated
that tine sight line from the porch would be between the
homes next doter and that his nel,ghbors have commented they
hope he receives approval: for his variance.
Chairman Steigerwd1tJ opened the Pull io Hearing, as there was

the situation as far as the topographa< and the practical

other homeowners in the development. Chairman Stetgerwald
concurred,. and stated that even tho qh a hardship Is not
demonstrated, common sense rules that the addition will ,en-
hanoe the appearance of the home where the patio doors have
been I-nstdiled. Commissioner Pauba stated that he speaks in
favor of allowing the variance to allow the homeowner enjo -
ment of his home.

reversed. Mr. Hodge stilted they do out have specific plans

materialize he would not want to see another type of hotel
facility proposed for this area, and he would want tete areas

Permit , Amendment. for revisions to the Mixed Planned Unit
Development Plan for "Northwest Business Campus" subject to
the conditions stated in the August 151, 1985 staff report
and ad0ag Condition No. 5 to state that. "In recognizing
this Amendment to the Mixed Planned Unit Development, the
Planninq Commissioft takes note of the Concept as set forth
by `Prud,ntial. Insurance Company for the conference cen°terl
and, 'if the concept falls, Prudential, Insurance Company will
ante d the MPUD Plan as appropriate.".

teiger ald commented that the concerns are valid, however,
the City is working with a petitioner who is providing a
quality development, and,, this layout and location would
improve the proposal.

Program for 1986 - 1990 and noted the Commission will take

s h & associates who are concerned about the construction of
the Pike tate Interceptor. Chairman Steigerwald introduced
Mr. David Petersont representing these concerns.
Mr. Peterson stated they want to urge theommISSLon and
Council to get sewer to the property in this area. He is
concerned that the City has put too much emphasis on the
plans by Tennant Company for their property; that Ten-
nant Company= has not responded by doing forward with any
develo m,, nt plans for their land. He stated their cond rn
about tho reguidinq for this area.
Chairman Stelgerwald stated the Commission Is aware that the
timing vias not rightht' for the reguiding of this land, and the
City has bee, omewhat hampered with the problem of Tennant
Company's inability or unwillingness to make a decision.
Director Moore explained the history of this land i'hforotin
the Commission that in '1980 the property was owned ht auk a
Associates who proposed a residential d ve.lopmv> They
sold the, land to Tennant Company and their developnm-, A Ins
were restricted by markett conditions and the econo y. He
stated it has been economically unfeasible for the City to
provide service from the north with a pumpinq station` as 9
there- are topographical problems. He stated the City was
unwilling to condemn land because of the size of the
property; and, Tennant Company had said they would provide
potential sewer line alignments.` However, they have not
said they will give the City the easements without cost
which -could necessitate those property owners who want sever
service to bean the coast.
Chairman Steiqerwall stated this property has "dangled" for
some, time, however, it is difficult and expensive for the
City to provide service.
Mr. Peterson state. he knows the practical itie of the Mat-
ter acid they will go before the Council to discuss ' the
finarj %a.l aspect's. He -stated the costs can be gor ed cut,
and tie wants- to urge that service be provided to their land
in 1986.
Mr. Bruce Rashke, 5200 Willson Road, #407, Minneapolis, N
55424, stated he represents "Metal: Plasters' who are also
concerned about the emphasis the City has placed on develop-
ment plans from Tennant Company. He stated they realize
there will be costs involved, but they want the area ser-
viced regardless of :what `pennant Company decides. He steed
the City should provide service to the businesses in this
area who are requesting the ervic;..

that the study has not been requt steel, nor has there been an
offer to pay for it therefore it is very unlikely any study
would heavailable for consideration at the September
1985 meeting.

Com.issione, Wire stated his concern whether it is good
planning to recommend installation of sewer ' ( such as in Area
as disc ;:3sed) before there are definite development
plans. Tf the sewer is installed and development does. not
follow this could put pressure on the City to accept what-
ever type of development is proposed for the area. fie
stated it Is his opinion this should net he a "carte
blanche" dd ision.
Chairman Steiqerwald agreed this was a geed point and
inquired how Bauch of this area was represented by those who,
spoke to the Commission. Director Moore stared that Hewitt
Peterson represents a large are) however the others repre-
sent much smaller parcels. He added that a temporary pump-
ing station could not include development on the Peterson
property.
Commissioner pluf a noted that if the Commission dues not
make a recommendation to accomplish servicing the area t the
