Mr. Bremer asked the size of the larest lot to the size of
the smaltest lot. Coordinator ,4Co an responded that the
largestest is 33,443 sq. ft. and the smallest is 151000 sq.
ft*-* and, the carcass square footage in the R -1A i -,t let is
18,500 'sq. ft. She explained that the Ordinance minimum re-
quirements include they standard utility and drainage
easements.

Mr. Sentman reiterated that the density is too high and ' the

that with a Final Plat application there is no requirement
for a Public Hearl*nq and if thea. application is in order, it
will go directly to City Council for final Action. She
stated that this proposal has came before the Planning 0M -
mission because it requires a f'x adi.tIonaI Use Permit to
allow the development of the R- . 4ed property with resi-

not change, that Chesh!re. lane would be the new street

the City. He stated he does not need the improvements hind
constructed and cannot afford the tax Increa € . Chairman

especially cone tired about the inconvenience of access to his

Chairman Stei erwal.d inquiredabout tl-e berming for the east
side of the project. Coordinator MeCo, n stated there. are no
requirements for duplexes and detached 'housing, therefore
there are, no development plans for Lot 12 Director Moore
stated 41 -hat with road construction, berrinq will be instal-
led, however, fencing is not lncluded in the construction
plans.

Chairman Stelgerwald noted this proposal Is tentatively
scheduled for the City Council meeting of August 7.6th, and
that those who are interested shouldcontact the City ,for

Commissioner Wire stated those, who have concerns at this:
time with access to their hordes during road 'construction
should contact the Cite Director Moore explained that
heavyvy rains had caused some ro lems, and during construc-
tion 100% aeeess cannot be maintained; however, the City
wi tl try to lessen the Inconvenience as,much as possible.

that iould be moved in and out on a less frequent basis,
such as that proposal reviewed by the Commission for

to land in the FRD Zoning District. Coordinator t4cConn
explained that the Conditional, Use Permit is reviewed on an
annual basis, if there, aro complaints generated, or .if the
use changes or is modified without City approviAlf the permit
can: be reviewed by Commission and Council for c.onsiderati o¢i
of revocation. She further explained that additional re-
quirements and restrictions can be added to the conditions
of approval.

Commissioner 11tufka Inquired if the wordinq for the'Resolu-
tion should not contain a comment that when urban develop-
ment occurs tilts apse may be inappropriate. Coordinator

Chairman Steigerwald asked about the use of the. property
without an approved Permit, Mr,. Alber stated that the City

Mr. Alber stated they shut dram their operations from
Thanksgiving to April and would have only four people, i1t t e
building during the winter months
Commissioner Wire inquired if they could route- the tracks to
the north. Engineer Goldberg stated that this is a gavel
road and there is loss direct access to 1-494.
Commissioner Pluf a inquired about the paving. ter* Al:ber

aridng. Mr. Alber stated his employees are parking on the
paved arras. Coordinator McConn reminded Mr. Rlber that

area.

Commissioner Wire inquired about the empty weight of the
vehicles. f r.' Alber stated thy* tandems ' are ' 19,080 to

that heavier equipment was used by Aqlite. Commiioner

weight. Engineer Goldberg stated early spring could cause
some problems, but it would support truck traffic the rest
of the year.
Chairyaan Steigerwald inquired if Mfr. Alber understands all
the conditions of approval. Mr. Aller stated he does, and
that he would not want to operate the Business from this
location when development occurs on this land. He stated
also that he urderstood the City's concerns of his use when
adjoining land develops.
Commissioner Pl,-jfka inquired about specific hours of op=eraµ
tion which should be changed or -modified v -4 this approv-
al. Mr. Alber noted that 6**00 A.M. to 7. °".N. would be

fore the rush hour traffic.
Commissioner Stulberq Inquired if Mfr. Albe, contracts for
snow plowing. Mr. Alber stated he does not.

MOTION by Commissioner Plufka, seconded by Commissioner Wire MOTION TO APPROVE
to recommend approval for the Conditional Use Permit and
Variances fog Alber Construction Company, Inc. subject to
the c;ondrt om',s wA.th, the following changes Conditiomn No . 5
that the hours of operation, shall be limited to :Cid A.M. to
C P.M.,- -v,od Condition No. 6 to read that the Permit shall
be renewed annually to assure compliance* and that it Is re-

Randy Hartman, 4705 Quaker Lamer inquired what will he in
the park arid asked if this would be done by the City or the
developer. Coordinator McConn stated the City will develop
the parks and that lir. Hartman could speak to the Director
of parrs and Recreation, Eric Blank, about the plans for the
park.

areas away from the pond, but there would be no maintenance
of the wetland area. Mr. Hartman inquired ,,about access to
the park. Chairman Stelqerwald meted the trail would be on
the east side of the; development. Coordinator McCann
pointed out the public and ;private trail system in this,
area
Patrick Kraft$ 4715 Quaker Lane, stated that he wanted to be
assured that this would be dedicated for public park.
The Commission discussed the 'problems with lot' coverage and
reduced setbacks. Al ', toy be started that Deerwood Estates
4ad 6 ft, sidey rd setbacks and there were no problems. He
stated' that the hams buyers today wart small lots. Mr,.
Hagen commented that part of the problem is the requirements
that decks are counted with the dwelling for lot coverage.

Chairman Steigerwal.d noted that this ` is ars ongoing concern,
for the planning Commission and City Council and they ,are

Mr. Stobbe stated the concern is for the first time, home
buyer who cannot afford a large lot and house* Commissioner
P ufka stated that the C% coverage with 10 ft, side and
setbacks is moving toward what the developers want; and, he

noted that recently It seems that the small lots are not re-
tained for first time home buyers, but that developers want
to construct expensive larder homes on the smaller Lets. He
further noted that ars 1,80(1 sq- ft* tome on a 91000 sq. ft.
lot promotes problems for the future in providing amenities
the home owner may ,can't to add, such as decks and por ches.
Where was further discussion regarding housing types and,
UD standards.
Brian l arsj ns, 4F15 Trenton Lanet stated many of his ques-
tions, have been answered, and inquired if one builder has
been selected for this development. l4r* Hagen stated no, It
could be multiple builders.
Chairman Steigerwald closed the public Hearing.
Commissioner Pl fka stated his concern with the number of
small lots which could hrinq about many requests to exceed
the lot coverage.
Commissioner tulherq stated that the conditions of approval

that the developer be allowed t- ask for a lot coverage var-
iance at the beginning; nning; how ver, the Counll does agree.
Commissioner Stulberq stated that not one developer/ but Ider
said an,yth nq at the Development Council meeting where this
issue was discussed, Mr. Hagen commented that the developer
would have less to say on this issue and only the builder
would know what will qo, on these lots. Coordinator McConn
a(ireed that it is hart of the problem in that the developer
is no longer the builder, the builder is unaware of the
overall design and minimum standards.
MOTION by Commissioner Paubat seconded by Commissioner Wire
to recommend approval for the Rl'RR Preliminary Plan/Plat, MOTION TO APPROVE
Rezonrnq, and Conditional Use Permit for,Reerwood Estates
5th Addition for Parklasids Development, subject to the con-
ditions as stated in the July 79, 1985 staff report.

mr. Broesaer stated it would he a distinct hardship and in-
convenience for clients, prospectiveve employees, and others
to find and drive into the building area Without good
Identification.
Commissioner Plufka stated that he sees some logic in their
signage proposal, but cannot see why these signs should be
the sane size. He, stated there are some grounds for the
smaller two-sided siqn on Annapolis Lane, and 4 larger size
sign on County Road . He stated this wo, ld. give good
id nti i.cation and the variance would not be as ono ous as
it would then be under the 96 sq. ft. Ordinance requirement.

be. Mr. Jackson stated it would be Annapolis Lane. Chair-
man StPei:ge Wald inquired if a pylon or corner sign on
Annapolis and County Road 6,, with a small entrance sign
would serve their purpose* r* Broesder stated they do not

they do want to have something larger than 4 sq. ft. Mr.
Jackson explained that they are a small corporation which
started in Plymouth and they would like to grow if) Plym-
outh. He stated they looked extensively for sites and that
their corporate identity is very important. He stated he
at with the Commission regarding the entrance signage$,
but that it is important for them to have signage from 1-494
and County Road 6.
After Further discussion, Coordinator McConn requested con-
firmation on the size of the signs. It was noted that the
entrance sign would be 12 sq. ft,. Mr. Jackson noted it
would-be beneficial to have a .lighted sign.
Commissioner Mellen inquired about the product manufactured
by Aequitrnn. Mr. Jackson stated they have designed and
manufacture monitors for % I D.S, (Sudden Infant Death Syn -
dome); and other medical equipment.

Mike Pfdlaum, Lundgren Brothers Construction Company stated
that he did not realize the yard setback standards in a ,SUP
