reviewed the planning report and feels that with thet harming
and transition proposed, the developer has answered those
concerns of the ncighharr.ng r sJdents. He stated he apprec-

he does have concerns regarding roadway constructiOu
especially at Harbor and Fernbrook Lanes. He asked that the

Prudlo stated her concern that residents may be assessed for
these Improvements and that it was tier understanding that

Engincer Goldberg stated this was tot the case and that if
she has been assessed for lateral sewer she would not be
assessed again, T1s. Prudlo reiterated her e ncerns with
road improvements. Engineer Goldberg explained that because
of new :-sign requirements. the roadways would tie w Ith
County Road 15, away from 1-494 and these details will be
w°Tari out withh th Highway Departments. Ms. Prudlo
reiterated ; her preference, for single family homes along
Harbor Lane.
Mr. L. Oberhauser, 1421 Fast Wayzata Blvd.,, stated he repre-

stipulation that thct developer be responsible for the cost

Engineer Goldberg explained that with development these road
improvements must be design and constructed to handle the
traffic oeaerated from that development. He explained that
this decision Is rade by the City Council and cannot he
decided a-. the concept tao*Mr. Gherhauser stated these
improvements benefit ' the total area so Is not a; proper cost
to be assessed to the d ve.loper. He asked that Item No. 1
of the, Eng; neer w' s I"ldmorar dum be deleted.
Vice Chairman pauba explained that this would need to be
discussed at the final p lanainq stages. Commissioner pl.uf a
explained the Thoroughfare Guide Plan that contemplates, road
construction and upgrading as development occurs,

could be notified at ,the time surveyors could be at the sub-
ject property, she rioted her coreoern about her fence and
that her lot Is a corner lot Coordinator McCorin stated

phases of development. A public Hearing will be held and

1r. Sheehan stated that it Is his opinion that they developer
should be responsible for oasts of the ro-ckd improvements.

clarified that the 1-ity Council will make the frnel
determination reg ardr.nq assessments. The City Council
relies on City Policy and the Assessment Committee's

Engineer's Memorandum refers only to the; intersection of
1^ ernbrook and Harbor Lanes, not the full len th of Har boir
Lane.
Eleanor Hazen, 515 Harbor Lane, stated she has lived in this
area for A years and as a part of this deve lopm. -I nt, she
emphasized that they want to preserve the residential
character of the neighborhood. She feels that this
development serves as a benefrit to tine coy .rnitlya She 47
concerned about having to pay for the roadway „ which could
make it impossible for teem to develop the land.

neighborhood. He stated that of All the residents in the
area,. only four familiesagree with the development aspro-
posed. He note d that when Kimberly Meadows was constructed
the property values dropped, and with this development the
ner h ors adjacent will see their ropert) values go down,.
He stated he is concerned that extending the commercial
designation of the property will set a precedent for the
future.

husband's property will face this project. She was
concerned Haat. the Commission had unanimously recommended
denial and now they have to consider the application again.

wanted to clarify theirplans to have ambulancesnces on the
site- that ' the medical, services would consist Of a fkAmilY
practice, sports medicine,, and physical therapy; and, that
there would be no emergency; medical facility 011 the Site.
He stated `they have served this area of 20 years and have
had ambulances at this site since 1984. It is their feeling
they are iMproVinq the service for the are4,L there wilt be
no dramatic increase in the number of runs made, from their
acitit.y. He noted tnat their sirens should be ,no more than
wh-it residents are aware of from the police and fire
vehicles. He acted they are concernedcern about theneighbor-
hood resie, nts and have tried to keep them Informed.
Carel. Sh.1ne, 17330 14th Avenue North,. inquired why llr.
Milton feels these medical services are needed as there are
medical services just a mile away. Mr. Milton stated this
proposal is based on the free enterprise system and they
have a market plan that sholys the people have indicated they

Plufka to recommend denial of the Land Use Guide Plan Amend-
ment for Dave Johnson for the re. -,son that the reguidi.nr ; and
rezoning involves more than 0% of the property. Commis-
sioner Pl.0 'ka stated that the area of re uidi,n ', is too
large* that other developments can take place Nvi. hin the
City's guiding and zoningdesignations- and, that their
General, Development dart dos not speak adequately to the
n'di.ng and zoninq.
Commissioner Mellen stated that he could agree with the re-
zoning as improvements would be made to the current situa-
tion. The site is too limited for development and meds
more area to make these improvements.
Commissioner Magnus concurs that additional, land could
improve the situation, ' but he does not agree with the
revised proposal nothing that the transition is not
adequate.

be a ,signal light at Northwest Boulevard and 'gest Medicine
Lake Drive. Engineer Goldberg stated one would riot be ir-
stalled at this time.
Mr. Clora stated he'objects to having the parking lot in his
back yard. He stated he realizes the Commission does not

decreased value of the residential property. He commented

Ing lot. He is concerned about the preservation of the
natural resources as there are well over 100 trees on this
property and he can't believe they will be allowed to out
all the trees except for those at the Westminsterter border.
