CommisS1011or lAufka stated that traditional single family plats are required to have; a mini. um lot size of 18,,500 sq. ft. and that some lots in this proposal are under 10,000- s ft, so that private open space should be provided to the resi- dents. He stated that at fist they were not amenable to this change: to the development, however, after Mrs.. P l.aum explained the project, and, after visiting model, homes in Wa y-ata they now support the project and see` no detriment to the development as a whole. They concur with the decrease of density and it is their feeling that the open space currently provided is under utilized. He noted that the parcel is triangul r in shape, and that the roomers have larger lots which can b used for play areas. HI! stated that the loots are nearly the same size as lots in standard plats. He also; noted the open areas around the proposed church facility. She noted the ,iossibili y that homeowners may fence off their property which limits any overall benefit of the larger Lots. Commissioner Pluf a inquired about the access request to the church site, noting he concurred with the staff reeom- mendat ion, lr. Sathre stated he has discussed access with the church representatives and they feel strongly that the tryo accesses meet them needs. He stated they understand staff's concern but felt that the statement regarding short - cutting is not realistic-. Commissioner erre stated he concurs with Coordinator M onn's statement that some residents of the area may install fences 'which will eliminate space for children to play. He stated that he feels the church building is positioned properly and he does not see why there should be any concern about the second access. Mr, Karos stated that in regard to open space, there are Arany children in areas who have only their yards to play in; and, that Plymouth has a fine pare system that can be used by all residents. He reiterated that. , this. parcel is di fi,- cdlt to develop because of its shape; and that they should not be forced into the technical requirements.. He stated this plan could be compatible with the: surrounding neighbor- hoods7 and the church Is. a buffer to the busy street. She read the petition to the Commission 'which included their request for dental unless-. The existing trees' and souther- ly pond are retained; and, that there is private open space provided,. She stated that as a homeowner In Westminster she fully understands about children playing in yards, and that it can"t be expected that people, will allow neighborhood children to make their private property into playgrounds. She noted the small lots proposed and is concerned about a decrease in the value o their homes4 She stated that if the plan is approved, the developer Should be required to screen the area from the adjacent neighborhoods. She sug Bested that the size of the church acreage be decreased to 4 acrs thus to vinq; room for private open space for the residential development; and that all the ` church buildings be at aOtleu. She stated they wart no permits issued for.a school kit the church for any age group. He rioted that some trees will need to be removed upon construction of the church parking lot, but that a landscape plan would he submitted and would meet , the dinance standaids. Mr. Bitt flora, 3045 Rosewood Lane, stated he doesn't under- stand the calculations used for.densi.ty. Mr. Sathre ex- plained the calculations, Mr. Clora stated his concern re- gardi.ng th southerly pond and the fact that Westminster residents use this area. He stated the diesel garage shown on the plans is near residential lots and should be roved. He concurred with Ms., Schaefer that a school or day care facility should be restricted from the church, halrman Steigerwald explained t. need for Conditional Use Permita for these uses which would need to be reviewed by the Commission and Council. Coordinator McConn verbally listed the different lot sizes as proposed. Mr. Ciera stated he has no objection to a church facility,, but expressed concern about the size of the structure. Chairman Steigerwald explained that they are reviewing concept and preliminary plan only; if appy oared,: the Commis- sion will. be reviewing more detailed plans at future meetings. Carol Brownell,'3060 Rosewood lane, stated that the chil.dr,n in Vie tminster play in the streets; that at one time the Pares and llecreat icon Department proposed an area for the neighborhood but that, the City Council voted it down. The neighborhood bid open space originally, but with the con- struction of highway 61 much of the open area was elimin- ated, The pond this development would drain is important to the ate-ighbdncod and to the' wildlife in the area, and the trees should be retained. She is not opposed to the church but is concerned about the building size, and hca.ght ,and lights from the parking lot which could impact surrounding residents. Page 144 planning Commission Minutes June 19t 1985 Coissioner Plufka noted that as the Commission discuses the PUD attributes, the Commission can only be concerned with the open space needs for this proposed development and cannot consider til lack of open spar e in other neighborhoods. Chairman Stelg rwald introduced Pastor Lee Wyandt, 7764 Arlington Ave. N., Brooklyn park, Pastor Wyandt stated the church will not harm the neighborhood and they want to work with all the residents to he an integral. part of the com- munl.ty tie explained the garage is not Intended to be, a diesel Er§ garage also they would not want It to have a bad effect on ether property, and they would be sura that 'fight- Incl from the parking lot would not impact the neighborhood. He descirbed what would be the first phase of the church, He noted they do want the second access to handle expected traffic on Sundays. Chairman Stelgerwald l.nguiredt and was informed by Pastor Wyandt that they plan spaces for 40 to 50 vehicles to the first phase. Coordinator McCona explained this information is helpful in identifying the scope of the development, however, the Com- mission .must make a determination on the land iss es* She noted that detailed site plans will be reviewed as the project mares Forward. Peg Schaefer inquired if the church could provide a school for just their members ,and could they ruin it 7 days a week. Coordinator McConn confirmed the Ordinance identifies churches and private schools as a conditional use. Chairman Steigerwald inquired of pastor Wyandt whether the church contemplates Monday through Friday school. Pastor Wyandt stated there were no plans at this time. tr.. Mr. Sathre explained tine plans to preserve the trees and natural vegetation$ eqo reconfirmed their plans for the ponding area* Chairman Ster.gerwald stated that specific liodscape require- ments would be finalized at the Final Plat and Site ,plan stage of this development. lie inquired if the church would reoonsider the construction of the garage. pastor Wyandt stated they could consider its attachment to the church. Richard Wel.blen, 3020 Rosewood Lane, stated that he thought movZng to the suburbs would assure him of a residential atmosphere, and he is disappointed in the development proposal for this land. He Is deposed to the location of the parking lot and feel$ the church Is not a proper use for the property. He com aented on the loss of the residential flavor of the neighborhood with the construction of Highway 61 and that it looks as though other neighborhoods are gong to be impacted by these high traffic areas. He wondered if the City is looking at all captions for development in Plymouth. He stated this development should have large lots and better buffering to adjacent neighborhoods, Chairman Steigerwald explained that the developer has the right to submit development flans, Kind It is the City's res- po slhi.l*ty to review them to assure that they meet the City's Ordinances. The Commission can recommend dental and the Council can take action o deny the proposal if it is not appropriate. Mr. Welblenstated his concern that the church will be detrimental to the property values of ' thle resident- in, she area, and that the parking lot and garage will make lane homes in the area less saleable. Irk Clora stated that it seems the developer, in requesting a waver from the PUD requirements, is not proposing lots that will support expensive homes such as stated by the developer and his consultant. He stated the developer should be required to fulfill, the ,requirements for a PUD. Chairman teit er,.,Yald closed the Public Hearing-, and toe RECESS meeting recessed at 9:27 P.M. Chairman Stelge wall reconvened Ithe meeting at 9:35 P.M. and state that the, Commission would discuss their concerns re- garding the PU4) attributes and criteria. He stated he appreciates the difficulty in developing thle piece of property but that the lack of private open area for the residents is of great concern. In allowing smaller loots, si - there still needs to be open space provided for the resi- dents. He sta4ed that because the Westmlinster developmentdents. lacks open spade there is even more reason that this dev- elopment should provide the necessary amenities to their residents. He stated; he understands the Commission's hesitation$ however, he has commitments to builders who would have no interest in th:s property in November or December,, Mr. Karos ` suggested a recommendation subject to design changes. Commissioner Stulh-'rq statod he. understands Mr.' Karos' eon- cerr t but it is "el;t that the points made concerning pos- sible redesign have merit. Mr. Xaros reiterated his desire for Commission recommendation for denial.
