ection on the amo-int of shielding, Commissioner Wire stated
it was not his intent to redesign the landscaping plan for
the petit to ear, but to suggest that beating with some shte i d.
for the frontage road is a good plan.
Chairman Stei.gerwald Introduced fir. Can Landwehr, Z885 earth
Regent Avenue, owner of the property who commented that the
site plan gives visibility to the business, and bermin
could block that vistht'- t . Chairman Steigerwald explained
that the Commission is not recontiending a certain height for
the berm nor solid .3creening, only that it be sodded and
have shrubbery.. Comm2ssioner plafka confirmed that the berm
should keep vehicle headlights from beaming out onto and
across the roadway, Chairman Steigerwald advised the pet-
itioner that City staff would be happy to work with them to
achieve these suggestions for the landscape plan.
Mr. Irwin commented that they have been cooperative in
designinq a plan that meets the City's Ordinance require-
ments,. end 'Ie is concerned that the same requirement has not
been made for the properties to the west.. Chairman, Steiger-
wal.d noted that Burger King's plan shots low shrubs along
the boulevard and they are installing a berm. Coordinator,
cConn confirmed this and, reviewed the landscape pians for
these properties. Commissioner Wire commented on the archi-
tectura-1, differences between this facility and the burg -r
King facility noting that, Burger Xing has a greenhouse
front and would have a different landscape design. Chairman
Streigerwald confirmed that the Commission is not recommend- ecomme d -
IngIngadditional landscaping, only rearrangement of the plant-

Commissioner pauba asked the City Engineer about the volume
of water to be used by this facility and the 'Impact It may
have on the City "s water system. City Engined 1xoldberg ad- d-

tion system and would not negatively impact the City's sewer
and water system.

and called for questions from the Commission. Commissioner

Coordinator McConn advised that a; Site Plan for the land to
the vrest will be reviewed at a subsequent meeting. Staff
queste l that grading plans be consistent for both
developments.
Mfr. Irwin explained thatt this is a full-service oarwash in
contrast to a self= -serve aper tion, and will he f=ully staf-
fed during all hours of operation from 8,.00 A.M. to z0
P.M. Monday through Saturday$ and '1 *:0Q A.M. to 6:0P.M. on
Sunday. Chairman Steiqerwald confirmed that they would com-
ply with the provisions for signage in the Ordinance.
Chairman Stelgerwald inquired about the memorandum from the
Fire Chief relative to the variance from the fire f,n nn re--
quf.remerits x and con -farmed that the Fire Chief re=wends
approval of this variance request. Commissioner Stulberg

concern$ about the original landscaping when different uses
propose to: locate in the area,, and there is a need to

important to minimize and softs the impact of these
commercial buildings. He noted tnat there will be six
service bas to this facility facing thefrontage road, so
that several over -story trees would screen the appearance of
the building.
Mr. lrV in stated the building is set back 100 ft. from the
roadway and there is b rming with grass and shrubs which
ivi:l.l contrast and compliment the building,, Commissioner
Wire agrees that the plan meets the policy requirements. He
asked for staff's recommendation. Coordinator McCann
confirmed that the Commission could make recommendations to
redesign the plan.

closed.

read as follows. The site shall be maintained in a sanitary
manner and should the peLitioner fail to comply with this
nvision,, management shall be notified of .the irregularity,, 1
given -hours to comply.In the event management does
not commply, the City shall proeeed with the necessarycor-
rective work and assess the cast against the property.
MOTION by Commissioner Wire, seconded by Commissioner Magnus MOTION TO AMEW
to A14END the MOTION with the addition of Condition No. 181.
That placement of landscaping will be rearranged from the
hack to the F=ront of the building.
Commissioner Plofka ,noted that, the front; elevation Is 906
and up to 910 all the way to the building, ,so that the
placement of trees may dunce visibility for the business.
He stated: that In his review of the ` 1,&ndsdape plan he did
not consider the topographic features a-. a berm,. htowever, it
I s hi -111, opinion that bermi,.g at the front of the building has
merit. The Commission reviewed the landscape drawings.

Chairman Steigerwald opened the Public Hearing-
oderggen 9905 41st Avenue Orth, President o the llddle
east Homeowner's Association,, stated he has several, ques-
tions concerning development including the the volume of
gasoline to be sold from the station number- of gallons
weekly ; when will the gasoline be delivereded and in what
volume. He stated he represents the residents who live in
the area from County Road 9 south to 36th Avenue,. and from
County ;Road 18 NY --.St to Zachary Lane; which Is approximately
450 single family homes. He stated the residents are happy
that this land isdeveloping; they do not pant to stop
development, but, want the development to retain the quality
of the neighborhood. He reviewed the development plans at

Kingf and the neighborhood shopping center being consider-
ed. He stated he was told that these proposals were gong

their feeling that, there is a fine line between B-2 and
oningf and the 'Holidays , veil ity should be in the 8-3 Zoning

Mr. Eggen noted another concern of the Association is that
the area is a "gateway" to Plymouth which should present a
positive a:,„ pact on those coming into Plymouth. He stated it
is perceived that the City is losing sight of the Guide
Plan Neighborhood fShopping, Area designation. Na stated
commitments were made by City officials through the years
that, the guiding would be observed and the early planning
for the area maintained. He stated the guiding provides a
shopping area for the neighborhood# however, if the proposed
uses bring in ousyomers from all over the metro area, it is
no longer a neighborhood shopping area.

the store is proprietary information, and hc- would not care
to comment on tris. He noted however, that gasoline deliv-
ery would be at off -hours
