Mr. Minor stated he had no coaments or guti:tins Chairwoman Vasil.i,ou introduced Mr,, Lee Martin, 11525 27th Avenue Nort 4 Mr. Martin stated his property is on the east side of the proposed lots, and his concern is that, once divi.dpd. the lots will be very narrow. He inquired how these lots would develop, in terms of frontage, and how the homes would be placed on the lots. He statedhis 'concern about having someone` "in his backyard". Dean Amsbaugh 16910 County Road 47, and stated that those complaints received alluded to barking dogs he explained she talked with neigbbors who stated the dogs bark when the A sbaughs are not at home. Mr, Apv, baugh stated that ,10 of the adult dogs have been de- barked and:; it was his recollection that this was done in August of this year, he commented that 8 other dugs had been debarked* however they are no longer at the residence. He explained that these are show dogs, their vocal cards have been removed, and they car, no longer bark. He told the Com- mission he has two of the dogs in his camr, and if the Com- mission wanted to see the; dogs, he would bring them into the building. Chairwoman Vasi.liou commented that a petition with 16 signa- tures had been received from neignbors who have riot been bothered by any noise from the kennel. Mr. Amsbaugh stated that he had spoken with neighbors who are within 1000 ft. of hTs property, and, they .indicated they do .not have a"problem, with the kennel. Chairwokian Vasi.11ou Inquired i.f It is. acceptable practice to debark show dogs. ft Amsbaugh explained time debarking procedures and stated that If a dog that had been altered in this manner were to win a show,,, it may be challenged and disqualified. He added that it was a voluntary decision to have the dogs debarked. Chairwoman Vas lieu commented there is a barn on the proper- ty and inquired if the dogs could be housed in this stru4- tune. Mr. Amsbaugh stated it would be very costly to modify the barn to house the dogs. Chairwoman Vasiliou inquired ,if he had; considered constructing a ,sound barrier. Mr. Ams- batigh stated that he would consider this, but would 'need' to check into the cost. He stated that neighbors had informed film they haat talked with an engineer from 3-M Company, who su ges%.ad that a'fence be constructed adjacent to the kennel at a height of $ ft., and 3 inches thick. Mr. Amsbaugh stated this would trap beat within the runs which could be harmful to the dogs, and again the cost would bepro- hibitive. Chairwoman Vasillou reiterated that on her visit to the site she did not hear excessive noise from the kennel, and that City staff had inspected the <site : and dial" not find a prob- lem with barking,-: however, there have been commaplaints filed regarding noise from ' the kennel. Mr: Amsbaugh stated that his next doer neighbor was originally opposed to, the opera- tion of the kennel, _ but has stated he has.not been bothered by any noise from the kennel. Vast' liou introduced George Mellen, refivesenting Honeywell, Inc,, and inquired about the status of the noise problem described by neighbors during Commission considera- tion of an application by Honeywell for a Conditional Use Permit. Coordinator McConn advised the Commission that H -Honeywell is working on this problem,, has met with the neighbors, and is pursuing effeotive control of the noise. Mr.. Mellen confirmed that they had hired a consultant and were going to install equipment to alleviate the problem.
