Mr. Rosengr n Inquired if Honeywell had plans to run their
manufacturing process 4 -hours. Mr. Mellen, reiterated his.
statement that the facility is striotly research and devel-
opment He went on to say that they have furthar expansion
plans for more buildings, over the next 25 years, which is
compatible with the easter Plan on f lle with the City of
Plymouth. Coordinator M Conn comm it med that manufacturing
is not a. permitted use in this Zoning District.
Commissioner St igerwald inquired if this proposal will
create more noise. fir. Mellen stated this would not be the
case, and that the only noise would be fromn the heat ex-
changers. C4mrim: 4 -.over Steigerwal d inquired if any of the
requested mod%flcatioiis :could be dangerous. Mr. Mellen
answered no, ani explained that they have 24-hour camera
surveillance of the site; and, commented (In response to the
oncem: n about lighting on the site), that 5 footcandles are
needed for observation purposes.
Commissioner Plufka ,inquired about the two types of noise.
Mr. Mellen stated the difference In the sounds could be from
the start-up of the, equipmen $ to the constant sound made
while the fans run. He assured the Commiss-.on this Mould be
checked Into thoroughly.. Chairwoman Vasiliou inquired' if
the sound level will remain the same when the modifications
are complete. ter. Mellen answered aff rrmmat".vely.
jm Nolting, 110 Goldenrod' Lane North, stated he eves
north of, Honeywell, and confirmed that the noise level' is
worse later, at night, and that he wrote a letter to the com-
pany two years ago about this problem. He stated the noise
is similar :to the sound of a "Jet' on I runway". Chairwoman
Vasiliou inquired if Honeywell dial anything about the prob-
lommm. ter «. No .ting stated: that he was told : nothing could be
done.1'r. dellen stated if Mr. Molting would advise him who
he spoke with at the company$ he would investigate.
Chairwoman Vasiliou closed the Public Hearing.
MOTION by Commissioner Pau a, tteconded by Comm .ssiorier RECOMMENDATION A
Steigerwald to recommend, 4p'proval for Honeywell, Inc. for a
ConditionalUse Permit Amendment for outside storage subject
to the conditions as stated In the draft Resolution.
Commissioner Pauba ,uggested that Honeywell look into the
noise problems as soon as possible. Commissioner Plufka
added that Mr. Mellen, and those neighborhood residents
present this evening, should exchange telephone numbers to
y ep everyone .informed on this problem.
Vote. 6 Ayes. MOTION carried. VOTE MOTION CARRIED

3r Oppegaard stated that they have looked at staff's
suggestion for a board -on -board fence, and would like to add
trees for Immediate screening.
Commissioner Plufka Inquired how many trees vvere proposed.
Mr Oppegaard stated they propose 510,000 to $15,000 worth
of trees. Commissioner Plufka inquired whether the 4 -ft.
berm would be adequate. Mr. Oppegaard >stated that the berm
is over 4 -ft* In height up to approximat-ely 5 ft. He stated
the addition of trees will enhance the screenit.g.
Commissioner Wire stated that. additional rreening is
appropriate$ and that he prefers `trees to fencing. N added
that the gravel surface should be heavy enough for the
traffic, loading and unloading operations. Mr. Oppegaard
stated- they will strengthen the sci--Face with additional
gravel, and are extending the concrete strip.
CommL*sioner Wire inquired if they use tty,- 4.railers for
storage, and if ,so, will this storage be moved in and out
regularly se that these trailers do not become 141 ad
storage" warehousing. Mr. Oppegaard stated this would not
be the case, the trailers would .not be used four long --term
storage as merchandise is moved in and out at intervals.
Chairwoman Vasiliou closed the Public Nearing.
MOTION by Comml ssJ over Plufkaj seconded by Commissioner Wire RECOM- ATZOM B
to recommend. approval for C.O.M. . Company Conditional Use
Permit, changing Condition No:. 5 of the draft Resolution to
read; compliance with the conditions and to
review the need of paving and determine adequacy of
screening and to, delete Condition -Pio. 6.
Commissioner Wire stated there should be a Condition No. 7
to specify the amount of landscaping.. Commissioner Plufka
commented' the condition should allow the petitioner's
discretion to enhance the screening and landscaping, subject
to staff review.
MOTION to AMEND by Commissioner ` Wire, seconded by WTION TO AMEND
Commissioner Magnus: for a new Coodition No. 6, that
additional landscaping be added to the southwest corner of
the site t( screen the area ' from the, south, and shall not
be board -on -board fencing.

Commissioner "Pauba commented that Plymouth is proud to have
C#O.N.B. Company iji the community, and it would be
appy opri.ate for C. JAIX. Company to be proud to be in
Plymouth and recognize it as their corporate home. Rr
Qppegaard stated they are ,correcting all their forms to use
the Plymouth address.
Chairwoman Va sillou introduced the request of Word of Life WOW Of LIFE ASSEN Y
Assembly of Gori Church for Final Plat and Amendment to Site or AGM) C WCH
Plan and Conditional Use Permit for property located FINAL PLAT AND AMEND-
northeast of 18th Avenue and Oakv,iew Lane. She requested a WNT TO SITE PLAN AND
review of the October 10, 1984 staff report. CON01 `I USE

Coordinator McConn explained that the additional memo
Included with the .staff rv:ncrt, was prepared subsequent to
the receipt of a revised s1 to pian which complied with the
requirements for landscaping$ suddingland parking lot
design. A`revised Resolution was prepared in response to
the plans. Chairwoman Vasili,ou expressed concerns about the
late submittal of materials ;required for this application
during the review process.
Chairwoman 'Va,szliou introduced Pastor Roger Johnson, Mr.
Paul. Volstad$ and Cary McInerney$ representing the church.
Mr. Cary McInerney, 9915 37th Piace Northt commented on the
Engineer's 'Memorandum,, and questioned the assessments for
storm sewer:. He stated that it was his understanding, that
the City gad Informed him there would be no assessment
levied as they had already paid fcZ the southeast
connection. City Engineer Goldberg responded that the
previous assessment was an area assessment, and t,,is is a
lateral charge. He explained fuarther, that the ; :...a Forest
Development paid for the 18th Avenue Connection. Mme.
McInerney state ! the y had already paid the assessment for
18th Avenue. F_ngiruer Goldberg advised the petitioner this
would be researched before this item. moves on for City

Mr: McInerney stated the church will appeal t^ the City
Council to 'refund the set;ond appliratimwn fee. Coordinator
M Conn explained$ that the petitioner feels since they paid
the original firing. fee for Site Plan and Ccgrlitional Use
Permit, the second application as an Amendment, should he at
no charge. They are seeking a refund and have been advised ;
they need Council approval.

Chairwoman Vasillou ,introduced ter. Alexander Ritter, and
Mr. Dennis hviveyt representing RDC Properties.
Mr. Ritter stated there were two areas that shnild be MC Pit TIES, INC

Ritter commented they are not prepared t* go ahead with

plans for the multi. -unit building at this time, so
would like consideration of deferred construction of the
private trail.
Coordinator McCona advised that the required 30 -ft easement
for Area C is for snow storage and buffering., She commented
on the problem. the City has had in the past where there is
private, property on both sides of a trail. This is not a
unique situation where the City would recommend a 30 -ft*
easement; it is staff's opinion, "hat the private trail will
be used by the public for access to the park.
Mr. Ritter maintained their, wish to defer designation until
further development. Mar. Mulvey discussed tht right-of-way
requirements,, and their wish ; to provide the 20 -ft. outlot
they feel is adequate. Commissionet. Pl.ufka upheld staff's
recommendaticon, In view of the need for snow storai-.
Pedestrian safety war, discussed by Coordinator McConn.
Commissioner Plufka concurred, and ftY it the people of the
area are better served with the 30 -ft., o :.t'lot, Mr. Ritter
responded theywould be prepared to defer to these
arguments.

Commissioner Pl,ufka commended the design of corner lots with
the increased size. Commissioner SteigerwaJd agreed with
the separation of trails from streets.
Dennis Mulvey cimmented, the private trail. ay is not
rt-qulred on the Comprehensive Play, and they are providing
the trail as a "courtesy". Coordinator McConn stated, the
City appreciates this courtesy, but that real.i.sti.caltyq the
trail will be used by the public. Commissioner Plufka
stated that the speoi.fto location of the trail can be
discussed at the time of Site Plan review.

they needed a corrent permit to finish these ;obs.
Commissioner Ware l oquired whether the sites they were
hauling from were .east or west of

responded, they usually talo: work In the New Hope, Golden
Valley, and Plymouth areas, and the trucks travel on the
freeway and County Road J.
Commissioner Magnus stated his concern: about increased truck
traffic on County Road 9 during peak traffic hours. Mr.
