The Commission discussed further the use of corporate logos
and exterior finishes, as signage.Director Tremere
explained that the City traditionally has not dictated
exterior finishes¢ The Orth ,once requires the petitioner
nolud atypical building elevation with such nformation.
Director Tremere cited the example of the J & S Textile
building which had painted striping, for their company i.den-
tifioation, The building is now ; occupied by a new tenant
who removed the signage for the g & S Textile Company but
retained the paint ng. The painting does not convey an
overt message. Commissioner Steigerwal.d also cued the
example of ` the Schmidt Rusio building in downtown Minnea-
polis, noting th,it Interpretation of such provisions could
present a problem area*
Director Tremere also suggested that the staff development
review committee should determine from potential developers
whet the-xteriurr finish of new buildings will: be-, ' so the
Commission will know, and can than deliberate whether the
treatment constitutes signage.

Chairwoman Vasillou opened the Public Hearing.
Commissioner Pauba requested a review of the September 41
1984 staff report. Director Tremere explained the program
under which the HRA is purchasing this remnant piece of
property (from a larger piece' which was obtained for right-
of-way and ponding purposes).' The proposed three lots would
be developed with new homes; or have existing homes,relocat-
ed to the sites. The lots would then be sold to families
who qualify for low to moderate income status under Federal,
guidelines.
Charles Lorentzen, ' 430 County , Road 6, inquired if the
units were low income housing. Director Tremere explained
the income 'limits for low to moderate income families, and
the proposed mortgage financing program.
t4. Lorentzen inquired I;f the access were to be limited, to
Glacier Lane. Director Tremere explained that the dwelling
units would access 'gip Glacier Lane, due to the Thoroughfare
Guidepl.an classification of proposed Fernbrook Lane. _ it was
also explained that Ultimately Glacier Dane will cul--de..sac
at County Road 6.

tion. Commissioner Pauba stated the program was excellent.

Chairwoman Vasil lou introduced the request submitted by Mid- MID-TV 5Y TEMS
Co -TV Systems for a Site Plan Conditional. Use Permit, and SITE VARViW
Variance for the construction of an approximate 41300 sq. CONDITIONAL USE
t. office facility. Reading of the September 4,. 1954 staff MMIT (84074)
report was waived.
Mr., Mike Ashmore, 3070 Ranchview Lane, was introduced and
stated that he was pr-asent to represent the petitioners,
Nancy and Joe Wagner, Y.ho were also present.
Chairwoman Vasiliou opened the Public Hearing.
Chairwoman Vasi'llou inquired if any equipment would be

satellite dish could be located on the roof. Director
Tremere clarified that the staff members were unaware of
this proposal, and that it constitute an amendment to the
site plan. Chairwoman Vasilliou agreed.

MOTION by Chairwoman Vasillou, seconded by Commissioner MOTION
St igerwald to defer action on the proposed Site Plan,
Conditional Ilse Permit, and Variance subject to a revised
Site Plan oe:ing submitted showing the proposed satellite
dish.
tr. Joe Wagner, President, requested that the Plar ning Com-
mission not defer action on the proposal,, and that be would
not include`a satellite dish.

Commissioner Steigerwald confirmed that the petitioner
understood that if he biose to include a satellite dish at a
hater time, a SiltPlan !amendment would be required.
Director Tremere recalled that on prior occasions when such
accessory structures were considered, the approvals required
that they not be located on the roof.
Conts'nissioner Steigerwald identified that the portable trail-
er `and 'dish proposed with the outside storage may be used as
a demonstration'tool until such time the petitioner deter-
nes if a permanent dish is needed.

ber 4, 1984 staff report was waived.
Chairwoman Vasilzoax opened the Public Hearing and Introduced
Mr. Greg Frank, McCombs -Knutson Associate, who stated he
i as present to represent the petitioner. Also recogna,zed
was Mr. W. C. Anderson,, petitioner
Commissioner Pauba inforaed. the Planning Commission that the
petitioner met with the Bass Lake Homeowner's Association at
which time an agreement was made to oversee any soil erosion
problems.

Chairwoman Vasiliou referred to the correspondence submitted
by the property owner with respect to designingtheleasing
agreement to, further restrict the type of business.
Commissioner Plufka requested the petitioner define

Commissioner Magnus confirmed that the petitioner understood
the recommended conditions of approval, and questioned why
they chose to relocate. f.1r. Rosen stated the relocation is
to reduce vandalism - xd to store the vehicles, inside.

Commissioner Wire suggested limiting the hours of operation
further thact requested so as not to allow operation on
Saturdays and Sunday,
Commissioner Plufka 'expressed concern about the potential
rumher of visitors to view the proposed vehicle inventory.

Commissioner RlufKa stated he could not support the. Amend-
ment, in that it is not logical to restrict a business in
the I-1 District' o.i a Monday through Friday` only, since many
users have a second shift. He stated he desires "to restrict
the retail portion of the business.
MOTION to AMEND by Commissioneroner plufka, to add Condition 140TION TO AMEND
Number 7 to state that at no time shall there be any "open
house" or display of use -d cars to the general public, on the
premises. The MOTION failed for lack of second.

Commissioner Ure stated that in.the 1.1 District it was not

Chairwoman Vasillou introduced the request submitted by CWYENNE LAM CO.
Cheyenne nand Company for an RP00 Final Plan/Plat and Site RPUO FINAL PLAN/PLAT

housing units. She introduced Mr. Len: Thiel, Cheyenne Land
Company, and Greg rrank, McCombs-Knutsoa Associates, who
were both available for questions. Reading of the September
41 1984 .staff report was waived.
Greg Frank requested teat proposed Condition Number 5 of
Recommendation D be reworded to extract the words "':to each
unit" and insert the words "the thea prevailing". The same
language should be inserted to the draft Final Plat Resin o-
tio;;#
Chairwoman Vasiliou inquired if staff was aware of the pro-
posed changes. Coordinator McConn explained that the staff
was informed that such a, proposal would be submitt df how-
ever, they were not discussed in detail. Director Tremere
offered that the request be carried forward to the City
Council, as the primary concern is that they meet the re-
quired codes.

Mr. Goodman stated that If a decision is to be made on re -
c uidinq and re .onin the property, that this was a very com--
plicatod is3ue, he requested that fir. Brill be able to speak
on, the item. He stated the Ordinary High Water Elevation
would determine what size roads could be used, determine the
size of the buildings; and;, determine the allowable density.
Commissioner Rl.ufka stated that observation does not deal
with the issue at hand, as the determinati.or- of the .size
would not be a factor, for example.
Chairwoman Vasiliou stated that Nr. Brill has known of the
Planning Commission issues since March, and it was presump-
tious to assume the Planning Commission would not 'take
action.

Northridge development In New Nape, who had recommended 200
units as aminimum number of units to assure economic
feasibility. He stated that the project could net be
undertaken if the number is reduced from 163 units.
