Colmlissioner Wire stated he thought the proposed application allowed an opportunity to increase the amount of landscap- ing* and suggesting that additional coniferous trees be ,ad- ded.Specifically,, Commissioner 'Wire suggested that the proposed deciduous gees be replaced with conifers. Mr.: Gerrich concurred with the suggestion. Commissioner Wire .inquired if bermi ng could ' be added to the site development. Planning Director Tremere responded that there was not sufficient room to provide effective berming w1thout impacting the present site layout and parking, Chairwoman Vasillou requested the petitioner's reaction to the staff recommendation.- Mr. Gerrich stated he felt the property was restricted and somewhat landlocked. Commissioner Wire stated that he supported the proposal in that the site improvements would improve the appearance of the existing facility assuming that the deciduous trees as proposed would be changed to conifers. MOTION by Commissioner Wire to recommend approval of the Site Plan and Varianceapplication `subject to the conditions In the draft Resolution with substitution of deciduous trees With coniferous trees. MOTION failed for lack of second. Coordinator McConn. explained that the building occupl.es ap- proximately 1% of the site; approximately 71% of the site is-occupied;by structure and parking at this time; and, "teat with the proposed parking lot expansion, approximately 76% of the site would be covered. Commissioner Wire inquired how a condominium ownership. would differ from a residential homeowner's association. Planning Director Tremnere explained that the City's experience with new residential uses to date has been minimal, and that staff would look at the same protections in ,Association documents for perpetual Maintenance and cross easements, as with homeowner associations.
