The regular meeting of the Plymouth planning Commisslon was
called to order at 704 P.M.

Variances for the Installation of a gas pump island with a CONDITIONAL USE
detached canopy. Reading of the'July 2, 1984 staff report PERNIT
was waived. Chairwoman Vasiliou introduced Mr. Greg Prank, LOT CONSOLIDATION
McCombs -Knutson Associates, Mr. Jack itiennert petitioner, and VARIANCES (84029)

Mrs. Frank provided the Planning Commission with a history of
the site development including a similar request that was
considered in 1976. He noted that the 1976 proposal was
denied and cited the reasons. ,t was explained that the
property is not serviced with urban utilities

Mr. Frank
addressed the reasons for the denial of the 1976 proposal
and stated that the petitioner did not feel ' that the current
proposal riould 00se an unreasonable burden upon the City.

The Commission discussed w1th the petitioner potential site

Commissioner Pauha suggested the Planning Comaitission first
the waiver From Policy Resolution o e -664 and the
Nonconforming Land Use Provisions of the Zoning Ordinance.

petitioner's request for being able to install the gas pump

She inquired if the Commission would he establishing a
precedent for the future considering other businesses in the
rural area. Commissioner Stelgerwald stated that, develop-
ment of this prime corner should not be delayed indofln-

Chairwoman Vasillou conformed that service stations were
anticipated to be developed in the Downtown ; Plymouth area as
well as the Northwest Business Campus. ' She also stated that
the Commission should recognize that the property is ;already
developed with the 1uor-store and superette.
Commissioner Rauba stated that he ooncurred in that
leve optient in this area w44 coming and that there was a
trade-off" with the; pro ossed site improvements which would
upgrade the property,. However, he stated some
modifications to the;prent)sed s1te plan are needed.
Commissioner Magnus stated that fie felt the use could be
allowed, especially considering the property has already
been developed.

design layout.
Chairwoman Vasiliou confirmed that Mr. Wenner also owns the
Tom Thumb facility located further east on Hwy. 55.
NOTION by Commissioner Pauba, seconded by Chairwoman NOTION TO DEFER
asp you to defer the Site Plan Amendments Conditional Use
Permit, Lot Consolidation and Variances subject to redesign,
in response to the concerns regarding circulation which
needs to be Improved to provide a more positive floe, proper
parking design, and qumber of stalls.. Commissioner
telgerxald stated, signage puns should also be provided..
Vote. Six ayes. Notion carried. VOTE MOTION CARRIED
Charwoman ` Vasillou submitted the request submitted by SCHERER BROS.
Scherer Brothers Lumber Company for a Rezoning and LOWER CO.
Preliminary Plat application to plat aproximately 53 acres REZONING AND
into 9 industrial parcels and to rezone the property From, PRELIMS Y PLAT
RD (Future Restricted Development) District to T- (Planned 5')
Industrial District. Reading of the July 3, 1,984 staff
report was 'waived.

Chairwoman Vasi lou opened the public hearing and recognized
Mr.: Greg Frank., eCombs-K nutson Asso,) a est and Mr. Charles
Pfeffer, Jr., petitioner's representative.
Mr-. Prank Indicated that the property owners, to the
northwest of the subject parcel were present, and were
anxious to see this development rove forward so that they
could proceed with a Development proposal on their
property. Mr. Frank explained that the proposal compiled
with tape Comprehensive Plan and that It was the developer's
intent to sell the property for development._ Also, fir.
Frank stated that the petitioner supports the prompt
submittal of the required application to the Public service
Commission for the street/railroad tracks crossing.
Chairwoman Vasiliou closed the public hearing.

Homes Corporation for a revised Landscape Plan. She noted REVISED LANDSCAPE
that the Plan was submitted in ..:sponse to the city Council LAN (84024
direction, provided In the arproving resolution for the PUD
Preliminary Plan/Plat. Chairwoman Vasa.liou commended the
petitioner ` on an excellent Landscape Plan and recognized
Mr. Tom Boyce, Centex Homes Corporation and Mr. Dic Putnam,
consultant. Both indicated they did not have any comments
