Commissioner Steelgerwa d requested the petitioner review the
assignment, of bonus points as requested. Mr. Sathre
elid that due to the size -,)f the project, ;bonus, points

Chairwoman Vasi 'lou opened the public hearing.
Arlene Johnsont 3535 Rosewood Lane, inquired if there would
be any fencing separating the multi. -family attached area
from the single family detached area. Pick Sathre explained
that some plantings may be utilized to provide an additional
transit -ion between the different types of snits,, however$ no
physi--al, barriers or fencing would be constructed.
Mr. John Naros explained further, that he intended that a
seating rink or tennis court be constructed in the
m iti_fa ml y attached area, and that he was not preolu- inq
an agreement between the single family detached drtellinq
residents and the multi -family area, for shared use of the
amenities Ms., Johnson confirmed ;that thea; Is no proposed
path or access from the single family detached lots to the

In response to Ms. aohnson, Mr,. ears explained that he
anticipates constructing two and three bedroom units In the
condominium structures.
Coinvissioner Magnus inquired of tis. Johnson if the Heritage
Estates Development has common amenities run by a

described that, in her yard, there is a private skatnq rink

the Planning Commission, consistent with Resolution No. 63-

The proposed rezoning request was explained, noting that a

Commissioner Steigerwald confirmed that no changes are an-

north of the subject property. Also., he confirmed that the

eater quality and safety of the proposed pond. Mr. Roscoe
explained that the pond is approximately 4 to 5 ft. deep$
and that i t would be pumped onto the deck area which would

sion about fencing to keep children out of the pond. Mr.
Roscoe explained; that fencing was not proposed at this tiger

Commissioner Steigerwald .inquired about the proposed concen-
tration of parking lot In comparison to the beauty of the
building. He stated he thought the proposed layout lacked
creativity In the parking lot design. Mr.Kennedy expla .ned
the site perspective from 1-434 and Carlson Parkway, noting
that consideration had to be given to the soil eanditllons
of the southern area; of the site
Chairwoman Vasil:lou opened the public hearing.
Steve Rutz, 110 Kings -viewKings-viewLone,, stated that he was a new
resident in the community, and questioned,`the sight lines
due to the height of the proposed complex. Linda Fisher

Chairwoman Basil=ou opened the Public Mearinq.
1-1r. Patrick Kraft, 4715 Quaker Lane, eIxpressed an Interest
that the eastern portion of the development be dedicated to
the City as park, and Inquired as to the proposed road
circulation and access, Mr, Sack Lynch reviewed the
proposed Concept Plan, noting that the eastern third of the
property would .be devoted to storm water drainage ponding,
public park, and private open space. Mr. Lynch reviewed the
proposed tr0fic circulation system as It coordinates with
the approved RPUD to the north, and anticipated development
to the south.
Mr. Kraft stated he hoped the construction traffic would not
utilize 413th Avenue North from the east* Mr. Fran Hagen
noted that the proposed development would not commence until
Parklands Development has completed their approved develop-
ment areas west of Zachary Lane.
Commissioner Plufka confirmed that the private open .space
would be owned and, maintained by a Homeowner's Association.
Mr. Hagen reviewed the park dedication requirements. The
prposal earls for 4 acre of land to be deeded' to the City
fox- park purposes, while the "irk Dedicatlon Policy requires
4.4 acres The ;remaining deo oatldn requirements, as recom-
mended by staff, would be satisfied with a cash fee pay-
ment. Mr. Haden suggested that the City Council consider
requiring an outlot for the public trail to be located In
the eastern portion of the property, rather than an ease-
ment, In order to satisfy, the .4 acre balance of dedication.,
Coordinator MoConn stated,that the proposal would be review-
ed with the Parks- and Recreation Director,. so, It could be
finalized with the City Council consideration.

as stated in the draft Resolution.

the Capital Improvements Program (C1P) noting that Public
Works Director Fred Moore will be present at -the July 10,
1984 meeting to discuss the Anticipated projects#
