staff report was waived. She inquired if the past increase
in office area had been considered by the City for review,
Planning Director Tremere stated that the City has not
formally reviewed the uses of the structure since the
original, site plank. He explained that the number of
e iployees and growth of the office area is higher, than what
was originally anticipated. The City has been in !contact
with the petitioner regarding parking problems which have
included on-streot parking and Improper parking (locations)
off the street.
A portion of the current request is to seem approval of
the office land use which requires a Conditional Use Permit.

notified of the public bearing and that the petitioner is

Hennepin County. Commissioner p ufka reiterated that the

Frank Ferrint 715 Vicksburg ..,ane, stated that he was present
to: Inform the Planning Comml,ss1lon that he was In favor of
the proposal and had no objections.
Chairwoman Vasilaou closed the public hearing,
Commissioner Plu ka confirmed that the request did not
include any sale of products from the residence. Also, it
was confirmed that less than 2 of the floor arca was
dev `Ated to: the home occupation.

proposal since there were no structural changes to he made
to the residence, less than 5 of the floor area was to he
devoted to the home occupation and that the proposal
complies with the CUP standards. Also, ommissione'i. plufka
noted that the home occupation would not result in
additional traffic within a residential development area,
considering the location of access to the residential lot.
Commissioner Wire spoke again t the proposal as he did not
feel there was a signif'cant difference from the previous
request for a home occupation. He ;questioned whether a
high number of customers that would visit the residenee.
Chairwoman Vasiliou stated that she disagreed.
Commissioner S-tulherg stated that he concurred with the-
oonoern related to the potential of traffic, f the number of
clients wockld Increase,. tts. Beggs explained that her mother
is over years old and that most of her clientele are
senior citizens who wouldnot generate much traffic.
Dr. Philip Hughes, 317 Ltftion Terrace,.ane, stated that he
was in favor of the; request, noting that the petitioner
deserves encouragement of working out of her home. Dr,.
Hughes stated that he did not feel the Planning Commission
treated him. unjustly In considering their recommendation

for over 20 years., He stated there is less traffic
generated from Mrs., 3ohon home than there are from his
other neighbors that have children. He requested the

and would have one customer at a time.

Cotanissloner Plufk4 inquired If the proposal would have an
impact on the My"s sanitary sewer capacities. Planning
Director Tremere stated that the Comprehensive Plan accounts
for all uses within each zoning district. The °oposed use
would generate a sanitary sewage within thc,.range for
ootaDercial uses allowed In this district., Assistant
Engineer Sweeney agreed.
Chairwoman Vasillou requested a review of the proposed
stacking and circulation pattern Coordinator F oConn, with
the use of the overhead pro ectorl described the traffic
flaw in the site. Planning Director Tremere noted that if
there were a problem area, It would be loc f,1 1 in the rear
of the building where the cars would be drying. Planning
Director Tremere explained that the City's requirements
wound not allow stacking or perking onto the publle frontage
road, The determination as to whether the proposed number
of bays is proper or not would be a policy decision for a
conditional. use.
Commissioner Magnus questioned the double stacked gays and
expressed concern that people may use a revorse entrance and
exit to utilize an open stall. .. herlla explained that
there are such facilities ,located in Brooklyn Pezkj. St*
Louis Pare and Bloomington. He described the typical
turnover per person.. noting- that eachperm would utilize
approximately 9 minutes for two, washes. Cowaissioner Plufka
oonfirmed that the length of the double bay is open for
through traffic. Commissioner Stulberg expressed concern
about the potential of stacking on the sery ce road. It was
confirmed with Mr. Mrila that the stacking spaces wmild be
striped on the parking logit for better delineation,
Chairwoman .Vasillou suggested that an employee be on -duty

stated that he did net feel the fence adequately screened
the residt-ntiil property to the north and that the proposed
activity was too intense. Planning Director Tremere
explained the ordinance that call for fer -.Ing where parking
is adjacent- t a residential use. The fencing must provide

discussed the looaton of the fence with the petition

felt that the proposed fences, were: too low or that

Robert Faster, 107110th Avenue North stayed that he owned
the mobile home park nearby and expressed concern that the
frontage road is narrow and that additional traffic ;may
present a problem. Be explained that he has used a double
hay car wash and that it does work. Commissioner P111fka

Commissioner Magaus stated that he felt the property was
stilted for this hype of business but additional redesign
should: be provided in oroe to provide screening, reduce the
number of bays to ,increase the traffic flow and to reanalyze
the hours of opevation. Chairwoman Vasiliou recalled
similar businesses near ves1dentiai ,areas which could be
used as examples. Commissioner Pauba oommented that
typically the Crown Auto businesses are very clean, orderly
and, well maintained. Commissioner Plufka commented that tette
number of bays associated with the auto service should be
reanalyzed and better bufferlog is needed to the north..

proposed business. 14r. Lavin confirmed that retail sales
would not be conduced from this site. He explained that
they have another facility in the City of Minneapolis where
warehotliso - gate-a are a common practice. Mrs Lavin explained

Mr, Lavin explained to the Planning Commission that they
have contacted and have started negotiations with the
property owner to the iYest to purchase additional property,.
He explained that at their facility in Minneapolis they
found themselves in the position of not having sufficient
room for future expansion, and with the purchase of
additional" sand to the west,.they hope they can be prepared
for any potential future expansion He further explained
that he understood, that,, If to the future,, they expand
involving the additional .land to the west, that all of the
property would be consolidated into a single parcel.
