The regular meeting of the Planning Commission was, called to
order at 700 P.M.

Commissioner Pauba asked staff to locate 47th Avenue- North,
and the existing homes, in the area.. Coordinator McGonn
xpi:ain d the location by using the overhead graphics.
Commissioner Pauba inquired abut the location of the
modellmobile office that would be on site, Mr. Dram showed
the area.
Mr. irlam explained, the request is consistent with the
approved Concept Plan, with the exception +yl' minor of,,, xcs
that were recommended by staff and additional berming at
Hamel Road and Vicksburg Lane with plantings to improve the
transition. ' He stated there would ` also be additional
plantings wit-hin the park and open space.

was no one to speak on the item, the Public Hearing was
closed.

Coordinator MeConn explained the proposal and listed the 84018i$4019)

Acting Chairman lire opened the Public bearing and intro-
duced Rita Cofer, 10750 Rockford Road, a resident of Saga-
more to who requested the Commission not approve these
buildings until roads are constructed to alleviate the heavy
traffic that already exists In the area- She pointed out
traffictheuncontrolledintersections, few `tric lights, and
fasts heavy traffic. the stated the safety hazards should
be taken care of especially with th ;= ;proposal: along with
the Trenton glace development
Acting Chairman, Wire stated. the ,. y is aware of these
problems, but the upgrading. Coun. 9 Is the respons bilitY
of Hennepifv County..
City Engineer Goldberg stated that the Public- Rearing was
deferred by the ;City Council until the property to tyle nor tl
proceeds with development plans. Once the alignment `s
determined construction will do ahead.
Commissioner pauba asked for cl:ari f.eatiun of the City

Acting ` Chairman Wire introduced the petitl.ont and Mr. W` PR . Ux
Alexander Ritter, representing RDC Properties,. He asked LAND USE MDE PLAN
staff to review the proposal. CoordinaOr McConn reviewed
the planning Staff Report dated May 14,' 1934. COKTPT PLM (64030)
the Enginenc omm s ioner Magnus requested.a report from erl
Department relative to sewer flows.
City Engineer Goldberg stated that on the last page of the
Engineer's Report summarizing the suer flow data. He
explained that under the ohaage In land use goidingf there
wUl be 'Increased flow for this property, but less tow from
the entire District* He went on to say that the land orig-
inally planned for park Was not guided park..
Commissioner Rlurka reviewed the original for sew-
age 1`low* and noted that some flow has been diverted From
one area.. Acting Chairman Ure stated he was concerned with,
the sewer "flow data... Commissioner Plufka stated that there
may be a misconception that capacity I's under-utilized.
Acting Chiirman Wire Stater, that this may raise the question
from other developers about diverting flows for various
areas. He_Inquired,whether _the City's consulting engine-
ers have reviewed the data.
City Engineer 'Goldberg responded that upon approval of a
Land Use Guide plan Amendment, it will then go to the Metro--
ppl itara Council. `dor review,
City ngzneer Goldberg explained that the City needs to
consider the overall system noting the property developed
since Comprehensive Plan was adopted..
Commissioner Pof a, stated that the Commission needs. to deal
with this Land Use U`uide Pharr application and whether there
their exoAtement about the plan

Commissioner Rauha stated his agreemmmen. that this is a di,f-
fieuit piece of property, and this would be the only f as-
Iie way to develop, it,. He commented further that this area
has been used as, a "garbage dump' and development will be,
good for the area.

MOTION by Commissioner Pluf a, seconded by Commissioner OTIONTO AHEND
Pauba to amend the MOTION by adding condition number 61Co-
ordinate trails and roads with Sagamore and the ;property to
the north, to maintain useable trail and roadm ay 7metwork.

Acting Chairman -Wire reiterated the Commission ;-meed for
Information regarding handling of sewage flow.
Coordinator McConn suggested that a :representative from the
Engineering Department arrange to discuss these matters with
the Commission.

Acting Chairman Wire introduced the application and reading R ,: ! C S `RXTY
of the May 14, 1964 staff report was waived. Acting Chair-- FOR HARBOR LAS
man Wire introduced dark 3ohnson, Rutledge Construction, PARTNERSMIP— SITE
representing the petitioner and inquired if Mr. Johnson had PLAN AND VARIANCE
questions or comments. As there were no questions or com-
ments from the petitioner or Commission, , Acting Chairman
Wire called for the potion.

Coordinator MoConn, advised the Commission that the owner of

problem with the proposal,, since it i consistent with the
1980 approved plan.

Commissioner Magnus stated his concern regarding the proof -
of -parking pl,an.Coordinator McConn clarified the Ordinance
requirements r4ating to parking.
Mr., Larry Edelmann, representative, informed the. Commission
that City staff ,has recommended two overhead drags be elim-
i.nated e stated it is his architect's opinion that the
overhead door will add to the value of the property, and
will serve an imporl:ant purpose ; so that vehi .les may ' be
driven into the building for overnight storage i .s the
petitioner's wish to retain the o,:.oto d doors.
Coordinator McConn explained that if heavily used, the over-
heaa door constitutes reduction in useable parking area and
would require a variance fro.aithe C'rdinance requirements for
parking in addition to the variance requested from "proof-
ter. Edelmann stated, there would not be atotof ,traffic
through the overhead door, the primary -use would be to briny
vehicles into the building for overnight storage. Acting
Chairman Wire confirmed that the parking spaces would not: be
Included If the door is used.There was further discussion
regarding adequate parking for future tenants of the
building.

Coordinator McConn discussed meetina dates with the Commis-
sion. After dlsc ission, Coordinator MoConn confirmed with
