Pauba to recommend approval of the April 7-51 1984 Minutes as
submitted, Vote 4 AyesCommissioner tulberg and Magnus
abstained. Commissioner Wire absent. MOTION carried.
Chairwoman Vasillou introduced the request for a Conditional
Use Permit to operate a earry-out service from h KN Y ENR TALW`
restaurant located at 1G ?-G State Highway 55. Chairwoman INTERNATIONAL
Vasil iou stated that the petitioner had clarifed the hours CONDITIONAL USE

Stelgerwald to take action, on this petition. Vote.

Commissioner dire stated that the Commission should review a
pian shoeing the trees to be planted for each unit. The
Commission determined that ' plan diagramming the =miniAum
standards and quantities for each unit should be submitted..
Commissioner Steigerwald inquired about the pro.: =A sign-
age. Coordinator MtConn referred to paragraph wzimber 7 of
the Planning Staff Report. Mr.. Boyce explained that two
signs are required to adequately identify both entrances in-
to the project. Commissioner Pluta stated he thought this
was appropriate.
Cortissioner Stelgerwald suggestedthat the final plan and
plat application include two, signs, but at a smaller sire,
Roll Call Vote. 7 Ayos. MOTION carried. VOTE - MOTION CARRIED
Planniog Director Tremere confirmed that the Planning Com-
m ssien will review the details regarding the landscaping
for the Awelling units, and a revised sign' plan containing
two signs, each less than 25 sq. ft. in area prior to ap-
proval of the final olat.

Mr. Poupard stated there had been a misunderstanding as to
whether he was within the one-year time frame of requesting
an extension, he explained that. he Its requesting the icent'
oal project as originally approved. He expressed concern
with, and objected to having to pay the ,full; application
fee.

Chairwoman Vasil lou opened the public hearing. PERMff AM REZONIN

Mr. Mike Pfilaum, Lundgren Brothers Construction Company,
reviewed the proposed development explaining that a neigh-
borhood meeting was not held due to the alacrity by staff in
the review of the applicatip-T Mr. Pflaum reviewed slides
showing anaerial view of the site. He reviewed the a p-
proved Concept Pian, proposed preliminary plan plat, phas-
ingf and utility availability.
nnin€g Director Tremere reviewed the Planning Staff Com-
ats contained In the April 30# 1984 Staff Report.
Commissioner Magnus Inquired if the Wayzata School District
had responded relative to future school needs. Mr. Pfl;aum
explained that the proposed PUD Plan does not include a
specific site for the School District.* however, there should
be sufficient area If the School, District determines that a
site is needed. The School District has not indicated a
sp'ca.f'c need for a , school site,. or any problem In meeting
the needs of the future population in this development.
Planning Director Tremere expanded on Mr. Pflaum's comments
noting, that per, the City's policies,: the School District
was forwarded copies of the information for their review and
comment. Earlier, school officials had been approached with
the concept plans, and had indicated a school site was not
needed in this development.
Co Issioner Stelgerwald Inquired about the ,proposed street
layout :(Polaris Lane(s) within the 'Industrial area, and the
potential interefrculation with the residential area. He
Inquired alf the industrials uses could be clustered. Plan-
ntn{ Director Tr mere explained they eould, but that has not
been proposed to date., There was discussion as to wh ther a
cul-de-sac could be utilized in this area, though it would
exceed Ordinance length standards.

Kok Sathre, Consulting Engineer, explained that the exter-
ior lots were designed to be similar to the adjacent areas,
with the interior lots being smaller.

the final plat. He stated that he wants to see the final
plan and plat for Area S, at a minimum.
1.4 was explained by Mr,, Pflausn, that they anticipate submit-
ting , a final; plat of otitlot.s for the ,entire area Which could
go directly to the City Council. The Commission concurred.
When Area S is r eplatted, it should then be reviewed -6y the
Planning Commission.
Vote` on the Amendments. 7 Ayes. NOTION carried, VOTE - NOTION CARRIED
