Mr. Ryan reviewed the physical development constraints,
design parameters and compliance with City flans. He,
explained that constraints include the fact that some of the
land has boom or will be taken for public pdroo os -I the
features haat are to be protected, or which restrict design
such as trees,: transition needs, and setbacks; and,, the
amount of the site which Is undseable due to soils or
da'mensibns.
Mr Ryan stated he reviewed the records of previous applica-
tions, to identify the neighborhood concerns.. He noted that
it appeared the neighbors desired single family detached
dwellin st and a Lower density from what was proviou It
proposed.
lr. Ryan summarized the proposal stating that a uni u!
design was prepared to fit the constraints and to addvess
concerns previously diseussed. The PUD Plan calls to
single family detached dwellings which would be comp-.tible
with the neighborhood at a net density of 2.31 units per

Vice Chairman Steigerwald stated that he empathized with the
residents and their :concerns regarding the difficulty ;'f

be required for Pineview Lane, and once County Road is
completed, the situation should improve. Ke stated he could
not see a better way to finish the neighborhood without
adding additional 'Industrial land used,

further circulation to the east to Juneau Lane. also;
Assistant Engineer Sweeney explained that 46th Avenue North
in the Amhut st Devlopment is classified as a minor
collector,, and is designee to carry additional, traffic.

Vise Chairman Steigerwald recognized Mr. John Duffy, repre-
senting,°the petition,: who stated that he had three items f -a
discuss, Mr. Duffy Mated that he :felt; the proposed seeding
requirements would comply- with iters b and c of the Policy
provisions for sodding and ground cover.
Mr. Duffy also stated that with relocation of ;one of the
hydrants on the site plan, .the entire building could be
located with .n 300 ft o, a hydrant as the hose lays.
Regarding item numbere of the ngineer"s Memorandum,
reoorr ending that one entrance, to the property be ut .l.ized,
he stated that witn 900 ft. of frontage on Medina Road, and
with the proposed distance between the two access: points, he
felt the request was reasonable. He stated there are other
parcels in this area, that have 300, ft. of width, each having
thea own access.
He reiterated that the petition calls for a variance from
the fare .lane requirements on the east: side of the build -
Ing. Mr* Duffy stated the existing bu iness as located in
Fridleyt where they have had no problems with the fire Mar-
shal and the Pollution Control Agency (PCA He ,stated the
materials are non-flammable, and have a high ''flash -point".

not reviewed the information submitted by the petitioner,
but eras concerned about the traffic and continuation of
lights from the parking lot at 11,00 P,,M. She stated that
sometimes the lights were turned, off,, but were usually on

Director Tremere clarified that the Ordinance addresses
glare from lights beyond the property lines, which is dis-
tinguished from being able to see lights on a site. if the
concern is that the light standox ds should not be seen., then
that should be specifically recommended.
