hard in securing a site 1his site its approximately five
miles from the existing church, which has been sold, at 5th
Avenue and Boone Avenue. A total of eight sites in the City
Of Plymouth ; were considered on the basis of similar ameni-
ties to the existing site., Dr. Hoover explained h -,t ;an

property owners* Five neighboring residents attended the
meeting.
It was explained this the petitioner Is aware of the value
difference between commercial and a residential property. Or. Hoover stated that there are many variables to be con-
sidered such as the number afunits and their value which.
would be allowed as ;,omp red to the assessed value of com-
mercial property.
Gar. Hoover explained that the key issue to discuss Is the
land use itself.; The petitioner believes that the uide-
lin s are met, and that the proposed use is an extension of
a resideafal area which provides a' buffer betwe(.,i the rest -
denial and,commercial uses.
Commissioner paua inquired where the other sites were
located and why they were not dee fined to be suitable.
Or. Hoover explained that ;they considered the size; utility
availability access, drive time for -nureh members; and,
consideration of where the membership , lives. Dr. "cover
stated that sites located` at 42nd Avent4e and Nathan Lane,
42nd Avenue and Zachary lane, 5U6 Avenue and Nathan` lane,
and Bass hake Road and Nathan .:ane were considered.
Mark L.utter n, 4660 Orleans lane, stated that he attended
the infdrr.)al m etlnq and was impressed with the proposed
building; Mr. Lu Lerman stated he believed the building was
aesthetically pleasing and would be better than office use 11atthislocation. I

explained that he also lives across the street from the

Chairwoman Vasillou inquired if the existing church operates
a nursery school. Or- Hoover explained that' a nurseryschool. would operate nyxrnin s only.

are some churches In the future Restricted Development;

The staff report dated July 12, 1982 was reviewed by staff,
originalThe proposal was explained and t was reviewed that
the Planning Commission r commended denial of the proposal.
During the CoMmission's deliberation there was discussion of
possible redesr n to consolidate the proposed number of curb
cuts and eli:rriate the requested v rl ands for Ion size and
dividing the property by means other than platting. After
the Comm sslOn°s meet*ng, the petitaoner's rep:,-sentative
ask,4d for a deferral of processing the application for
review by the City Council, due to the fact that the repre-
sentative would. be out of the country for a lenge!--, of time.
Upon his return, the; petitioner met with staff ' to review
alternate designs At this time, the petltloner asked for
reconsideration by the Planning Commission of a revised
proposal.

Chairwoman Vasillou explained that Mr. ClIft requested that
she identify a plan that would be appropriate, Chairwomen
Va$iliou stated that she explained doing this would be inop-

Mr. < ,lift explained that the materials delivered to the Com-
mission were identical to those submitted to the staff and
reviewed with the Development Review Committee. There wrere
four different ideas sugqested, .and 1t appeared to him that

The petitioner believes that there are valid reasons for the
variance regoests, and mr.` 11f- identified that the ropes -

Commissioner Wire inquired if there were existing trees on
the sit -e. Mr. Clift explained there are some Boxelde.
Commissioner plufka inquired what the width of proposed "'Lot
A would be. It was explained that .it Is a maximum of 55
feet. Commissioner Wire 'stated he understood the traffic
concern for 36th Avenue North, however, there are several
existing, curb cats. Chairwoman Vasillou commented that the
fact that there are some existing curb cuts does not paean
that more wouid e worthwhile. Commissioner Wire pointed
out that if their division would have been proposed some 20
years ago, there would be three existing drives. Commis-
sioner Plufka suggested that the drive access to proposed
Lot A be located as far west as possible to keep sufficient
distance between It and the existing driver He explained
that he was stall concerned that,the proposal was to divide
